The contractor must provide installation, training for 4 operators over 5 days, 365-day warranty, technical documentation, and spare parts lists. All drawings must meet Level 3 requirements per MIL-STD 31000A. The contractor must submit preliminary installation drawings within 30 days and final PE-stamped drawings within 60 days of contract award.

1.0 SCOPE OF WORK:

1.1 Scope. The following establishes the minimum requirement for the turn-key purchase, delivery, installation, warranty, and training of one (1) Automated Investment Casting Cell with equipment, fluids, tooling, and accessories specified herein. The system shall be installed in Building 9001 at Post W18. The overall project shall be considered a whole and complete procurement. That is, final acceptance requirements have been met and approved by the appropriate Government POC’s and operational training has been conducted. The contractor shall provide all materials and labor necessary to deliver and install the equipment, power and control system, drying unit. All work shall be completed in accordance with this statement of work and subject to the terms of the contract.

1.2 Background: The system will be used to robotically coat wax pattern trees in ceramic slurry and sand then dry for subsequent casting operations. The system will be used to produce shell molds to support all Air Force Weapon Systems and shall have the ability to run automatically without operator intervention overnight as necessary to complete the dip and drying cycles.

2.0 APPLICABLE DOCUMENTS

Contractor, at a minimum, is required to comply with the current editions of the following requirements for design, construction, installation, and safety as applicable. The term “most recent edition” shall be understood to mean, “most recently released edition as of date of issuance of contract”

2.3. Order of Precedence: In the event of a conflict between the test of this specification and the references cited herein, the test of this specification takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exception has been obtained.

3.0 REQUIREMENTS:

3.1 Design. The items offered shall be new and a current commercially available model. The supplier shall have U.S.-based manufacturing, integration, and customer support facilities. A current model is defined as the manufacturer’s currently produced model that, on the date the solicitation is issued, has been designed, engineered, sold or is being offered for sale through advertisements or manufacturer’s published catalogue or brochures. Products such as a prototype unit, pre-production model, or experimental unit do not qualify as meeting the requirements specified herein. The machines shall include all components, parts, and features necessary to meet the performance requirements specified herein. All parts subject to wear, breakage or distortion shall be accessible for adjustment, replacement, and repair.

3.1.1 Measuring and Indicating Device Graduations. All measuring and indicating devices on the machines shall be graduated in both inch/pound and metric system.

3.1.2 Controls.

All electrical, mechanical, hydraulic, and pneumatic operating controls shall be located such that they are accessible by a person as short as 5’ and as tall as 6’6” while standing.

3.1.3 Safety and Health Requirements. All machine parts, components, mechanisms, and assemblies furnished on the machines, whether or not specifically required herein, shall comply with all of the requirements of OSHA 29 CFR 1910.

3.1.4 Audible Noise Level. Audible noise emitted by the equipment shall not exceed 84 decibels (dB), measured on the “A” weighted scale of a standard Type II sound level meter, at the operator’s work position or any point at a distance of three feet from the equipment.

Noise generated by the work place shall be excluded in determining compliance of the equipment with the 84 dB requirements.

3.1.5 Mercury Restriction. The machines shall not contain mercury or mercury compounds nor be exposed to free mercury during manufacture with the exception of fluorescent lighting where required.

3.1.6 Asbestos Restriction. Asbestos and materials containing asbestos shall not be used on or in the machines.

3.1.7 Lead. Lead and materials containing lead shall not be used on or in the machines with the exception to radiation cladding and lead solder in circuits.

3.1.8 Use of Polychlorinated Biphenyl (PCB). The use of polychlorinated biphenyl (PCB) on or in the equipment is prohibited.

3.1.9 Environmental Protection. Under the operating, service, transportation, and storage conditions described herein, the machines shall not emit materials hazardous to the ecological system as prohibited by Federal, state, or local statutes in effect at the point of installation.

