About this file

This is a Questions and Answers document for federal contract opportunity WWYK250088 MAC BOA, which concerns repair of interior walls at building B8400.

The document addresses three contractor inquiries regarding project scope and requirements. The government clarified that no deck replacement is necessary, as damaged decking was previously addressed through an ongoing roof replacement project. As-built documentation for the existing roofing system was made available to contractors prior to the pre-bid site visit; contractors who did not receive this documentation should contact the Contracting Specialist or Contracting Officer to request the files. Regarding design submittal schedules and requirements, the government emphasized that this is a construction-only project rather than a design-build project. While SOW Section 1.3.3 permits subcontractor firms to perform "delegated" design work, these firms must be authorized to offer engineering or architectural services in a U.S. State or Territory, with no Oklahoma state license requirement for individuals responsible for signing and sealing documents. The delegated design work is referenced in SOW Section 3.5 (Working Documents).

RFI's For WWYK250088 MAC BOA WWYK250088 ~ Repair Interior Walls, B8400

1. Can the government provide guidance on the areas that are needed for deck replacement (minimum SF)?

Government Response: No deck replacement is required. The damaged decking was addressed by the ongoing roof replacement project.

2. Can the government provide as-built data on the existing roofing system?

Government Response: As-built documentation was made available to contractors prior to pre-bid site visit. If, for whatever reason, a contractor did not receive as-built documentation, correspond with the Contracting Specialist / Contracting Officer to request the files.

3. Can the government provide the schedule for design submittals and the submittal requirements (65%,95%,100% and IFC) if necessary.

Government Response: This is a “construction only” project, not a “design-build” project. SOW Section 1.3.3 indicates “Subcontractor firms performing ‘delegated’ design shall be authorized to offer engineering or architectural services in a US State or Territory. An Oklahoma license will not be required for individuals responsible for signing/sealing documents.” The ‘delegated’ design indicated is referenced in SOW Section 3.5, Working Documents.
