1. SCOPE OF WORK: The Contractor shall provide all labor, tools, equipment, material, parts, quality control and transportation necessary to develop and install the upgrade (see item description) for the Test Stand OC1132 located in Room 112, Building 3907 in the Oklahoma City-Air Logistics Complex (OC-ALC). The Contractor shall also provide Personal Protective Equipment (PPE) and clothing, (as needed) to include reflective clothing (belt, vest, etc.); hearing and eye protection, to include prescription safety glasses; safety harnesses; fall protection equipment; lifting equipment and any incidentals necessary to perform the requirements of this Statement of Work (SOW). The test stand upgrade will be used to test TF-33 Manifolds as required and as per their relevant Technical Orders (T.O.’s).
The overall project shall be considered “turnkey” type procurement.
1.1 Background: The test stand described in this document is intended for use in the Aerospace
Repair Industry. This shop runs on an eight (8) hour basis Monday through Friday with possible overtime hours on the weekend. Test stand is in a National Electric Code, Class I, Division II, Group D environment, as per NFPA 70, Article 500.
1.2 The Contractor shall be responsible for insuring all services, parts and components provided under this contract are in accordance with (IAW) the terms and conditions outlined in this
SOW.
1.3 Item Description: 76th CMXG/ENC requests a one-time upgrade to their Manifold Test
Stand OC1132. The Contractor shall provide, install and develop (as applicable) the items listed below for the Test Stand OC1132 Upgrade:
• Three (3) ea. Foxboro Pressure Transmitters with indicators to replace 3ea Pressure Gauge (Fuel) 0-800psi ±0.25%
• One (1) ea. Foxboro Pressure Transmitter with indicator used for air 0-150psi ±0.25%
• One (1) ea. air pressure regulator, air filter (moisture trap), and pressure relief valve.
• Commercial off the Shelf replacement shall meet or exceed all requirements of the existing items.
• One (1) ea. Manifold mounting fixture with wheels and brake (UL Listed, electrical conductive rubber caster related to hazardous location, fuel resistance) so the fixture can easily slide in and out the test chamber.
• New frame for three (3) ea. Plexiglas doors
• Two (2) ea. explosion proof LED lights Class 1, Division 1 mounted inside the test chamber
• Twenty-eight (28) ea. T-handles for fixture TF33 521T513-P01
• Twenty-eight (28) ea. test plugs PWA17840
• Provide new operation maintenance manual, calibration procedure, illustrated parts breakdown manual, and ISA standard drawings.
• Turnkey Installation and Startup. Be responsible for resolving any calibration issues identified by Government calibration personnel in the calibration of the equipment. Compliant with the most recent versions of ASME B31.3 Process Piping, NFPA 70 Article 500 for Hazardous Locations
1.4 The Contractor shall provide, install and develop (as applicable) the items listed on the Item Description for the Test stand upgrade. The upgrade parts shall be new and unused (not a prototype).
1.4.1 Commercial off the Shelf replacement shall meet or exceed all requirements of the existing items. The contractor shall cover all openings with sheet metal when items are removed and paint the covers to match the existing test stand color.
1.4.2 Dimensional Systems: U.S. Customary System of Units (US) shall be used in the design and construction. In this specification, all measurements, dimensions, sizes, and capacities are given in the U.S. Customary System of Units (US).
1.4.3 Prohibited Materials:
1.4.3.1 Mercury restriction: The machine shall contain neither mercury nor mercury compounds, or be exposed to free mercury during manufacture.
1.4.3.2 Asbestos restriction: Asbestos and materials containing asbestos shall not be used on or in the machine.
1.4.3.3 Polychlorinated Biphenyl (PCB) restriction: The use of polychlorinated biphenyl on or in the machine is prohibited.
1.4.3.4 Lithium restriction: Lithium batteries used in the computer system are exempt from this requirement.
1.4.3.5 ODC Restrictions: Class I ozone depleting substances in accordance with section 602(a) of the Clean Air Act Amendments 1990, 42 USC 7671a(a) as implemented by 40 CFR 82 Protection of Stratospheric Ozone, shall not be contained within or used on this equipment.