3.1.10 Lubrication. Means shall be provided to ensure adequate lubrication for all moving parts. Recirculating lubrication systems shall include a filter that is cleanable or replaceable. Each lubricant reservoir shall have at least a 24-hour capacity. Means shall be provided to indicate a low oil condition. When a low oil condition occurs, the machine shall enter an emergency stop condition upon completion of the current operation. All oil holes, grease fittings, and filler caps shall be accessible. Each machine shall have an automatic lubrication supply unit.

3.1.11 Interchangeability. All parts subject to replacement shall be manufactured to definite dimensions and tolerances. Replacement parts shall be interchangeable without requiring modification. Replacement parts are those that are subject to wear or failure such as gears, bearings, shafts, feed screws, drive belts, pumps, hoses, cables, wires, and seals.

Electrical replacement parts shall include but not be limited to, motors, relays, fuses, switches, magnetics, pushbuttons, light bulbs, braking mechanisms, and solid-state devices.

Tooling and accessories normally supplied as standard items shall also be considered replacement parts.

3.2 Construction. The machines shall be constructed of parts that are new, without defects, and free of repairs. The structure shall withstand all forces encountered during operation of the

machines to its maximum rating and capacity without distortion.

3.2.1 Castings and Forgings. All castings and forgings shall be free of defects, scale, and mismatching. No processes such as welding, peening, plugging, or filling with solder or paste shall be used for reclaiming any defective part.

3.2.2 Fastening Devices. All screws, pins, bolts, and other fasteners shall be installed to prevent unintentional loosening. Fastening devices subject to removal or adjustment shall not be permanently installed.

3.2.3 Threads. All threaded parts, either US or SI, used on the machine and its related attachments and accessories shall conform to FED-STD-H28A and the applicable “Detailed Standard” section referenced therein.

3.2.4 Surfaces. All surfaces shall be clean and free of harmful or extraneous materials.

All edges shall be either rounded or beveled unless sharpness is required to perform a necessary function. The condition and finish of all surfaces shall be in accordance with the manufacturer’s commercial practice.

3.2.5 Welding, Brazing, or Soldering. Welding, brazing, or soldering shall be employed only where specified in the original design. None of these operations shall be employed as a repair measure for any defective part.

3.2.6 Painting. The machines shall be painted in accordance with the manufacturer’s commercial practice. All paint shall be of the lead free type.

3.3 Components. The equipment shall consist of not less than the following:

3.3.1 Automated Shelling Station. The system shall consist of a manufacturing cell with a footprint not to exceed 240 inches by 344 inches and equipped with the following:

3.3.1.1 Robot

3.3.1.1.1 An electrically or pneumatically powered robotic arm capable of lifting and rotating at least 200 pounds of wax patterns before dipping. The arm shall also be capable of adequately rotating a part which is up to 21 inches by 17 inches by 10 inches through 360 degrees of continuous rotation along a wrist axis. The arm shall be capable of adequately interfacing with associated equipment and completely coating a wax pattern tree in liquid slurry and ceramic sand multiple times to produce a solid ceramic shell up to ¾ of an inch thick, which will also require a wrist pitching axis of at least +45 degrees.

3.3.1.1.2 The robot shall come equipped with a means for detecting contact with people or objects

3.3.1.1.3 The robot shall immediately stop movement when contact with an unintended object is sensed and an alarm shall be presented until reset by the operator

3.3.1.1.4 The robot shall be adequately protected and sealed against liquid, dust and particles that will be encountered during dipping and coating operations.

3.3.1.1.5 The robot shall contain a gripper sufficient to pick up and manipulate

3.3.1.1.6 Positional repeatability to within 0.1mm

3.3.1.1.7 If required, a base for the robot shall be included to allow the robot reach all positions required for loading, dipping, coating, and drying

3.3.1.1.8 A computer, controller and power supply adequate to program and control the robotic arm. If the controller runs any version of Windows, it shall be Windows 10 based. The control system shall allow for teaching the robot directly through manual manipulation of the arm or teaching it offline through a PC.

