I. Contracting Activity.
76 MXSG has been tasked with a project involving electrical code compliant items for the upgrade of an existing system. All of the items needed, are commercial off the shelf (COS) items. These items must be able to attach to existing brand name components. All of the items that tie into the existing hardware must be of the same brand to prevent elevating the cost of total component replacement. The items needed as brand name are available from several electrical supply company's in the market place and are commercial off the shelf items.
II. Nature and/or description of the action being processed.
This project is an extension and addition to an established system. The existing system is constructed of many brand name specific parts. Square D for example, is a COS manufacturer of electrical parts and components that has many items available within the market place. Square D only uses Square D brand name items to connect to the existing Square D brand name items in this project.
III. Description of supplies/services required to meet agency needs.
The components being purchased will allow the continuation of an existing environment to meet workload requirements.

IV. Statutory authority permitting Other than Full and Open Competition.
The authority for this action is 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Square D items, CLINS 1-17, must be brand name to connect to the existing brand name items in this project.
Square D is proprietary and only accepts Square D.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Square D is a COS manufacturer of electrical parts and components that has many distributors available within the marketplace.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government and Contractor.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (335931) looking for companies that could provide M17-082 Project 17S012 Electrical Components. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide M17-082 Project 17S012 Electrical Components. In review there are several sources that can provide the commodities for this acquisition.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
This will be solicited to any distributor of electrical parts on FedBizOps.
X. List of sources, if any, that expressed interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
There are no barriers at this time. Several companies are able to provide the Square D brand name.
