About this file

This is a Sole Source (Including Brand Name) Justification document for the acquisition of two StingRay 6048 Parts Washers by AFSC/PZIMC under simplified acquisition procedures. The justification supports standardizing equipment to reduce training time and costs, noting that the organization currently operates multiple StingRay Parts Washers with 206 operators and 13 certified mechanics, with initial operator training requiring 120 hours per machine plus 40 additional hours for mechanic certification.

The document outlines that market research was conducted through DSBS and SAM databases using NAICS code 333310 and PSC code 4940, including review of small businesses (8(a), HUBZone, SDVOSB, WOSB). A GSA posting to 263 vendors resulted in one ROM and capability statement. Four potential sources are identified: Stingray Manufacturing (CAGE: 62DD2), Chickasaw Nations Industries (CAGE: 89NT8), Kipper Tool Company (CAGE: 00NS2), and IGCS, LLC (CAGE: 6SPP7). The justification cites proprietary technology as the reason for the brand name requirement, with the acquisition to be conducted as a small business set-aside through SAM.gov rather than GSA.
