1.3.7 Rubber Specifications:
The rubber material found in the IGV struts meets PWA 404, PWA 405, or PWA 407 material specifications, also RTV 630 and RTV 668 are GE material specifications that meet these PWA specifications. All Material Safety Data Sheets (MSDS) that are available are provided as an attachment. Each manufacturer develops a MSDS for their product; there may be several MSDS for the same type of rubber.
1.3.8 Effluents:
During burnout hazardous gases are emitted from the rubber as part of the decomposition process. A thermal incinerator is required to fully burn the gases prior to emission to the atmosphere. Contractor must have furnaces equipped with operational Thermal Incinerators due to the effluents given off when performing the burnout processes.
1.3.9 Ash:
The ash residue remaining in the furnace and in the part from the rubber burnout is primarily silicon. However, we have detected lead and cadmium in the ash and in the RTV installed in the case struts. The screen results for lead and cadmium from our furnace samples and from some representative IGV parts are as follows: X-Ray: no Pb or Cd detected (<detection limit). ICP: Ash: Pb none detected (<10ppm), Cd 21 ppm (ug/gram). RTV: Pb 35 ppm, Cd 73 ppm.
1.3.10 Contractor must have Engineering Controls in place for handling ash to prevent operator exposure to cadmium and lead.
1.3.11 Contractor shall maintain furnaces that are certified per AMS 2750E. Uniformity is expected for all temperatures at +/- 25 degrees F. Uniformity tests shall be performed for temperatures <1500 degrees F. Uniformity tests shall be performed at the set point temperature of 1050 degrees F. A variance of +15/-15 degrees F from the set point temperature is allowed.
1.3.12 Contractor shall use only National Institute of Standards and Testing (NIST) traceable controllers and thermocouples (Type K; individual or from a certified roll). The furnaces shall be equipped with separate control and over-temperature thermocouples, certified annually or at more frequent intervals if necessary. Controllers shall be calibrated annually, at a minimum. Contractor shall use a calibrated chart recorder to log the furnace and workload thermocouple temperatures.
1.4 SECTION V – PROCEDURE.
1.4.1 The Contractor shall perform a receiving visual inspection upon receipt of part for any shipping and or packaging damage. The Contractor shall prepare a report of Discrepancy (ROD), SF 364, and forward it to the shipping activity for corrective action to prevent reoccurrence. The Contractor shall prepare and submit Discrepancy reports IAW PWS Section 1.6.3.
1.4.2 Contractor shall accomplish pre and post burnout cleaning by hand scrub and then power wash on subject parts. This is per T.O. 2-1-111 SPOP 209 Method B or C.
1.4.3 The workload thermocouples should be allowed to stabilize before soak times are started.
1.4.4 If necessary, contractor shall use only dustless white chalk to highlight/mark the part number and serial number of each component.
1.4.5 IGV’S (approx. 60” dia.) may be stacked no more than four high in a furnace provided each layer is separated using a steel spacer (contractor provided).
1.4.6 Contractor shall provide and use flat plate (flat within 0.010” over length of plate) for base/hearth plate for stacking parts. Flatness shall be verified and when necessary corrected at least once every five burnout cycles.
1.4.7 Contractor shall attach a minimum of four workload thermocouples per part.
Thermocouples shall be placed as follows:

2. Outer shroud farthest from heat source.
3. Inner shroud
4. Vane Readings of all four thermocouples shall be included in the chart record.
1.4.8 Contractor shall return with the shipment the original recorder charts for each batch of component parts processed. Contractor shall mark the chart with the contractor’s furnace number, cycle type, component part numbers, serial numbers, national stock numbers, time started and time finished for each soak logged and initialed, interval operator checks initialized throughout the cycle, chart recording speed, and operator’s printed name and signature. Contractor shall log all temperatures throughout the cycle. (CDRL A003 – DI-MISC-80508B)
1.4.9 The heating and cooling rate must be sufficiently slow to avoid unacceptable stress and distortion. Temperature variation within part shall not exceed 50 degrees F at any time during burnout cycle. Temperature shall be recorded to below 200 degrees F during cooling.
1.4.10 The burnout heat treat cycle shall be accomplished as authorized in T.O. 2J- TF33-53-7 WP003 00 Para. 4.
1.4.11 After the burnout cycle the contractor shall “probe” each vane with a long wire or pipe cleaner to break up residual rubber inside the vanes. This will be followed with the vacuuming of the residue.
1.4.12 Contractor shall power wash each IGV with high-pressure water to remove burned rubber residue per T.O. 2-1-111 SPOP 209 method B or C.
1.4.13 Contractor shall observe trend and request time extension at burnout temperature accordingly from the AFLCMC/LPSEA Cognizant Engineering Authority.