3.3.1.1.9 All hardware and software required to program, run, and monitor the robot. This shall include the aforementioned software to program the robot my manual movements, a software that allows for continuous rotation of the wrist axis, and software which allows for communication with all associated equipment.

3.3.1.2 SLURRY TANKS

3.3.1.2.1 TWO motorized and chilled stirring tanks for slurry with TEFC motors wired for 460-3 phase power, and of sufficient size to accommodate the part mentioned in 3.3.1.1.1 above and equipped with the following features:

3.3.1.2.2 An internal diameter of at least 42 inches

3.3.1.2.3 A lid to prevent debris from falling in the tank and slow evaporation

3.3.1.2.4 An adjustable frequency drive with local speed and run controls

3.3.1.2.5 Means for detecting unscheduled stop and alarm

3.3.1.2.6 Fork Lifting slots built into the frame

3.3.1.2.7 Contactless Slurry level monitoring and filling accurate to within 1/8 inch

3.3.1.2.8 Removable inner liner of plastic or suitable material

3.3.1.2.9 A removable mixing paddle assembly

3.3.1.3 WASH TANK.

3.3.1.3.1 ONE wash tank of sufficient size to accommodate part envelope and shall:

3.3.1.3.2 be made of stainless steel

3.3.1.3.3 contain an overflow outlet

3.3.1.4 PRE-WET TANK

3.3.1.4.1 ONE pre-wet tank shall be of sufficient size to accommodate the part envelope and shall:

3.3.1.4.2 Be made of stainless steel.

3.3.1.5 RINSE TANK

3.3.1.5.1 ONE stainless steel rinse tank of sufficient size to accommodate the part sizes mentioned herein. The rinse tanks shall contain:

3.3.1.6.1 ONE rainfall-type sanding unit of adequate size to accommodate the part size mentioned above. TEFC sander motors shall also be wired for 460-3 phase power and shall include the following features:

3.3.1.6.2 Removable, Stainless Steel barrel or tank load rated for zircon sand

3.3.1.6.3 Integrated dust collection system & associated equipment for dust extraction

3.3.1.6.4 Totally-Enclosed, Fan Cooled (TEFC) variable frequency drive motors with local speed and run control

3.3.1.6.5 Means to ensure even sand distribution

3.3.1.6.6 Screens to remove large clumps of sand

3.3.1.7 FLUIDIZED BED SANDING UNIT

3.3.1.7.1 ONE fluidized bed style sanding unit shall:

3.3.1.7.2 Be made of steel

3.3.1.7.3 Include blower and all associated 460v 3ph equipment required for function

3.3.1.7.4 Be of sufficient size to accommodate the part envelope above

3.3.1.8 CELL ENCLOSURE

3.3.1.8.1 A metal cage surrounding the robotic shelling area at least 6’ in height to keep bystanders and operators out. The cage shall also contain a door or gate to allow access to the interior. A removable panel does not qualify as a door.

3.3.1.9 LOADING STATION

3.3.1.9.1 A convenient loading station where the operator will load and unload the wax pattern trees. The loading station must be accessible from ground level, without climbing stairs, and the loading station shall be located so the robot can pick up parts and replace them when the coating cycle is finished. It shall also be able to accommodate at least 2 part trees at a time. The loading system shall also be equipped with a means to detect when an operator is within the cage area or beyond the safe loading area and shall stop the motion of the robot. An emergency stop button shall be located at the loading area.

3.3.1.10 DRYING CHAMBER

3.3.1.10.1 The automatic drying station shall consist of the following:

3.3.1.10.2 A sealed enclosure with an interior footprint of at least 192 inches by 100 inches and at least 84 inches high.

