300 Ton Press Control Upgrade
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
quotes are being requested and a written solicitation will not be issued.
This solicitation is being issued as a Request For Proposal (RFP) IAW FAR Part 13. The Government intends to award a firm-fixed price (FFP) contract for 300 Ton Press Control Upgrade. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2019-06, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20190531, and Air Force Acquisition Circular (AFAC) 2019-1001.
The Air Force Sustainment Center (AFSC/PZIMA) at Tinker Air Force Base Oklahoma, intends to award one firm fixed price contract, for the acquisition of material listed below.

Contractor is required to be registered in System for Award Management (SAM).

FAR 52.212-1. Instructions to Offerors – Instructions to Offerors -- Commercial, applies to this acquisition.
FAR 52.212-2 Evaluation Commercial items, Evaluation -- Commercial Items, (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This acquisition will evaluate based on the lowest priced offer that can fulfill the described requirement.
The following factors shall be used to evaluate offers:
FACTOR 1 – TECHNICAL

NOTE: The offeror's proposal must include all data and information requested in this SOW. The proposal shall be clear, concise and shall provide sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal shall not simply rephrase, restate or reformulate the Government's requirements, but rather shall provide a convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the offeror's proposal. Elaborate brochures, documentation, binding, detailed artwork or other embellishments are not desired. Non-conformance with the instructions provided in the SOW may result in a non-acceptable (unacceptable) determination.

Technical Evaluation Criteria: The information being provided by the Government’s SOW reflects a concept design.
Contractor shall be responsible for providing to the Government (at proposal submittal) any sketches, drawings, verbiage or a combination of these items to provide an accurate picture of their proposal for manufacture/completion, installation and compliance with all requirements outlined in this SOW.
1. Demonstrate/describe your technical approach and capability to completely satisfy Section 3.0, Requirements.
2. Demonstrate/describe your technical approach and capability to satisfy Section 6.1, Controls Installation.
3. Demonstrate how your personnel meets the criteria in Section 6.2, Personnel Evaluation Criteria.
4. Demonstrate/describe your technical approach and capability to satisfy Section 6.3, Inspection.
5. Demonstrate/describe your technical approach and capability to satisfy Section 6.4, Warranty.
6. Demonstrate/describe your technical approach and capability to satisfy Section 7.7, Training.
7. Demonstrate/describe your technical approach and capability to satisfy Sections 3.8, and 7.8- 7.8.3, Documentation/Manuals.
FACTOR 2 – COST/PRICE
The Government shall evaluate the Total Evaluated Price (TEP) of all technically acceptable Offerors. The TEP will be calculated as the sum of the offeror’s proposed prices for all CLINs (CLIN 0001 through CLIN 0004).
52.212-3 -- Offeror Representations and Certifications -- Commercial Item The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal (Only complete and return if there are changes to current SAM Registration. If 52.212-3 is not returned the contractor is affirming that the current SAM registration is current, accurate, and complete). If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.
