1.0 BACKGROUND

Missile Sustainment Division (NDM) has identified a requirement for two manufactured fiberglass ALCM models. One fiberglass model will be a 1/2 scale model installed on a stand mount and on a concrete footer, west side of Building 469 on Tinker Air Force Base in Oklahoma. This model will be manufactured for outdoor use and be resilient to normal weather conditions. An additional fiberglass model will be 1/5 scale and used for indoor purposes.

1.1 Scope

Coordination with NDM will be required for manufacture, packaging, shipping and transporting of both models, stand and carts to include installation of outdoor model. Indoor model with cart will be delivered at same time and location;

2.0 TASK REQUIREMENTS

2.1 General Meetings and Reporting

2.1.1 Conduct a kickoff meeting no later than 15 days after contract award at contractor facility or vial telecom.

3.0 MANUFACTURE TWO FIBERGLASS ALCM MODELS, STANDS & PLAQUE

3.1 The Contractor shall manufacture a 1/2 scale fiberglass model for outdoor use.

Outdoor model will be installed on west side of Building 469. Nose will be oriented toward south direction. Outdoor model will be mounted on a stand to allow a pitch (nose up) of 25-30 degrees and a roll of 20-25 degrees to the right (right side of model lower than right).

3.2 The Contractor shall provide an eight foot stand mount. Stand mount will be a rectangular shape with an arch design.

3.3 The Contractor shall package, ship, transport and install outdoor model and stand mount on a prefabricated or premade concrete footer. The concrete footer will be installed prior to installation by NDM and 72d ABW Civil Engineering.

3.4 The Contractor shall package, ship, transport and deliver the indoor model. The Contractor shall provide a cart for the indoor 1/5 scale model. The indoor model will be affixed to the cart. The cart and indoor model must be able to pass through all interior doorways

(maximum width of 33 inches) of building 469. The cart shall have four caster wheels to allow passage of interior hallways, doorways and accommodate sharp turns.

3.5 The Contractor shall paint both models the same color as operational fleet (MIL-C-

85285 (Low VOC) or MIL-C-83286, Color No. 26251 (Semi gloss Gray) per FED-STD-595, 60° gloss of 30 to 45 gloss units (Two-Part Kit) Enamel. This Contractor shall also include a topcoat on painted surfaces of model.

3.6 The stand used for outdoor model will be primed and painted an exterior grade, semi-gloss black. The cart manufactured for indoor use will also be primed and painted a semi-gloss black. Both models will have standard USAF emblems as operational ALCM fleet. NDM will provide illustrations for emblems, colors and placement on models.

3.7 The Contractor shall provide illustrations / drawings for stand mount, cart and models

NLT 20 days after contract award.The Government will review the illustrations / drawings and approve NLT 5 duty days after illustrations / drawings are received.

3.8 The Contractor shall provide a porcelain plaque to accompany the outdoor ALCM model. The wording on plaque will be provided by NDM.. The Contractor shall provide a 2 foot stand and a structural backplate. Backplate will be installed at an angle at top of 2 foot stand.

The plaque will be attached to backplate at same time as outdoor model is installed.

4.0 DELIVERABLES

4.1 The Contractor shall to deliver a Pattern Development, ALCM scale models, Monting hardware, and provide minimal installation of of exterior model. All deliverables are in accordance with CLIN 0001 and associated sub-CLINS in Schedule B of the award document.

5.0 PRIORITY

5.1 The priority assigned to this contract is routine.

6.0 DELIVERY

6.1 The delivery for minimal installation (stated in paragraph 4.1) and both models is NLT

30 April 2020.

7.0 GOVERNMENT FURNISHED PROPERTY/DATA (GFP/GFD)

7.1 NDM will provide detailed drawings, dimensions and pictures for Air Force emblems.

7.2 Upon completion of this project; files, drawings and other provided GFP/GFD will be destroyed by the Contractor.

7.3 Government will provide a PDF document illustrating placement and dimensions for USAF and Air Force emblems.

8.0 SPECIAL CONSIDERATIONS

8.1 The Contractor shall identify all personnel for transportation and installation of outdoor

ALCM model. If the Contractor needs assistance for access to Tinker AFB, OK, notify PZNT 10 working days prior to delivery. The Contractor shall ensure driver and installation crew has sufficient clearance to access Tinker AFB. The efforts required for this task are UNCLASSIFIED and should not require contract personnel to obtain a security clearance.

8.2 Contractor personnel shall not release or remove system documentation, data, or reports generated by or through use of Government systems without prior approval of the Contracting Officer. All requests for information shall be forwarded to AFNWC/PZNT, Tinker AFB, OK.

9.0 ACCESS TO FACILITIES AND PROPERTY

9.1 Contractor shall require access to Tinker AFB, OK. and Bldg. 469, second floor (not to include inside bay area). Notify PZNT one day prior to arrival.