3.3.1.10.3 An exterior footprint not to exceed 20 feet by 20 feet and capable of automatically drying 48 parts trees on hangers simultaneously

3.3.1.10.4 Able to maintain a temperature setting of + 2 degree F and + 5% humidity inside a factory environment where the ambient temperature fluctuates between 60 degrees and 100 degrees and 20 to 90% humidity.

3.3.1.10.5 A dehumidification rate of at least 16 pounds per hour.

3.3.1.10.6 Motors shall be wired for 480/3 or 110/1 phase power and rated for the environment in which they operate

3.3.1.10.7 An automatic door for the robot arm to be able to place and remove parts trees from the drying chamber

3.3.2 Other Requirements

3.3.2.1 Electrical System. Each machine shall conform to NFPA 70. The existing source power available at the facility is 460 volt/3ph/60 Hz. The machine’s electrical system shall be tolerant of fluctuation of ± 10 percent. The electrical system shall be complete for each machine. This shall include any electrical transformer that may be required to modify the existing source voltage to the proper operating voltage of the equipment. A properly rated and fused single disconnect device shall be utilized on the machines with means of lockout in the off position only. The Government will supply electrical connections within 25’ of the equipment and the contractor shall be responsible for the final connections.

3.3.2.2 Electrical Enclosures. Construction of the electrical enclosures shall conform to NEMA ICS 6 standards. The enclosure shall be a NEMA type 12 and shall provide for ventilation of components and shall be designed for an indoor non-hazardous location. All electrical components shall conform to applicable NEMA ICS 1 standards. The power supply cabinet shall be provided with interlocks on its electronic cabinet that shall instantly remove power from the equipment when the door is opened in accordance with NFPA 79.

3.3.2.3 Arc Flash Protection. The machine’s enclosures shall be marked for arc flash in accordance with NFPA 79 Paragraph 16.2.3 “Safety Signs for Electrical Enclosures” for arc flash safety.

3.3.2.4 Solid-State Components. Electrical devices used to power electrical servo and spindle motors of control voltage delivered to solid-state electrical components shall be solid-state devices. Such devices shall handle the electrical load imposed by operation of the machines to its maximum capability. The use of selenium in solid-state components shall be restricted to those devices that protect other solid-state components from voltage surge.

3.3.2.5 Motors. Motors shall be rated for continuous duty. Alternating-current (AC) motors shall be designed to operate on 60-Hz and each motor enclosure shall meet the requirements for a drip-proof enclosure. All motors shall meet the requirements of NEMA MG-1. Each motor shall have an identification plate in accordance with section 3.6 to identify manufacturer, model number, serial number, voltage, amperage, horsepower, phase, frequency, and frame number. Motor horsepower shall be the manufacturer’s standard or standard optional horsepower as indicated on the manufacturer's design and construction drawings. Each machine shall have direct drive motors.

3.3.2.6 Facility Connections. Electrical connections made to the facility electrical system shall conform to NFPA 70.

3.4 Technical Data A written and electronic copy of technical data shall be provided with the equipment. Technical data shall contain technical information, specifications, instructions for the operation, maintenance of the machine and recommended spare parts list. All copies of technical data shall be legible and written in the English language. An operating manual shall also be included in paper and electronic form.

3.5 Marking and Instruments, Control Panels, and Plates. All words on plates shall be in

the English language. Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background. All plates shall be corrosion resistant.

3.5.1 Lubrication Plate. A lubrication plate shall be permanently and securely attached to each machine. The plate shall contain the following information:

3.5.2 Nameplate. A nameplate shall be permanently and securely attached to each machine. The nameplate shall contain the information listed below. If the machine is a special model, the model designation shall include the model number of the basic standard machine and a suffix identified in the manufacturer's permanent records. Nameplates shall conform to all applicable laws and regulations.

3.5.3 Identification Marking of Military Property. An Item Unique Identification Marking (IUID) shall be provided in accordance with MIL-STD-130N w/Change 1 and all applicable documents within the standard with Machines Readable Information (MRI) for item identification marking and automatic data capture. The application of Human Readable Information (HRI) shall be used in combination with MRI and free text. At a minimum this tag shall contain the information listed in paragraph 3.6.2 Nameplate.

