1.0 SECTION I - DESCRIPTION OF SERVICES/GENERAL INFORMATION

1.1 Scope

This Performance Work Statement (PWS) defines the requirements for the AGM-86B, Air Launched Cruise Missile (ALCM) Inertial Navigation Element (INE) (P/N 750600)

Engineering Services Contract. This PWS defines the extent and types of engineering services that the Contractor will provide in support of the INE. The weapon systems utilizing the INE are managed by the Air Force Nuclear Weapons Center Missile

Sustainment Division (AFNWC/NDM), hereafter referred to as the Program Office.

The scope of this contract is limited to analyzing INE components and providing assistance to the Program Office in developing a comprehensive plan addressing INE reliability and sustainment issues in the areas of Performance (reliability, availability, maintainability and hardness); Supportability (obsolescence and diminishing manufacturing sources and material shortages); and Repairability (tooling, materials, capability, test/support equipment, environmental, cybersecurity). In addition, the

Contractor, in collaboration with the Program Office, will also analyze the potential use of

Tomahawk RMUCs and Conventional Air Launched Cruise Missile INEs.

The Contractor shall leverage its previously developed proprietary data and acquired rights pertaining to the AGM-86B ALCM INE to perform engineering services which may include: remanufacturing, engineering modeling, qualification testing, technology insertion at Circuit Cart Assembly (CCA) level, and validity of reutilizing Navy Tomahawk

Missile Reference Measuring Unit and Computer (RMUC) circuit cards and components for use in the sustainment of the INE.

The aforementioned tasks are in support of the Program Office’s responsibility to ensure

AGM-86B ALCM INE’s reliability and sustainment. Parties understand and agree that all deliverables provided in performance of this contract (i) shall not be deployed or tested in the field; (ii) shall be limited to use in laboratory testing in accordance with the agreed upon PWS; and (iii) shall not be used in live munition testing.

Any efforts shall not impact the Operational Flight Software (OFS). Also, the contractor shall maintain form, fit and function to the current configuration (Class II Changes Only).

Any required Class I changes shall be considered changes to scope and subject to an equitable adjustment, IAW DFARS 243.205-71, in cost, fee and schedule.

1.2 Program Requirements

1.2.1 Risk Management

The Contractor shall establish and maintain a Risk Management Plan for early identification of program risk and mitigation of risk. The Contractor shall submit a Risk

Management Plan and provide a Risk Report at monthly engineering IPT teleconferences. The Contractor shall brief risk management status for all Moderate and High Risks during Contract Program Management Review (PMR) meetings. (CDRL

1.2.2 Quality System Management

The Contractor shall maintain a quality system, that includes all material purchased, which adheres to the requirements of SAE- AS9100, Quality Management Systems –

Requirements for Aviation, Space and Defense Organizations. The Contractor shall maintain a Quality System Plan (QSP). (CDRL A003 – Quality System Plan submitted

IAW SAE-AS9100).

The Contractor shall ensure that the quality system procedures, planning, and other documentation and data that comprise the quality system are available for review upon request from Government. The Contractor shall support Government quality audits for inspections, verifications, and evaluations to ascertain conformance to requirements and the adequacy of implementing procedures.

The Contractor shall allow Government quality audits to be performed on Contractor maintained files. The Government will provide the Contractor with prior notification of the impending quality audit by at least 14 calendar days. Upon completion of a

Government quality audit, the Contractor shall incorporate into the process corrective action(s) to eliminate the cause of the defects. The Contractor shall ensure all material purchased or subcontracted from other contractors meets all requirements of this contract.

1.2.3 Program Protection Plan

The ALCM/CALCM Program Protection Plan (PPP) and the Counterintelligence Support

Plan (CISP) will be provided as Government Furnished Information (GFI) per the contract DD Form 254. The Contractor shall be entitled to an equitable adjustment, IAW

DFARS 243.205-71, if the imposed requirements impact the Contractor’s estimated cost, fee and/or schedule. The Contractor shall provide OPSEC protection for all

Sensitive/Critical Information (CI) in accordance with Air Force Instruction (AFI) 10-701, Chapter 8, PPP and CISP for protection of Critical Program Information (CPI) and CI identified. The Contractor shall, as requested by the government, provide input to updates of the PPP and CISP. Requests for clarification of the PPP and/or CISP shall be made by the

Contractor to the PCO no later than thirty (30) business days from receipt of the PPP and CISP or updates thereof.

1.3 Release of Public Information

Release of information pertaining to this contract shall be reviewed and approved for release in accordance with DOD 5220.22-M, the National Industrial Security Operating

Manual (NISPOM), Section 5, Para, 5-511, Disclosure to the Public and the Contract

Security Classification Specification, DD Form 254, section 12.

1.4 Status Reports (MSR)

The Contractor shall submit monthly status/progress reports which summarize all accomplishments and efforts (technical, financial, projections, problems, etc.) during the reporting month. (CDRL A005 - Contractor's Progress, Status and Management Report)

1.4.1 The Contractor shall conduct quarterly Technical Interchange Meetings (TIMs) at

Contractor facility to present results of assessment and status update. Video

Teleconferencing (VTC) or telecoms shall be used in lieu face-to-face meetings as directed by the PCO. The Contractor shall generate and provide presentation materials as required to aid in the discussion of the TIMs. The Contractor shall provide agenda, meeting minutes, and track Action Items associated with the meeting. 1.4.2 The Contractor shall conduct monthly telecon meetings to provide status update.