1.4.4 Environmental Protection: Under the operating, service, transportation and storage conditions described herein the machine shall not emit materials hazardous to the ecological system as prohibited by federal, state or local statutes in effect at the point of installation.
1.4.5 Instruction Plates: All words on instruction plates shall be in the English language. Words shall be engraved, etched, embossed or stamped in boldfaced letters on a contrasting background. Lettering shall be a minimum of 18 point font and the plates shall be sized accordingly to accommodate all standard text in this point size. Plates and lettering shall be fully compatible with MIL-PRF-7024, Type II calibration fluid and suffer no degradation when subjected to it.
1.4.6 Nameplate: A corrosion resistant metal nameplate permanently and legibly marked with the following information shall be securely attached to the machine in a readily visible location. Nameplate and lettering shall be fully compatible with MIL-PRF-7024, Type II calibration fluid and shall suffer no degradation when subjected to it. Lettering shall be a minimum of 18 point font.

1.4.7 Construction: Metals shall be of corrosion resistant materials unless suitably protected to resist corrosion. The machine construction shall include all components, parts and features necessary to meet the performance requirements specified herein. All parts subject to damage from environmental hazards shall be sealed or otherwise protected. The machine shall be capable of withstanding all forces encountered during operation of the machine at its maximum rating and capacity without distortion or failure. Welding, plugging, or filling with solder or paste shall not be employed as repair or reclamation measures for defective parts.
All screws, pins, bolts and similar parts shall be installed with means of preventing loss of tightness. All parts subject to removal or adjustment, shall not be swaged, peened, staked or otherwise permanently deformed. The test stand upgrade shall be in compliance with Design Guideline as shown in Appendix A.
1.4.8 Castings and Forgings: All castings and forging shall be free from defects, scale or mismatching. Processes such as welding, peening, plugging, or filling with solder or paste shall not be used on casting and forgings for reclaiming any parts of the machine. Such processes may only be used for enhancing surface finish and appearance.
1.4.9 Welding, brazing and soldering: Welding, brazing or soldering shall be employed only where those operations are included in fabrication of the original design.
These operations shall not be employed as repair or reclamation measures for defective parts. Any excess material used for such operations shall be thoroughly removed from the part(s) upon completion of the operations. Weldments shall comply with AWS D14.4.
1.4.10 Surface Finish: All surfaces of castings, forgings, molded parts, stampings and welded parts shall be clean and free from sand, dirt film, sprues, flash, scale flux and other harmful or extraneous materials. External surface edges shall be either rounded or beveled unless sharpness is required to perform a necessary function.
Except as otherwise specified herein, the condition and finish of all surfaces shall be commensurate with the manufacturer’s standard commercial practice.
1.4.11 Screw Threads: All threaded parts used on the machine and its related attachments and accessories shall conform to FED-STD-H28 or FED-STD- H28/21B.
1.4.12 Interchangeability: To provide for replacement of worn parts, all parts bearing the same part number shall be functionally interchangeable and dimensionally identical within the manufacturer’s tolerance limits. Records, including detailed parts drawings, shall be maintained by the equipment supplier by part number throughout the life of the equipment in order than any replacement part can be supplied to the customer.
1.4.13 Maintainability: The machine shall be designed and constructed to permit effective maintenance. The machine shall be equipped with access covers (if applicable) to facilitate inspection, cleaning, repair and replacement of parts.
1.4.14 Lubrication: Means shall be provided to insure adequate automatic lubrication for all moving parts. Recirculating systems shall include filters which are cleanable or replaceable. Each lubricant reservoir shall have visible or mechanical means for determining fluid level. All oil holes, grease fittings and filler caps shall be accessible. Parts consuming fluids shall be clearly identified as such along with the recommended periods of additions and the type of fluid that should be used.
1.4.15 Tubing and Fittings: All tubing shall be seamless stainless steel. All bulkhead fittings on the operator front panel shall be stainless steel with stainless steel caps and lanyard cables connected to caps and test stand front panel. All bulkhead fittings sizes on the operator front panel shall match the existing test stand. All other fittings shall be stainless steel or cadmium or zinc plated steel. All tubing and fittings shall be rated for the required maximum working pressure of the required highest end item test pressures and temperatures in a required circuit. All tubing and fittings shall comply with the latest version of ASME 31.1 Power Piping and ASME 31.3 Process Piping.
