About this file
This is a Solicitation Questions and Answers (Q&A) document for the Blast and Paint Shop Cleaning Contract (Serv P26-036RN) at Tinker Air Force Base.
The contract requires cleaning services for blast and paint shop facilities located in Buildings 3001 and 3221, encompassing approximately 15,000 square feet (7,200 sq ft in Building 3221 and 11,000 sq ft in Building 3001). Services include bi-monthly and semi-annual cleaning of external surfaces of blast booths and paint shop areas, external ductwork surfaces, and exterior housings of ventilation filter units and fan assemblies—with no internal duct or booth interior cleaning required. Contractors must provide all access equipment (ladders required for work above 6 feet) with tie-off/fall protection requirements. Cleaning acceptance is based on a wipe test for surfaces 6 feet and above. Work is scheduled Monday through Friday, 1530–2300 hours, with badged contractor personnel able to work unescorted. Tinker AFB will provide 55-gallon waste collection drums and supplies; the collected waste is hazardous and requires contractor lockout/tagout (LOTO) procedures per machine specifications. Contractors must bring equipment in for each cleaning visit and remove it upon completion—no on-site parking or charging is required. The previous contract (FA813221P0035) held a value of $113,000.00. A site visit is not currently offered; contractors are directed to the equipment listing in Attachment 2 Appendix A to confirm booth quantities, sizes (ranging from 5'x5'x9' to 15'x15'x15'), and specific cleaning frequency requirements.

Blast and Paint Shop Cleaning Contract
(Serv P26-036RN)
Solicitation Q&As:
1. Access equipment for work above 6 feet (PWS 1.2)
• Are any Government-furnished lifts (e.g., scissor lift/manlift) available for contractor use in Bldg 3001 and/or Bldg 3221, or must the contractor provide all lifts/ladders?
Lifts/ladders are NOT available. Contractor must provide. Lifts are not accessible in area.
Use a ladder.
• If contractor-provided lifts are required, are there any restrictions (electric vs. propane, max height, floor loading limits, approved routes/dock access, tie-off/fall protection requirements)?
Tie-off/fall protection required
• Are there any Tinker/OC-ALC-specific operator training/certification requirements for lift use beyond standard OSHA training?
Will be using a ladder
2. Ductwork cleaning scope (Bi-monthly and Semi-annual)
• Does the requirement include internal duct cleaning (opening access panels and vacuuming inside ducts), or external duct surface cleaning only?
External surfaces only
• If internal cleaning is required, is there an estimate of linear feet, typical duct sizes, and/or known access points for Bldg 3001 and Bldg 3221?
No internal cleaning
3. Blast booth / paint shop cleaning boundaries
• For “blast booths” and the paint shop areas, does the scope require cleaning inside the booths/enclosures (floors/walls/ledges/grating), outside surfaces only, or both?
Not inside booths, outside surfaces only
• Are there any areas/components that are explicitly excluded from contractor cleaning?
No
4. Ventilation filter units / fan assemblies
• Are contractors expected to remove/handle/replace filters, or only HEPA-vacuum/clean the exterior housings and accessible surfaces?
No – only clean exterior housings and accessible surfaces
• Will the Government perform any required lockout/tagout (LOTO), or is contractor LOTO expected (and if so, what is the local procedure/coordination requirement)?
Contractor LOTO expected. Follow machines LOTO procedures.
5. Cleaning standard / acceptance criteria
• Is there a defined acceptance standard (e.g., “no visible dust/debris,” wipe test, etc.) or an inspection checklist used by the COR/SME for acceptance?
Wipe test for 6 feet and above
6. Waste handling
• We understand Tinker AFB will provide 55-gallon waste collection drums and the contractor shall not dispose of waste off base. Please confirm whether the contractor must provide liners, labels, or sealing materials, and whether any segregation is required (e.g., blast media vs. paint residue).
No segregation needed. TAFB will provide waste collection supplies.
• Is any portion of the collected waste anticipated/treated as hazardous, and are there additional handling/packaging requirements if so?
Yes, the waste is hazardous.
7. Work sequencing / access
• During the work window Mon–Fri 1530–2300, will required areas/equipment be made available (e.g., equipment down/safe to access), and are there known blackout dates or production constraints that affect cleaning?
Yes
• Are escorts required, or will badged contractor personnel be able to work unescorted in these areas?
No escort required
8. Square footage confirmation
• The PWS states shop areas are approximately 15,000 sq ft. Please confirm this includes the blast shops in Bldg 3001 and Bldg 3221 and the paint shop in Bldg 3001 (K77).
Yes
9. Will the Government offer a site visit?
Not at this time, posting Q&As to assist with quotes
10. PWS Sections 1.8, 1.9, & 1.10.
• Will contractors be given access to the FEMWEB system to ensure Red X items are not authorized, used, or directed to be used per Section 1.8? If not, how will the contractor know when a piece of equipment has been placed in Red X status?
FEMWEB isn’t a system of use anymore, and hasn’t been since ~2018-2019.
Additionally, the vendors should not be operating or repairing equipment. If there is still a concern about red X equipment, standard operating procedure is for the COR for the contract to interface with MXSG and process engineering prior to the vendor arriving to get updates on downed equipment, and provide that to the vendor each visit. (PWS Revision 1 does not include these sections.)
11. PWS Section 1.15 and 1.15.1
• The PWS references the removal, repair, and placement of fixed equipment and parts. Equipment with assigned OC numbers are typically large pieces of equipment. Is it our understanding that Tinker's various maintenance organizations work on and repair any piece of equipment that has been assigned an OC number?
The vendor should not be doing removal, repair, or replacement of equipment. (PWS Revision 1 does not include these sections.)
12. PWS Section 1.30 - Visitor Passes
• Will contractor badges be issued under this contract or are visitor passes required?
No contractor badges, the COR will meet them at the visitor center and obtain visitor passes.
13. Total number of spray booths and/or blast booths requiring cleaning
Refer to Attachment 2 Appendix A – Equipment Listing
14. Approximate size or type of booths (if available)
Between 5’x5’x9’ for the smallest equipment up to about 15’x15’x15’ for the larger pieces of equipment, with some smaller components that may exceed those bounds (such as the gantry tracks)
15. Any estimated square footage for Buildings 3001 and 3221
7200 for 3221, and about 11000 for 3001. I think that 1500 might have been square footage of the equipment only (ignoring the areas between them)? I don’t have a good way to calculate that, but it sounds close at least.
16. Whether both bi-monthly and semi-annual cleanings apply to all booths equally
Please refer to the last column on the equipment list
17. Will the Government provide a parking/charging location for any lift that we provide necessary to execute the SOW.
It is not anticipated that any equipment be left in the government facility between cleanings. Equipment should be brought in for use, then removed upon the completion of each cleaning. Based on that, it is not anticipated that charging or parking will be necessary.
18. Is there currently a contract in place for performing these services or is this a new requirement? If there is a current contract in place, please provide the contract number and current contract value.
FA813221P0035 and $113,000.00
