STATEMENT OF WORK

FOR

MINI CRANE

PREAMBLE

Commander’s Safety Intent

The safety of everyone on Tinker AFB is our top priority. All Individuals must accept personal responsibility for safety and seek opportunities for improving the safety of our work environment. Everyone working on Tinker AFB is challenged to find, fix (if able) and report all hazards and near-misses. It is our shared duty to take every reasonable step and precaution to prevent accidents and preserve the health/safety of each Contractor and Government employee.

1 SCOPE. This Statement of Work (SOW) defines the effort required for the purchase of one

(1) Mini Crane to include delivery and onsite training at building 2300, South hangar door at Tinker Air Force Base, OK.

2 REQUIREMENTS

2.1 General. The Contractor shall provide to the Government Point of Contact (GPOC) the date that the delivery, and onsite training of the Mini Crane will begin five (5) business days prior to arrival. The Contractor shall be responsible for ensuring all services, parts and components provided under this contract are in accordance with (IAW) the terms and conditions outlined in this SOW.

2.2 Item Description. Mini Crane shall meet the specifications as defined below:

• Mobile crane with the ability to move under its own electric power, on treads.

• Lifting capacity of up to 1800 pounds (lbs.), minimum capacity of 350 lbs.

• Lift height up to 25ft. Overall

• Compact stowed design to fit in between wing shoring (6 ft wide spaces), stowed height shall be less than 7 ft., stowed dimensions shall be equal to or less than 3.0 x 7.0 x 9.1 ft.

(W x H x L).

• 360-degree swing design

• Load Indicator & Moment Limiter Safety System

• Automatic winch brake safety system

• Minimum of four (4) outrigger footprint configurations

• Operator Familiarization Program that provides all necessary training materials, along with up to 8 hrs. on-site training for four (4) operators upon delivery at Bldg. 2300.

• Cold Weather Kit that allows crane to operate below 0 degrees Fahrenheit.

• Non-Marking Tracks

• A tilt deck trailer that is street legal and will allow for safe transport of the crane on public roads if needed. At a minimum must include a spare tire, tilt deck.

• The crane must come with a weatherproof storage cover.

• Must include 48V battery and come with an appropriate recharging unit. (110V AC)

2.3 Contractor Requirements

• The Contractor shall deliver one (1) Mini Crane with associated peripherals.

• The Contractor shall provide delivery, offloading, and training. “Offloading” refers to the contractor ensuring that someone qualified is present during the delivery, and that person will be responsible for driving the Mini Crane off the delivery truck/trailer to the designated location Bldg. 2300, until training begins.

• The Contractor shall make all necessary adjustments to the Mini Crane until the item is fully operational IAW the Original Equipment Manufacturer (OEM) specifications and to what is stated in this SOW.

2.4 Training: The Contractor shall provide onsite training at Tinker Air Force Base for no less than four (4) operators. Training shall be provided for one day, for up to eight (8) hours at Bldg. 2300.

2.5. Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 0700 - 1500. If work hours are required outside the hours stated, the Contractor shall contact the Government POC for approval from the CO. Upon approval from the CO, the SME or GPOC escort Contractor personnel always. These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.

3.0 Speak up for safety: Safety surety is an integral part of our overall goal of establishing a world class safety and health program. Our “Speak Out for Safety” initiative ensures a partnership with Contractors and government employees to further enhance safety to ensure we are looking out for all our partners and empowers all employees to actively participate in each other’s safety.

A safe workplace is everyone's business. As part of the contract team, military, civilian and Contractor personnel are empowered to Speak Out for Safety (S.O.S.) when they observe an unsafe act. Events that present imminent danger to personnel or catastrophic damage to property we empower our employees to intercede to ensure continued safe operations.

3.1 Communicating Hazards of Workplace (CHOW): Contractor’s onsite representative communicates all hazards being introduced to the worksite by the Contractor. This is accomplished prior to commencement of work and refreshed daily during performance, IAW Contractor’s Site Safety Plan.