1.4.16 Hoses: All hoses shall be rated for the required maximum working pressure of the required highest end item test pressures and temperatures in a required circuit and utilize swivel Joint Industrial Council (JIC) 37 degree flare or Swagelok compression end connections. All hoses shall be labeled on each end with a metal band which indicates the maximum working pressure, size, material, material manufacturer, material manufacturer’s part number and length. All hose internal and external material shall be compatible with MIL-C-7024 calibrating fluid. All hoses shall comply with the latest version of the National Fluid Power Association, ASME 31.1 Power Piping and ASME 31.3 Process Piping.
1.4.17 Valves: All valves shall be rated for the required maximum working pressure of the required highest end item test pressures and temperatures in a required circuit.

2.0 Installation Plan: Contractor shall submit an Installation Plan to the Government Point of Contact (GPOC) for review and approval. Installation Plan shall include:
• Drawing denoting conduit sizes, conductor types and sizes, seal off locations, test stand electrical interconnect drawing and over-current protection devices and sizes.
• All subcontractor and partnership information
2.1 General Test Stand Upgrade Configuration and Performance Requirements:
The test stand upgrade shall generally be configured, calibrated and tested as noted below:
2.2 Test Stand Interior-Electrical Items: All electrical/electronic components and connections located within test stand footprint, floor to ceiling and test chamber shall be Class I Division I Group D rated as defined in NFPA 70 Article 500.
2.3 Test Stand Exterior-Electrical Items: All electrical/electronic components outside the area detailed in immediately preceding paragraph shall be a minimum of Class I Division II Group D rated as defined by NFPA 70 Article 500 and shall be mounted in an enclosure(s). Enclosure(s) interior shall only be accessible from outside the Test Stand envelope.
2.3.1Test Stand Component Labeling: All test stand components shall be labeled with an embossed metal tag denoting part number as per the Illustrated Parts Breakdown (IPB). All hoses shall also be labeled with an embossed metal tag and hose schedule included in the IPB that details required pressure rating of hose, hose size, length, fluid compatibility requirements, maximum temperature and nominal location. All electrical wiring shall have heat shrink labels (or equivalent) placed on either end of wire and labels and lettering shall suffer no degradation when subjected to any fluids associated with the test stand.
2.3.2 Test Stand Preliminary/Final Calibration: Calibration process shall be delivered by Contractor for review at Intermediate Design Review. Review comments will be delivered via the GPOC back to Contractor within four-teen (14) calendar days. Contractor shall fully incorporate comments as necessary and resubmit revised procedure prior to Critical Design Review for review. Appendix C contains a list of items requiring calibration. These items must be incorporated into the stand upgrade manual.
2.3.3 Following installation of the upgrade at Tinker Air Force Base (AFB), Contractor shall complete and prove out the entire approved calibration process prior to contacting PMEL personnel. Preliminary calibration process shall include a spreadsheet summation completed by Contractor detailing the following:
• Each item calibrated and calibration results (Pass or Fail)
• Initials of technician who performed item calibrated and date the calibration was completed
• As Left values for each item calibrated
• Any alignments or adjustments performed during calibration
2.3.4 Final Calibration process shall be carried out as follows (please note that additional calibration procedure changes may be discovered during Final Calibration, see below):
• Review and perform entire calibration process step-by-step on the test stand upgrade with PMEL personnel present
• Modify calibration procedure as recommended and agreed to by PMEL personnel, as necessary
• If PMEL in Building 3907, Tinker AFB does not have standard to calibrate the upgrade parts, Contractor shall provide standards to PMEL.
• Once the calibration procedure is finalized, revised and resubmitted by Contractor, PMEL will formally calibrate the test stand upgrade.
Contractor shall have appropriate personnel present during the entire Final Calibration process. Limitations on the calibration are not acceptable and any limitations noted by PMEL shall be fully resolved by Contractor.
