Section B: Description of the Supplies/Services Required
76 SMXG requests the one time purchase of Brand Name Joy Signal Patch Cords and their associated hardware for use in their Test Program Sets:
200 each Receptacle 2x25 (P/N: SSC-3-50)
200 each Cable 24 AWG TWP, Straight, 36", Axial 1x2, Nothing (P/N: SSI-01-00-53-036)
8,000 each RG178, Straight, 36", ITA MiniCoax, Axial 1x2 (P/N: SSI-01-VPC610 103 130-09-036)
Section C: Justification for Soliciting from a Single Source or Brand Name
These patch cords have been called for by part number for the Research and Development by the design engineer. The mission of the Test Program Set (TPS) Manufacturing Gate (OC-ALC 76 SMXG/556 SMXS/MXDPBF) is to procure or produce Test Program Set Hardware for Avionics Testing. Test sets support B2 and B1 weapons systems. The hardware designs provided requires the use of the brand called Joy Signal patch cords and associated hardware in order to meet the design goals of signal integrity with thin, flexible, high density cable bundles that cannot be provided from other sources.
Joy Signal Technologies holds proprietary data on the manufacturing of the component. No other manufacturer offers their custom solution to the hardware design that the Government currently has in place. Other manufacturers offer their own custom, proprietary solutions, but the design the Government has implemented uses the proprietary solution from Joy Signal Technology.
Section D: Efforts to Obtain Competition
Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (334417) looking for any company that could provide this requirement. A review of 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide this requirement. Multiple small businesses can provide the Joy Signal Patch Cords Brand for this requirement.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Joy Signal is the only brand that can deliver this requirement. The hardware designs that are provided requires use of Joy Signal Technology's Patch cords and associated hardware in order to meet the design goals of signal integrity with thin, flexible, high density cable bundles that cannot be provided from other sources.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
