About this file

This is a Brand Name Justification memorandum from the Department of the Air Force requesting approval to procure ACCO/Louden brand equipment for a 1.5-ton overhead bridge crane installation.

The 76 Maintenance Group (76 MXSG) at Tinker Air Force Base seeks to purchase one Louden 585 series 1.5-ton single underhung bridge crane assembly (Part No. 585.3003.24s) and one 1.5-ton AccoLift electric chain hoist with motorized trolley (Model 2130150-VF) in support of Project 25B036. The justification for specifying this brand is based on standardization—all existing bridge cranes, hoists/trolleys, and crane rail components currently installed and designed by 76 MXSG utilize ACCO/Louden items. Standardization enables parts reutilization, facilitates shop relocation within the organization and between buildings, reduces maintenance and repair time, and eliminates training costs associated with non-standard equipment. The procurement memorandum identifies quantified cost impacts of deviating from the standard: redesigning crane rails and electrification would require approximately 120 engineering man-hours at $120/hour for an added cost of $14,400, plus additional training requirements for maintenance personnel.

Market research was conducted across the Dynamic Small Business Search (DSBS) database and General Services Administration (GSA) RFQ 1808813 using NAICS Code 333923 and Federal Supply Code 3940. Results yielded fourteen vendor inquiries with only four capability responses and two GSA RFQ responses, neither demonstrating ability to supply the specified equipment. Based on insufficient market response and time constraints, the memorandum recommends proceeding through local contracting as a full and open small business set-aside acquisition. The justification was signed and approved on May 5, 2026, by LaMonica Sankara, OC-ALC/OBCA, with concurrence from Anthony Dollard, AFSC/PZIMB.

DEPARTMENT OF THE AIR FORCE

HEADQUARTERS AIR FORCE SUSTAINMENT CENTER (AFMC)

TINKER AIR FORCE BASE OKLAHOMA

May 5, 2026

TO: AFSC/PZIM

FROM: OC-ALC/OBCA for 76 MXSG

SUBJECT: Brand Name Justification for M26-189 1.5 Ton Bridge Crane & Hoist Assembly

1. 76 MXSG requests the purchase of one (1) Louden 585 series 1.5 Ton, single Underhung Bridge Crane assembly - Part No. 585.3003.24s and one (1) 1.5 Ton AccoLift Electric Chain Hoist with Motorized Trolley - Model: 2130150-VF in support of 304 Project 25B036. No service will be required by the contractor. All installation will occur on site by trained Tinker Air Force Base technicians.

2. 76 MXSG is in the process of installing a 1.5-ton overhead bridge crane in the 76 AMXG located in building . A feature is the crane/hoist lift capability for the shop process. The procurement of ACCO bridge crane, hoist, and Louden rails is in maintaining the lift capability for the production shop.

Currently, all bridge cranes, hoist/trolley, and crane rail components previously installed and currently designed by 76 MXSG use brand name ACCO/Louden items for their lifting systems. It is to have uniform ACCO crane and Louden rail throughout the production shops to allow for reutilization of parts and to facilitate speedy relocation of these shops within the organization and other buildings. In addition, the tradesman tasked with maintaining crane and hoist/trolley will use less time to repair/relocate and this leads to smaller for end user. Changing the current 76 MXSG crane design for this specific project would complicate the reuse of existing components as well as eliminate the gains made by having a standardized crane/monorail.

In addition to the general of not being able to reutilize non-standard rails, the project associated with this order would have the following direct cost increases:

Project 25B036 would require the redesign of the crane rail and possibly the redesign of the crane rail electrification at a cost of approximately 120 engineering man-hours billed at $120/hr. for an added cost of $14,400. This would also add in 76 AMXG . And MXSG will require several hours of training for maintenance of non-standard hoists.

3. To ensure uniformity that already has been installed by 76 MXSG, it is requested that ACCO/Louden Brand Name equipment is procured to meet all the requirements of the program office

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (333923) looking for companies that could provide one (1) Louden 585 series 1.5 Ton, single Underhung Bridge Crane assembly - Part No. 585.3003.24s and one (1) 1.5 Ton AccoLift Electric Chain Hoist with Motorized Trolley - Model: 2130150-VF under Federal Supply Code (FSC 3940). The Rough Order of Magnitude (ROM) provided with purchase request from MXSG - Advanced Overhead Crane Services (AOCS, INC).