2.4 Warranty: The Contractor shall warranty all equipment and workmanship free of defects for a period of no less than 365 calendar days. The Contractor will be notified of defects by the Government in writing. The Contractor shall respond to all reported problems within 24 hours. Defects shall be remedied at no cost to the Government within 10 calendar days. Contractor shall be responsible for correcting any found defect or inconsistency with this SOW to the Government’s satisfaction. If the defect or inconsistency persists beyond the 365 calendar day period or the standard warranty period, whichever is longer, the Contractor shall still be responsible for corrective action until the issue is rectified. All equipment will be subject to usage 24 hours a day, 7 days a week. Warranty shall start after all training, implementation audit(s), testing, deliverables, and final approval(s) are completed and the GPOC has issued their final acceptance of the test stand upgrade.
2.4.1 Any spills caused by an equipment defect shall be cleaned up within 2 clock hours at no cost to the Government. Contractor shall be responsible for damages caused by the defect. All materials and labor for corrective action, modifications, and defects shall be supplied by the Contractor, including a tracking number and carrier name e-mailed to the GPOC. The warranty shall not be considered null and void if governmental personnel are required to perform emergency shutdown or repairs to the equipment due to a defect that present a clear and present danger, such as could cause grave damage to the environment (i.e. toxic release of chemicals), present a health hazard to personnel working in and around the equipment, or presents a safety hazard to the building, personnel within the building or other equipment surrounding the Contractor’s equipment.
2.4.2 Contractor shall provide a method for reporting problems encountered with test stand upgrade following installation and throughout the warranty period. Upon receipt of problem report, Contractor shall analyze and respond with their planned corrective action and recommendations to the Oklahoma City Air Logistics Center (OC-ALC).
Problem reports shall be classified as by the OC-ALC as urgent or routine. Initial response time for urgent problem reports shall be forty eight (48) clock hours or less.
Initial response time for routine problem reports shall be seven (7) calendar days.
Contractor shall provide contact information (phone, e-mail address at a minimum) for a primary and back-up POC for reporting problems.
2.5 QUALITY ASSURANCE PROVISIONS
2.5.1 Responsibility for Inspections: The Contractor shall be responsible for the performance of all inspection requirements (examinations and tests) as specified herein. The Contractor may use his/her own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any inspections set forth in the specification where such inspections are deemed necessary to ensure the machine, supplies and services conform to the prescribed specifications. The Contractor shall provide all tooling, fixturing, measurement indicating devices, material and programs required for compliance, accuracy, alignment and machining acceptance tests.
2.5.2 Responsibility for Compliance: All items shall meet the requirements of Section One (1). The inspections set forth in this specification shall become a part of the Contractor’s overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the Contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling inspection, as part of manufacturing operations, is an acceptable practice to ascertain conformance to requirements, however, this does not authorize submissions of defective material, either indicated or actual, nor does it commit the Government to accept defective material.
2.5.3 Environmental Conditions: All tests shall be performed in an indoor facility with ambient conditions of 41° F to 104° F and 20% to 95% relative humidity.
2.5.4 Examination: The test stand upgrade shall be visually examined to determine compliance with all requirements within section 3.
2.6 Design Reviews
2.6.1 Preliminary Design Review: The Contractor shall provide a Preliminary Design Review. The design review shall be completed at the five to ten percent (5-10%) test stand design stage and will be conducted at the OC-ALC after coordination with the GPOC. The Contractor shall submit two (2) complete hard copy data packages and one (1) electronic data package to include the engineering data, specifications, certificates, and reports and final products including catalog excerpts, salient characteristics, installation drawings, and installation plan. The submittal shall be sent to the GPOC no later than (NLT) 60 days after date of contract (ADC), seven (7) calendar days prior to the on-site meeting. The Contractor shall be responsible for taking minutes during the on-site meeting and shall provide one (1) electronic copy to the GPOC NLT seven (7) calendar days after the meeting date.
2.6.2 Intermediate Design Review: The Contractor shall provide an Intermediate Design Review. The design review shall be completed fifty percent (50%) into the test stand design stage and will be conducted at the OC-ALC after coordination with the GPOC. The Contractor shall submit two (2) complete hard copy data packages and one (1) electronic data package to include the engineering data, specifications, certificates, reports as well as final products including catalog excerpts, salient characteristics, update installation drawings, update installation plan and calibration procedure. The submittal shall be sent to the GPOC NLT 75 days ADC, seven (7) calendar days prior to the on-site meeting. The Contractor shall be responsible for taking minutes during the on-site meeting and shall provide one (1) electronic copy to the GPOC NLT seven (7) calendar days after the meeting date.
