About this file
This Single Source Justification document details a sole-source procurement of Synopsys Synplify software licenses for the Air Force. The Air Force Sustainment Center at Tinker AFB, Oklahoma is acquiring two 1-year licenses for the Synplify base TSL software, specifically to support the 76th Software Engineering Group's Long Range Standoff Weapon System (LRSO) project. Raytheon Missiles and Defense designed the weapon system using these specific software licenses, and the 555 SWES unit requires the licenses to independently verify LRSO firmware.
The procurement was initially attempted through NASA SEWP as a full and open competition in September and October 2024, but received no responses. Synopsys Inc. confirmed it will only sell these licenses directly to the government, rendering this a single-source acquisition. The licenses are needed for 12 months, with delivery not to exceed 30 days after receipt of order. The contracting officer determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available. The final contract (FA813925P0010) was awarded to Synopsys, Inc. for $33,800 on March 17, 2025.

Section C: Justification for Soliciting from a Single Source or Brand Name
Raytheon Missiles and Defense (RMD) designed the Long Range Standoff Weapon System (LRSO) utilizing the required Synopsys Synplify software licenses. In accordance with the (CUI) LRSO-Nuclear Safety Software Verification Plan (NSSVP) developed through 555 SWES's LRSO partnership with Software Engineering Institute-Carnegie Mellon University, 555 SWES/MXDPCA engineering must adhere to procedural methods to receive software from the LRSO Special Programs Office (SPO), to introduce the software within the SEI Lat IT infrastructure, to conduct initial software scans, and to build code.
555 SWES/MXDPCA is tasked with the independent verification of the LRSO firmware (FPGA VHDL source code) and is required to replicate the development organizations' environment to perform 555 SWES/MXDPCA procedural methods.
The Original Equipment Manufacturer (OEM) Synopsys Inc. confirmed with the Government on 29 October 2024 that Synopsys will only sell Synplify licenses directly to the Government. Thereby, the requirement is considered a single source.
Section D: Efforts to Obtain Competition
The requirement was originally released in NASA SEWP as full and open in September 2024. After receiving no responses, the RFQ was re-released in October 2024, from which the Government also received no responses. No other companies other than Synopsys can provide Synopsys Synplify licenses.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
It is anticipated that future purchases will still require a brand name or single source justification due to the proprietary nature of the software rights associated with this acquisition. Emerging products will be considered and evaluated to determine if equivalent capability or better products exist that can fulfill the needs of the government.
