MEMORANDUM FOR AFSC/PZIM (ATTN: CONTRACTING OFFICER)

SUBJECT: Sole Source Justification for P20-003ADV Rotary Lance Assemblies
1. The is requesting utilization of funds for the Sole Source purchase of Rotary Lance Assemblies by Progressive Surface, Inc. for OC17500 and OC14850.
2. The Progressive Surface Rotary Lance Assemblies requested are required to support current shot penning processes by in support of the F119 and F135 workload. The form, fit, and function of these proprietary OEM direct replacement parts is required as they are specifically designed for Progressive Surface machines currently used and in place throughout .
3. Based on the paragraphs above, it is requested that equipment is procured directly from Progressive Surface, Inc. to meet all the requirements of and subsequently the warfighters.
4. Market research was performed reviewing Dynamic Small Business Search and System for Award Management databases using North American Industry Classification System Code 333517 looking for companies that could provide the requested Progressive Surface Rotary Lance Assemblies. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was also conducted in search of a company that could provide this requirement as well as searching the World Wide Web. There are no authorized resellers for any Progressive Surface, Inc. proprietary parts.
Due to proprietary compatibility and specific form fit and function required by , Progressive Surface cannot be avoided as a Sole Source vendor. The Government will continue to conduct market research to determine if any other manufacturers have/can develop comparable units to satisfy future requirements.