2.6.3 Critical Design Review: The Contractor shall provide a Critical Design Review (CDR) and this review shall be completed ninety percent (90%) into the test stand design stage. The preferred site for the CDR is the Contractor’s location where the test stand upgrade is being fabricated, however the CDR may be held at OC- ALC. The actual location of CDR will be determined by Tinker personnel and coordinated with the GPOC. The Contractor shall submit two (2) complete hard copy data packages and one (1) electronic data package. These packages shall include the engineering data, specifications, certificates and reports, as well as final products including catalog excerpts, salient characteristics, update installation drawings, update installation plan and calibration procedure, manual, drawings. The submittal shall be sent to the GPOC NLT 180 days ADC, seven (7) calendar days prior to the meeting, regardless of location. The Contractor shall be responsible for taking minutes during the meeting and shall provide one (1) electronic copy to the GPOC NLT seven (7) calendar days after the meeting date.
2.7 Final Acceptance: Final acceptance shall be at destination upon completion of installation Tinker AFB, OK.
2.7.1 Test Stand Correlation: Once Final Calibration is complete and PMEL has placed its calibration sticker on the test stand, the Government will perform correlation testing as detailed in Appendix B. The Contractor shall be present for the correlation testing to verify that the test stand is operating IAW the proper specifications. The Contractor shall be responsible for resolving any discrepancies that are identified by the designated Subject Matter Expert (SME) who operates the system.
2.8 Emergency POC: An Emergency and Project Point of Contact Telephone List shall be jointly developed. A list of emergency and project telephone list shall be provided by the Contractor to the government inspector.
3.0 TECHNICAL DATA
3.1 Manuals/Drawings: The Contractor shall furnish three (3) hard copies of all technical manuals/drawings containing all information necessary for maintenance (parts list, electrical schematics, ladder logic and I/O diagrams), and repair of the test stand upgrade. One (1) complete set of manuals/drawings shall be sent to the GPOC fourteen (14) calendar days prior to the ship date and the remaining two (2) sets concurrent with machine delivery. Technical data shall be provided in a digital, editable format on CD-ROM disc (no USB drives allowed). All manuals and other technical data, excluding drawings, shall be provided in Word 2010. All drawings shall be provided in Autocad 2010 .dwg format.
Please note that all drawings shall be Level 3 as per MIL-STD 31000A.
3.2 Work Plan Drawings
3.2.1 Contractor shall keep “approved for installation” work plan drawings and specifications on site throughout installation for quick reference for discussions.
3.3 As-Built Drawings
3.3.1 All drawings associated with the equipment construction and installation phases shall be updated by Contractor as necessary during these phases, in order to accurately convey test stand configuration and requirements of installation. As-builts (post-IVV review and approval) shall be furnished to the Government for final acceptance.
As-builts shall be furnished both electronically in the .dwg (Autocad 2010) and .pdf formats and hard copy for review. The As-builts shall become the property of the Government along with all data rights.
3.4 Commercial Manuals: The documentation shall be divided into a minimum of two
(2) manuals. One (1) manual shall be configured for operation, maintenance, troubleshooting and calibration of the test stand upgrade; the other manual shall be an Illustrated Parts Breakdown (IPB) for support of the test stand upgrade. The Contractor shall deliver a total of three copies of each manual and electronic files, before testing of the test stand upgrade begins at Tinker AFB. These manuals shall be written in the English language and shall include, as a minimum, the following provisions:
3.4.1 Operation & Maintenance Manual: Operation and Maintenance manual shall at a minimum include the following sections with all necessary details:

3.4.2 IPB Manual: IPB manual shall at a minimum include the following sections with all necessary details:

• Numerical Index
The intent of the Operation and Maintenance and IPB manuals is to provide sufficient information to properly operate, maintain, troubleshoot and repair the test stand upgrade and to follow existing manual formats/contents for ease of use. Both manuals shall be submitted to the GPOC for review and approval at least 30 calendar days prior to installation of upgrade. Corrections to manuals shall be completed by Contractor at no cost to the government.
