Page 2 or 3

Description: This Statement of Work (SOW) is for the purchase of a Gas Chromatograph Mass Spectrometer to perform analysis via Direct Liquid Injection, Automatic Head-Space Sampling, and Automatic Pyrolysis Sampling in the Analytical Chemistry Section, 76 MXSS/MXDTAA at Tinker Air Force Base, Bldg. 3001 Staff Dr., Ste I-63.

1. SCOPE: This item description establishes the minimum requirements for the purchase and installation of a commercially available Gas Chromatograph Mass Spectrometer (GCMS) for Analysis via Direct Liquid Injection, Automatic Head-Space Sampling, and Automatic Pyrolysis Sampling. The instrument will be used for confirmation and determination of the chemical composition of materials and contaminants to include USAF turbine oil, hydraulic fluid, coolant, fuel, paint, grease, and composites and aid in the chemical identification of unknown solids, liquids, and gases. All necessary components and materials for a complete GCMS instrument will be included with the following salient characteristics.

2. BACKGROUND: The Analytical Chemistry Section, Oklahoma City Air Logistics Center (OC-ALC) at

Tinker AFB, OK is responsible for the chemical analysis of different materials and fluids used by the United States Air Force (USAF) aircraft and jet engines maintained at OC-ALC.

3. SALIENT CHARACTERISTICS:

3.1.Design: The instrument shall be of the manufacturer’s current design. It shall be a new unit and include any additional features necessary to comply with the requirements specified herein.

Additional features which are not specified herein, but are part of the manufacturer’s current design, shall be included in the furnished equipment.

3.2.Safety: The instrument shall be equipped with all necessary safety devices per National Electric

Code for protection against electrical shock hazard. It shall have any other protective devices as necessary to prevent injury to the operator, damage to the equipment, or erroneous data input or output.

3.3.Warranty: The complete GCMS instrument, software, and interface boards will include a 1 year warranty on all parts and labor to become effective on day of acceptance by the government as established in the receiving report.

3.4.General Specifications:

The GCMS instrument shall be of the manufacturer’s most current proven commercial design, providing the capabilities and performance characteristics specified herein as minimum requirements:

• The GCMS instrument shall have a single quadrupole analyzer with a mass range of at least 1.2-1100 amu mass range.

• The GCMS instrument shall be electron impact (EI) ionization.

• The GCMS instrument shall have a turbomolecular pump.

• The GCMS instrument shall have the capability of vent free source exchange.

• The GCMS instrument shall have exchangeable injector modules.

• The GCMS instrument shall be capable of adding exchangeable detector modules.

• The GCMS instrument shall have head space sampling capabilities.

• The GCMS instrument shall have liquid direct injection capabilities.

• The GCMS instrument shall have a pyrolyzer capable of pyrolysis and evolved gas analysis.

• The GCMS instrument shall be capable of vent free column exchange.

• The GCMS instrument shall come with a mass spectral library.

• The GCMS instrument shall come with a pyrolysis mass spectral library.

• The GCMS instrument shall come with analytical software.

• The GCMS instrument shall come with a computer.

• The GCMS instrument shall come with two columns.

3.5. On-Site Instrument Verification and Training:

3.5.1. The vendor shall provide on-site verification by demonstration that the instrument is in working order and meets the salient characteristics of this item description.

3.5.2. The vendor shall provide at least one (1) on-site instrument and software training during installation.

4. QUALITY ASSURANCE

4.1. Quality Conformance Inspection:

4.1.1. The instrument shall meet the salient characteristics of this item description, conform to the vendor’s own drawings, specifications, standards, and quality assurance practices.

4.1.2. The GCMS and accessories shall be examined for design, construction, materials, and components to determine compliance with the requirements of this specification.

4.1.3. The GCMS shall be demonstrated that it meets specifications set forth in Sections 1, 2, and 3.
