This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued aside from the one posted here.
This solicitation is being issued as a request for quotation (RFQ) IAW FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005‐97, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20171228, and Air Force Acquisition Circular (AFAC) 2017‐1003.
This acquisition is a 100% Small Business Set‐aside
(NAICS Code 238220; Size standard is $15M).

The Air Force Sustainment Center’s Maintenance Contracting Branch (AFSC/PZIMC) at Tinker Air Force Base, Oklahoma, intends to award a Firm Fixed Price (FFP) contract for the acquisition of Fluid Cooler Coil Repair Services located within the Oklahoma City Air Logistic Complex (OC‐ALC). See Section 2 – Supplies/Services and Price.

All services will take place on Tinker AFB, OK 73145.

TERMS, CONDITIONS, PROVISIONS, & CLAUSES
Payment terms will be Net 30. You may offer payment discounts for early payment, but this will not be considered in quote evaluation. Offerors must be registered in the System for Award Management (SAM) to be eligible for award.
Invoices must be submitted in the Government’s Invoicing, Receipt, Acceptance, & Property Transfer (iRAPT) Online Application, which can be found in the Wide Area Workflow e‐Business Suite (WAWF; https://wawf.eb.mil). Payment will be made after the invoice is signed in WAWF and after the item is received and accepted by the Government; do not submit invoices until the item has been delivered.
Standard commercial warranties apply.
52.212‐1 ‐‐ Instructions to Offerors – Instructions to Offerors ‐‐ Commercial
52.212‐2 ‐‐ Evaluation Commercial items, Evaluation ‐‐ Commercial Items
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation. The following two factors shall be used to evaluate offers:
Technical Capability – the Government will evaluate the Contractor’s response to the following‐‐
ITEM SPECIFIC REQUIREMENT
A The Contractor shall provide documentation of minimum of two years of experience working on industrial process cooling equipment.
B The Contractor shall provide a list of past work on industrial cooling equipment to include three projects. The list shall detail the name of the equipment, general description of the equipment, service performed, date of service, name of customer, and point of contact for the customer.
C The Contractor shall demonstrate, with proof, the ability to service a Baltimore Aircoil fluid cooler IAW the PWS.
Your response to this portion shall be no longer than 10 pages. This is a pass‐or‐fail factor.
Price - The Government will award this requirement to a technically-capable offeror based on the lowest total evaluated price of CLINs 0001, 0002 and 0003 in Section 2 (Services and Price)below.
Each Offeror shall provide a firm fixed price for the CLINs 0001, 0002 and 0003.
(c) Evaluation Methodology. The Government will evaluate the three lowest-priced offers for technical capability. Then, price will be evaluated for the technically-capable offers and they will be listed from lowest to highest price based on the total evaluated price.
If one of the three lowest‐priced offers’ technical capability is determined to be unacceptable, it will be rejected, and the next lowest‐priced offer will be selected for evaluation.
Award will be made to the offer with the lowest total evaluated price that met the acceptability standards for technical capability.
(d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
52.212‐3 ‐‐ Offeror Representations and Certifications ‐‐ Commercial Items.
The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal (Only complete and return if there are changes to current SAM Registration. If 52.212‐3 is not returned the contractor is affirming that the current SAM registration is current, accurate, and complete). If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.

INSURANCE
The following insurance amounts are required by FAR Clause 52.228‐5 – Insurance Work on A Government Installation that is incorporated in full text in this solicitation.
(a) Workers’ compensation and employer’s liability. Contractors are required to comply with applicable Federal and State workers’ compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer’s liability section of the insurance policy, except when contract operations are so commingled with a contractor’s commercial operations that it would not be practical to require this coverage. Employer’s liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit workers’ compensation to be written by private carriers. (See 28.305(c) for treatment of contracts subject to the Defense Base Act.)
(b) General liability
(1) The contracting officer shall require bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence.
(2) Property damage liability insurance shall be required only in special circumstances as determined by the agency.
TRUCK GATE INFORMATION
TRUCK ENTRY GATE NOTICE: ************************************************************************************ IMPORTANT DELIVERY INFORMATION ************************************************************************************ Tinker Air Force Base has a Truck Entry Gate (Gate 33), which is located at the corner of 59th Street and Air Depot Blvd (southwest corner of the base). Gate 33 shall be used for all deliveries by truck to this base. Trucks will not be allowed to gain access through any other gate. Since your firm’s delivery on this order is affected, please advise your delivery carrier to use the new gate. This should minimize the impact of your delivery.
DELIVERIES TO BUILDING 3001 (B / 3001)
Be advised that delivery vehicles destined for B / 3001 are prohibited from using Staff Drive.
Delivery vehicles may make deliveries only in designated unloading areas.
Since your firm’s delivery may be affected, ensure that your delivery carrier receives proper instructions on delivery / unloading requirements for B / 3001. Unloading in designated unloading areas will minimize any inconvenience, and, attendant ramifications, which may accrue, to your delivery / delivery carrier for failure to adhere to this requirement.
CONTRACT HOLIDAYS (a) the Government will not be billed for holidays, except when services are required by the Government and are actually performed on a holiday. Holidays in addition to those reflected in this contract, which are designated by the Government, will be billable provided the assigned Contractor employee was available for performance and was precluded from such performance.
(b) The following days are contract holidays: New Year's Day, Martin Luther King, Jr. Day, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day.

0002 Installation of Coils/Replace PVC Drift Eliminators – PMXG Firm Fixed Price
NON‐PERSONAL SERVICES: The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation and inspection manuals necessary to perform the Fluid Coolers Coil Replacement at the Oklahoma City–Air Logistics Complex (OC‐ALC), replacement of both coils in the East fluid cooler(OC17692), and replacing all PVC drift eliminators in both fluid coolers(OC16520 and OC17692). The equipment is listed in Appendix A. The Contractor shall be responsible for insuring all services, parts and Original Equipment Manufacturer (OEM) components provided under this contract are in accordance with (IAW) the terms and conditions outlined herein, conform to the manufacturer’s equipment specifications and the PWS.

0003 Crane and Rigging – PMXG
Firm Fixed Price NON‐PERSONAL SERVICES: Rigging Equipment(Crane) only‐The Contractor shall provide the rigging equipment(crane), necessary to perform the replacement of both coils in the East fluid cooler(OC17692) and replacing all PVC drift eliminators in both fluid coolers(OC16520 and OC17692) at the Oklahoma City–Air Logistics Complex (OC‐ALC). The fluid cooler equipment is listed in Appendix A. The Contractor shall be responsible for insuring all services under this contract are in accordance with (IAW) the terms and conditions outlined herein, conform to the manufacturer’s specifications and the PWS. Equipment only ‐ Rigging cost(Crane) only for all repairs in PWS is quoted separately in CLIN 0003. Parts, labor or installation costs other than Rigging equipment costs are not included in CLIN 0003 price.