Additional information required relative to maintenance is listed below:
3.5 Spare Parts & Consumable Lists: The spare parts and consumables list shall identify the part name, the Contractor’s part number, the manufacturer's name and address, the manufacturer's part number if different from the Contractor's part number, the part cost, and the number required per system or quantity recommended for spare parts inventory.
3.6 Installation Drawings: The installation drawings shall be provided no later than 60 calendar days after date of contract (ADC) to enable government lead time of roughed in utilities.
These drawings shall include but not be limited to:
• Floor plan noting size, location and footprint of test stand upgrade
• Wire and conduit sizes
• Seal-off locations
• Test stand wire interconnects
• Overcurrent protection devices and sizes
• Connection points of all required utilities
• Equipment grounding requirements
Grounding requirements shall be the responsibility of the Contractor. The drawings shall be furnished in a .dwg electronic file format (Autocad 2010) so that the government may use these drawings in preparation of the services support requests to the civil engineering support group and the maintenance/equipment support group for preparation of the installation site.
3.7 Installation Site Services: The Contractor shall provide a single connection point for all required utilities. The Government will provide necessary utilities excluding electrical to within twenty-five (25) feet test stand location. All final utility connections required to make the test stand upgrade fully functional shall be the responsibility of the Contractor.
3.8 Documentation: All documentation, i.e. operation manuals, maintenance manuals, repair manuals, student training materials, drawings, vendor literature, laminated note cards, metal name and service plates, service bulletins, upgrade bulletins, and all associated charts/graphs, shall be written in the English language and grammatically correct. All technical data shall identify manufacturer’s name, model number, serial number and contract number. The machine layout shall be furnished in AUTOCAD (.dwg, version 2010) readable format as well as .pdf. The data furnished shall include copies of the OEM manuals and data sheet for all subcomponents of the system.
Unless otherwise directed by the GPOC, Contractor shall not begin construction activities until Installation Plan and Drawings have been reviewed and approved by the government.
4.0 TRAINING/FAMILIARIZATION
4.1 Operator: Within five (5) calendar days of acceptance at Tinker AFB, the Contractor shall conduct a minimum of four (4) hours of on-site familiarization and training.
Training/familiarization shall be scheduled with the GPOC. Training shall be conducted at Tinker AFB following full installation of the upgrade and completion of correlation work and shall include at a minimum the following:
4.2 Electrical/Mechanical: The Contractor shall provide four (4) hours for mechanical maintenance and electrical familiarization with the test stand upgrade.
Familiarization session shall be conducted at Tinker AFB following final installation of the upgrade and will be scheduled with the GPOC. Training shall be conducted at Tinker AFB following completion of Final Calibration or any time thereafter and shall include at a minimum the following:
• General layout of test stand upgrade
• Information on the frequency of preventative maintenance
• Types of preventative maintenance required
• Hands-on experience
• Review of maintenance portion of manual
4.3 Calibration: The Contractor shall furnish a training session to review calibration procedures. This session shall be a minimum of eight (8) hours in length and will be scheduled with the GPOC. Training shall be conducted at Tinker AFB following completion of Final Calibration or any time thereafter and shall include at a minimum the following:
• Full review of the calibration procedures and implementation of changes into
Contractor procedures, as agreed to
• Full review of the calibration process on the test stand upgrade as per Contractor procedures following implementation of changes agreed to above
5.0 SPECIAL PROVISIONS
5.1 Government Occupancy of Facilities & Responsibilities:
5.1.1 Facility: The Contractor shall install this upgrade in an operational facility that is engaged in the production of flight worth aircraft parts. This shop is in operation twenty-four (24) hours per day Monday through Friday and engages in overtime on the weekend on a regular basis. Contractor shall be required to consult with Project Engineer and the GPOC to develop a timeline that accommodates the continued performance of user’s mission function during the installation.
Contractor shall be responsible for cordoning off work areas.
5.1.2 Field Service Engineer: As a part of the contract, the Contractor shall provide a field service engineer for technical direction during receipt, installation and testing of the upgrade at Tinker AFB.