1.4.3 The Contractor shall provide monthly activity reports. (CDRL A005 - Contractor’s

1.5 Engineering Integrated Product Team (IPT) Meetings

1.5.1 The Contractor shall participate in Engineering IPT meetings by telecom, video teleconference (VTC) or face-to-face as directed by the Procuring Contracting Officer

(PCO)/Contracting Officer’s Representative (COR) to discuss status/progress of all accomplishments and efforts. The Contractor shall provide the presentation materials two business days prior to the meeting. (CDRL A006 – Briefing Material)

1.5.2 The Contractor shall provide initial response to all assigned action items within

10 business days. (CDRL A009 – Conference Minutes)

1.6 Post-Award Meetings

The Contractor shall participate in post-award meeting at Tinker AFB to discuss contractual/technical requirements of the awarded task orders as directed by the PCO.

1.7 Deliverables

The Contractor shall ensure all deliverables are submitted IAW the Delivery Schedule specified by individual task orders, and the format, content, and distribution of such deliverables is in compliance with the Contract Data Requirement List (CDRL).

2.0 SECTION II –ENGINEERING SERVICES

Tasks in Section II will be performed on a non-recurring basis throughout the applicable

PoP.

2.1 Government Furnished Property (GFP)

With the exception of the Government property identified in Appendix B, the Contractor shall be responsible for furnishing all labor, materials and facilities necessary for performing the contract. Appendix B provides detailed instruction pertaining to the management and control of Government owned property.

2.1.1 Financial Improvement Audit Readiness (FIAR)

This contingency support may be required during this contract and will encompass tasks to transition and maintain compliance with DoD Financial Improvement and Audit

Readiness (FIAR) requirements associated with all reportable GFP. Effort will include inventory verification, validation, reconciliation and audit assistance, cataloging of parts, material, Support Equipment (SE), tools and test equipment, National Stock

Number (NSN) cross reference research, database entry, Air Force Equipment

Management System (AFEMS) or successor system data entry/management, and production of all FIAR mandated reports. (CDRL A011 – Recurring Inventory Report)

2.1.2 GFP Reporting

The Contractor shall provide a quarterly report IAW CDRL A012 – GFP Report.

2.1.3 Nuclear Certified Equipment Annual Inventory/Verification

Contractor shall support a Government annual inventory/verification of Government

Nuclear Certified Equipment (NCE) to include verifying legibility of identification information (i.e. data plate, information plate, appropriate markings, etc.) and condition.

The Government will notify the Contractor at least 30 calendar days prior to each visit.

2.2 Contract Data Requirements List Markings and Submissions

The Contractor shall ensure proper markings and data rights legends are applied to all submissions. Data delivered with improper markings shall be returned to the contractor for correction at no additional cost to the Government. No additional time for scheduled reporting will be allowed for improper markings. For information submitted by e-mail, ensure data containing For Official Use Only (FOUO) or other protected information is properly marked and encrypted. Do not send classified information except through authorized secure systems.

3.0 SECTION III – NON-RECURRING ENGINEERING TASKS

The contractor shall complete the following tasks for this effort. An Initial kick-off meeting will be scheduled.

3.1 INE Analysis and Implementation Plan

3.1.1 Perform predictions based upon failure history, INE operational usage scenarios, availability of cannibalization spares, aging assessments, repair and scrap assumptions to support ALCM INE Sustainment Assessment

3.1.2 Perform Obsolescence assessment of INE subassemblies to determine viability for continued repairs and/or re-manufacture

3.1.3 Perform Repair & Remanufacture assessments to determine options and resources needed to provide ongoing repair and/or remanufacture capability

3.1.4 Perform redesign and/or technology insertions for identified subassemblies to provide form, fit, and function replacement spares at best value to the government (avoid necessity for requalification and nuclear recertification as a goal)

3.1.5 Perform assessment of CCA and Instrument Test Equipment and provide & pursue options for supporting INE Sustainment

3.1.6 Provide Project Management for overall project leadership, customer interface and to ensure compliance to contract/SOW requirements and budgets.

Provide ongoing status to customer via verbal and written communication, reports, briefing charts etc. and pursue options as directed by the customer.

3.1.7 From the RMUC feasibility study performed under separate contract, the contractor shall test the compatible circuit cards from the 10 provided RMUCs to verify compatibility to ALCM -4 INE requirements for potential use.

3.1.8 Results of Tasks 3.1.1 through 3.1.7 will be documented via (CDRL

4.0 SECTION IV – SERVICE SUMMARY (SS)

The Contractor shall ensure the performance requirement thresholds and support for surveillance methods are achieved as follows:

4.1 Performance Requirement Threshold

The Contractor shall achieve the thresholds identified in Table 4-1.

4.2 Contractor Performance Evaluation

The evaluation of performance will occur when the Program Office evaluates the service of the Contractor via Contractor Performance Assessment Report (CPAR) to determine whether or not it meets the performance measures of the contract.
