Market research was conducted and concludes that OGP is the only source capable of readily providing a COTS solution that meets the Government's required tolerances for performance and physical footprint.
Award to any other source in fulfilling the Air Force's requirements. No other contractor can meet the requirements, therefore a contractor would need to develop a machine that meets the Government's specifications. The amount of time required for another contractor to develop and test the technology that is the same or similar to those offered by OGP is unknown.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
An announcement will be posted on SAM.gov, informing the public of this sole source award. Interested parties may respond.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will use price analysis IAW Federal Acquisition Regulation (FAR) 13.106-3 in order to determine the contract price to be fair and reasonable. Because this is a commercial requirement as defined by FAR Part 2, the Government may request other than certified cost or pricing data if necessary, to determine the price to be fair and reasonable.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
In accordance with (IAW) FAR 10.001(a)(2) and (3), market research was conducted between 17 April 2023 and 3 July 2023. It was concluded that this equipment is commercial in nature. Based on the results of the market research, only one source was found to have the capabilities, technology, and expertise to fulfill this requirement adequately.
The Subject Matter Expert (SME) for this effort, requested and received a Rough Order of Magnitude (ROM) from the only source capable of satisfying this requirement, Optical Gaging Products.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
There are no other factors to be considered at this time.
X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
In an effort to identify and remove barriers to competition, the Government will continue to monitor the marketplace for source development and continue discussions with the OEM regarding additional approved sources.