5.1.3 Receipt and Acceptance: The Contractor shall be responsible for receipt and acceptance of all upgrade shipments to Tinker AFB, both prior to and during installation. The Contractor shall direct the unloading, staging, and site location of the upgrade shipments. The Contractor shall provide all forklifts, cranes, equipment operators, and rigging service necessary for the upgrade unloading and site location.
Note that this test stand is in a Class I, Division II environment and that any and all work to be carried out during Production times necessitates the use of Class I, Division II rated tools. Non-rated tools are not allowed to be used during times when production is taking place in the test bay where the test stand is located.
5.1.4 Service Terminations: Contractor shall connect services to the terminate service circuit at the disconnects and cutoffs provided by the Government as detailed in this SOW.
5.2 Secured Area(s): Project is located in a secured area. Contractor personnel will be issued site badges by the Security Office located on the north side of Tinker just north of the Air Depot security gate. Badge issuance process shall be coordinated by the GPOC. Badges (including temporary badges) shall be displayed at all times while on the base. Equipment and large items shall be required to enter base through Gott Gate
(34) or Piazza Gate (31). The Government reserves the right to inspect any and all deliveries being made to the base before entrance is permitted.
5.3 Working Hours:
5.3.1 Work Hours: Construction/installation shall typically take place as follows:
• During second shift, 2:00 to 10:30 PM except for holidays and weekends (see Contractor Usage limitations below)
• First shift, 5:45 to 2:30 PM (see Contractor Usage limitations below)
• No work during holidays or weekends without written approval from
GPOC. Any such requests made and approved are carried out at no additional cost to the Government.
5.3.2 Contractor Usage: Class I, Division II rated electrical outlets (120V/60Hz/15A) and compressed air (115 psig) for power tools will be available for use by the Contractor at the work site. The Contractor shall provide extension cords and compressed-air extension hoses to connect into the utilities for construction use.
Any and all tools to be used during production times, regardless of shift times, shall be Class I, Division II rated. Non-rated tools may be used only during times when no production is occurring. All work must be coordinated with Production Supervision.
5.3.3 Outages: Power and fire suppression outages shall be limited to eight (8) clock hours and shall be accomplished during after hour shifts (during the week). At the option of the Government outages may occur on Saturday and Sunday during the day. Outages for utility interconnections shall be coordinated with the Government. This usually requires a twenty-one (21) calendar day notice.
5.4 Safety, Foreign Object Debris (FOD), Dropped Object Prevention (DOP) & Quality
Control
5.4.1 Safety and Quality Control.
5.4.1.1 Contractor is responsible for ensuring and enforcing industry safety practices, and quality control of the job site.
5.4.1.2 Contractor shall comply with all safety practices posted in the assigned work area and Personal Protection Equipment (PPE) requirements. PPE shall include, but is not limited to, safety glasses and hearing protection.
5.4.1.3 Contractor and his/her representatives shall have appropriate environmental and safety training required by the state and federal government according to Resource Conservation Recovery Act (RCRA).
5.4.1.4 The Contractor is advised that electric service is in the work area. Fall protection, PPE, and any other safety related material needed shall be provided by the Contractor for contract employees. All safety signage in the work area and OSHA regulations shall be strictly followed by the Contractor.
The Contractor’s onsite supervision shall be responsible for ensuring personnel related to this project observe and follow the safety guidelines and properly wear the correct PPE. Hard hats shall be required in the facility periodically due to the ongoing construction, as well as hearing and eye protection and safety glasses.
5.4.2 FOD and DOP.
5.4.2.1 All Contractor personnel and their subcontractors working on this project are required to comply with AFMCI 21-122, Foreign Object Damage (FOD) and Dropped Object Prevention (DOP), dated 1 Aug 2005.
5.4.2.2 Contractor shall be responsible for ensuring and enforcing compliance with FOD requirements of the job site.
5.4.2.3 All Contractor personnel and their subcontractors working on this project are required by AFMCI 21-122 to receive FOD/DOP Awareness and Prevention Training.
