QUESTIONS & ANSWERS: TEST STAND DATA ACQUISITION SYSTEM (FA812521Q0022)

Question 1: Who is the manufacturer of the existing test stand?
Answer 1: Testek
Question 2: Has the test stand gone through a previous upgrade?
Answer 2: No
Question 3: Can we get photos of the existing stand, in particular wiring terminals, monitor panel locations, articulating arm mounting location, and location where new DAQ hardware will be installed?
Answer 3: Yes, see attached.
Question 4: SOW 1.6.1.17 – Is this paragraph meant to refer to Table 3.0 for digital inputs, rather than Table 2.0?
Answer 4: Yes
Question 5: Please provide details on the devices to be interfaced with under Table 2.0 (Control Channels - Analog Outputs) and Table 4.0 (Existing Control Hardware - Digital Outputs).
Answer 5: The 0-40 VDC power supply circuit is designed for 6 amps. No modification is required except for data acquisition and control. Hardware shall be designed for reading and indicating 0-40 DC volts and 0-6 DC amps. The 0-300 VDC power supply circuit is designed for 1 amp. No modification is required except for data acquisition and control. Hardware shall be designed for reading and indicating 0-300 DC volts and 0-1 DC amps.
Question 6: SOW 1.6.1.19 – Is this paragraph meant to refer to Table 4.0 for digital outputs, rather than Table 3.0?
Answer 6: Yes
Question 7: SOW 1.11.4 – “The programming shall allow for displaying the required end item test parameters.” – Does the government require that the contractor develop and deliver test program sets (TPS – end item test software configurations) for the end items in Table 5.0 with the intent that the government will themselves develop TPS for all other end items? Please provide T.O.s for any end items that the contractor is expected to develop TPS for.
Answer 7: No the Contractor is not required to deliver test sets. The programming shall be cable of displaying all pressure transducers, temperature transducers, DC voltages and current as well as flow calculations on the operator display. The end item test screens consist of displaying the required tags needed for testing and viewing by the operator. No automated end item testing is required. T.O.s are not needed provided the Contractor complies with the data acquisition operator display capability requirements.

Question 8: SOW 1.12.6 – Regarding “green if in limits of UUT Technical Data requirements”, would white for this condition be acceptable?
Answer 8: Yes
Question 9: SOW 2.4.1 – Is this paragraph meant to refer to Table 5.0 rather than Table 1.0?
Answer 9: Yes
Question 10: SOW 2.4.3 – What degree of data alignment is required for this correlation exercise?
Answer 10: 1%
Question 11: Are there any specific requirements for a technical proposal beyond the general written statement requirement?
Answer 11: All requirements are listed in Clause 52.212-2.
Question 12: Are CLIN delivery dates hard dates? Or should the contractor propose dates that might be more attainable understanding the overall project completion date?
Answer 12: The Contractor may propose alternate dates.
Question 13: Is a site survey/industry day possible?
Answer 13: No, not at this time.