4.0 INSTALLATION The government will provide utility hookups within 25’ of each machine. The contractor shall be responsible for shipping, offloading, rigging, placement, installation, and final connections making the equipment ready for use. Contractor shall also be responsible for disposal of pallets and packaging.

4.1 Work Hours: Construction/installation shall typically take place as follows:

4.1.1 Between the hours of 6:00-17:00 central time, excluding holidays or weekends without written approval from GOVERNMENT POC. Any such requests made and approved are carried out at no additional cost to the Government.

4.2 Power and fire suppression outages shall be limited to 8 clock hours and shall be accomplished during after hour shifts (during the week). At the option of the Government outages may occur on Saturday and Sunday during the day. Outages for utility interconnections shall be coordinated with the Government. This usually requires a twenty-one (21) calendar day notice.

5.0 SUBMISSION

5.1 Preliminary Submission. No later than 30 calendar days after effective date of contract, installation drawings shall be provided with imperial measurements using the manufacturer’s standard format. An electronic copy shall also be provided in DXF format and download to AutoCAD 2015 version or older. The Government shall notify the contractor in writing within 10 working days of receipt of drawing if they comply with this specification. If revisions are required, the contractor shall have 10 working days to make revisions and resubmit for a new review. Rejection of drawings does not relieve the contractor from final delivery date of contract performance period.

5.2 Final Submission. Submission of final installation/foundation design drawings shall be no later than 60 calendar days of Government acceptance of preliminary drawing. These final drawings shall bear a complete title block with a permanent drawing number, signature, date, and an original stamp or seal of a Professional Engineer (PE) licensed in the state of Oklahoma where the equipment will be installed. The final drawing submission shall include an engineering report with structural calculations used in the design. A PE shall stamp the engineering report. The Government shall notify the contractor in writing within 10 working days of receipt of drawing if they comply with this specification. If revisions are required, the contractor has 10 working days to make revisions and resubmit for a new review.

Rejection of drawings does not relieve the contractor from final delivery date of contract performance period.

5.3 Plan of Action and Milestones (POA&M). Within 30 days after Contract award the contractor shall conduct a post award conference with the Government providing a POA&M report identifying dates for contractor performance of all major events, from the time of contract award to final completion of all the contractual requirements. The report must be reviewed and approved by the Government. The milestones shall be prepared using a

recognized project management technique. The Government shall be notified prior to any changes being made to the POA&M. The Government and the contractor shall review the report and POA&M on a monthly basis. Electronic submittal is acceptable.

6.0 TRAINING

6.1 Training shall be conducted on the Government’s system at the contractor’s facility prior to shipment. The training shall consist of:

6.1.1 An initial course of basic operator training for five consecutive days, eight hours/day, for up to four government operators/programmers.

6.1.2 Training shall be conducted during normal working hours 0600 to 1600 M-F eastern standard or daylight time, excluding US federal government holidays.

6.1.3 The training shall include the following:

6.1.3.1 Startup, normal operations, shutdown

6.1.3.2 Programming

6.1.3.3 Inspection, Troubleshooting & Maintenance

6.1.3.4 Emergency procedures

6.1.3.5 Any other operations the contractor deems necessary

7.0 QUALITY ASSURANCE

7.1 Warranty The Contractor shall warranty all equipment and workmanship free of defects for a period of no less than 365 calendar days. The Contractor will be notified of defects by the Government in writing. The Contractor shall respond to all reported problems within 24 hours. Defects shall be remedied at no cost to the Government within 10 calendar days.