5.4.2.4 The work to be performed in this area will require Contractor to work in or travel through areas near equipment producing flight capable parts for use on military aircraft, engines, munitions, missiles, support equipment, and/or Aerospace Ground Equipment (AGE).
5.4.2.5 Trainers and/or the Contractor personnel may be operating vehicles and equipment in maintenance areas.
5.4.1.6 FOD/DOP Awareness and Prevention Training is available on the Tinker Intranet, https:/ /wwwmil.tinker.af.mil /76mxw https://wwwmil.tinker.af.mil/76mxw/FOD.asp
/FOD.asp. This training is available via CD-ROM upon request by the Contractor for an alternate form of training.
5.5 Housekeeping.
5.5.1 Contractor shall keep the work areas clean and neat in accordance with Industry
Standards, Occupational, Safety and Health Administration (OSHA), fire and safety standards and this SOW. Cleanup at the end of each day is required. All tools shall be properly stored in a lockable tool box and trash removed. All hardware shall be properly stored in zip lock bags and the work area left in orderly condition, no exceptions.
5.5.1 Packing material, material remnants, rubbish and debris shall be removed from Government property daily, unless otherwise directed, to avoid accumulation at the work site. Materials that cannot be removed DAILY (NO EXCEPTIONS) shall be stored in areas specified by the government project engineer.
5.6 Tool Control and Accountability: While performing contract services in or around
Maintenance Production Shops including Ramp areas, Contractor shall comply with AFMCI 21-107, Tool Control and Accountability Program and Tinker Instruction 21- 112, Tool Management.
5.6.1 Tool Listing: Contractor shall identify and list each tool separately on a “tool listing” kept inside each container or bag.
5.6.1 Securing Tools: Contractor personnel shall ensure all tools are secured when not in use.
5.6.2 Unattended Tools: Contractor personnel shall ensure no tools are left unattended at any time.
5.6.3 Beginning Inventory: Contractor personnel shall inventory the container or bag of tools at the beginning of the day.
5.6.4 Ending Inventory: Contractor personnel shall inventory the container or bag of tools at the end of each day.
5.6.5 Missing Tools: Contractor personnel shall immediately (within 1 clock hour) notify the GPOC of any tools that are missing.
5.7 Field Verify:
5.7.1 All plan information such as floor plan layouts with dimensions provided by the
Government for existing and new equipment are based on available documentation. This information is to be considered approximate and shall be field verified by Contractor.

5.7.2 Contractor shall field verify that sufficient space is provided for the equipment prior to beginning installation. Issues with available space versus space need for the installation and equipment shall immediately (within 1 clock hour) be brought to the attention of the project engineer and GPOC.

6.1 Contractor shall furnish submittal/document data on the required items listed in this SOW.
6.2 Material requirements detailed list, including material descriptions, shall be submitted to the Government for review/approval prior to installation.
7.0 VISITOR’S PASS
The Contractor shall contact the GPOC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.
8.0 SPECIAL QUALIFICATIONS
The Contractor shall have been actively and successfully designing and building process and or/test equipment for a minimum of five (5) years.
The Contractor shall provide information on at least three (3) past projects of similar magnitude and scope with details and references.
The Contractor shall provide confirmation of at least five (5) years of experience in the design, fabrication and installation of aircraft component testing equipment.
9.EMERGENCY PROCEDURE
The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
10.0 HEALTH & SAFETY ON GOVERNMENT INSTALLATION
While performing work under this contract the Contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health. During the execution of the contract, the Contractor shall notify the GPOC and Government Contract Administrator (CA) within one (1) business day of any damage to Government property in which the dollar value exceeds $500,000.00 and within two (2) work days, for any damage to Government property less than $500,000.00.
Mishap notifications shall contain, as a minimum, the following information:
• Contract, Contract Number, Name and Title of Person(s) Reporting
• Date, Time and exact location of accident/incident
• Brief Narrative of accident/incident (Events leading to accident/incident)
• Cause of accident/incident, if known
• Estimated cost of accident/incident (material and labor to repair/replace)
• Nomenclature of equipment and personnel involved in accident/incident
• Corrective actions (taken or proposed)
• Other pertinent information
If requested by the designated PCO, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Contractors will not dispose of contract data related to a mishap until notified to do so by the PCO.