Contractor shall be responsible for correcting any found defect or inconsistency with this SOW to the Government’s satisfaction. If the defect or inconsistency persists beyond the 365 calendar day period or the standard warranty period, whichever is longer, the Contractor shall still be responsible for corrective action until the issue is rectified. All equipment will be subject to usage 24 hours a day, 7 days a week. Warranty shall start after all training, implementation audit(s), testing, deliverables, and final approval(s) are completed and the GOVERNMENT POC has issued their final acceptance of the system

7.2 Responsibility of Inspection The contractor shall be responsible for the performance of all inspection requirements specified herein. The Government reserves the right to witness any inspections set forth in the purchase description where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. The Government may send a representative to the manufacturing facility for a Pre-Acceptance inspection.

7.2.1 Responsibility for Compliance. The contractor shall be responsible for the machines to meet all requirements of sections 3 and 4.

7.3 Inspection Conditions. All inspections, tests, and examinations shall be performed in an

indoor facility with ambient conditions of 55° F to 90° F and 10 % to 95 % relative humidity.

7.4 Contract Quality Assurance Inspection (Origin). Contract quality assurance inspection shall be applied at the contractor’s facility prior to being offered for acceptance under the contract. Quality conformance inspection shall consist of the examination in 7.6 and the tests in 7.7. The machines shall pass the examination, all tests, and the inspection. A full report detailing the outcome of the tests shall be provided to and accepted by the Government technical representatives prior to shipping of machine to destination.

7.5 Final Inspection/Acceptance Test (Destination). Final Inspection and acceptance test shall be performed on the machines to ensure conformance with this purchase description. The acceptance test shall be performed only after the machines are installed at its final location. The acceptance test shall consist of the examination in 7.6 and all tests in 7.7.

The machines shall pass the examination and all tests to be accepted. At the option of the Government, tests may be witnessed by technical representatives of the receiving activity.

7.6 Examination. The equipment shall be examined for design, dimensions, construction, materials, components, electrical equipment and workmanship to determine compliance with the requirements of this specification.

7.7 Tests. The Contractor shall complete and successfully pass the following tests for each machine to be considered acceptable.

7.7.1 Operational Test. The equipment shall be operated at full power, with simulated or actual operational conditions, for not less than four (4) hours. Proper operation of all controls, safety mechanisms, motors, adjusting mechanisms, and accessories shall be verified by the contractor and the government during the trial period.

8.0 TECHNICAL DATA

8.1 Manuals/Drawings: The Contractor shall furnish three (3) hard copies of all technical manuals/drawings containing all information necessary for the programming, operation, maintenance (parts list, electrical schematics, ladder logic and I/O diagrams), and repair of the MEC test stands. One (1) complete set of manuals/drawings shall be sent to the GOVERNMENT POC 14 calendar days prior to the ship date and the remaining two sets concurrent with machine delivery. Technical data shall be provided in a digital, editable format on CD-ROM disc (no USB drives allowed). All manuals and other technical data, excluding drawings, shall be provided in Word 2010. All drawings shall be provided in Autocad 2010 .dwg format.

8.2 Spare Parts & Consumable Lists: The spare parts and consumables list shall identify the part name, the Contractor’s part number, the manufacturer's name and address, the manufacturer's part number if different from the Contractor's part number, the part cost, and the number required per system or quantity recommended for spare parts inventory.

Please note that all drawings shall be Level 3 as per MIL-STD 31000A.

8.3 Work Plan Drawings

8.3.1 Contractor shall keep “approved for installation” work plan drawings and specifications on site throughout installation for quick reference for discussions.

8.4 As-Built Drawings

8.4.1 All drawings associated with the equipment construction and installation phases shall be updated by Contractor as necessary during these phases, in order to accurately convey test stand configuration and requirements of installation. As-builts (post-IVV review and approval) shall be furnished to the Government for final acceptance. As- builts shall be furnished both electronically in the .dwg (Autocad 2010) and .pdf formats and hard copy for review. The As-builts shall become the property of the Government along with all data rights.

8.5 Software Documentation:

8.5.1 All software documentation needed for operation of the equipment shall be included as an electronic file.
