I. Contracting Activity.

AFSC/PZIMA

3001 Staff Drive, Post 2S76, TAFB, OK 73145

II. Nature and/or description of the action being processed.

The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation and inspection manuals necessary to perform the Preventive, Remedial, and Calibration Maintenance Services for the Oklahoma City -Air Logistics Complex (OC-ALC). The Contractor shall also provide Personal Protective Equipment (PPE) and clothing, to include reflective clothing (belt, vest, etc.); hearing and eye protection, to include prescription safety glasses; safety harnesses; fall protection equipment; lifting equipment and any incidentals necessary to perform the actions associated in the fulfillment of this requirement.

III. Description of supplies/services required to meet agency needs.

76 CMXG's Leica Laser Trackers require Preventive Maintenance (PM), Remedial Maintenance (RM) and Calibration on an annual basis to insure that reliable and accurate test data will be obtained during analysis performed on this instrument.

IV. Statutory authority permitting other than full and open competition.

The Statutory authority permitting other than full and open competition is: 10 USC 2304(c)(1), as implemented by FAR 6.302-1, and required by 6.303-2(b)(4).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Hexagon is the original equipment manufacturer (OEM) and is the only known source for PM/RM and calibration for the Leica Laser Trackers which are highly specialized scientific instruments. The government does not have data rights to the calibration procedure nor to the instrument's operating software. The OEM will not sell the appropriate data rights to the government. Please Note: other Laser Tracker manufacturers will not perform PM/RM and calibration on their competitor's scientific instruments.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Market research was conducted via the Internet, telephone calls, and emails to 4 companies who manufacture and perform maintenance on Laser Trackers. These companies referred us back to the OEM. All of the companies contacted lack the ability and will not perform maintenance on other manufacturer's equipment. The OEM is the only responsible source available for the Preventive Maintenance, Calibration and unforeseen repairs due to the extensive proprietary knowledge they

March 2018 FOR OFFICIAL USE ONLY Page 3 of 4 possess on this equipment.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer will ensure the items identified for procurement are fair and reasonable prices to the Government. The contract will be awarded IAW FAR Part 12, 13.5 and 15. Price analysis will be performed based on comparison to previous Service/Repair oriented contracting actions.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (811310) looking for companies that could provide Preventative, Remedial Maintenance, and Calibration Services of 76 CMXG's Leica Laser Trackers. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide these services. In review, there is only one (1) vendor that is capable of satisfying this service requirement.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Hexagon owns the proprietary data rights to the software that is loaded onto 76 CMXG's Leica Laser Trackers. They are the sole vendor capable of providing the requested Preventive, Remedial, and Calibration Maintenance services. Hexagon does not possess any third party service/repair technicians that are able to service this aforementioned equipment. Hexagon Metrology also declined to sell data rights to the Government.

X. List of any sources that expressed, in writing, an interest in the acquisition.

No sources expressed interest in writing indicating an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

To prevent future sole source acquisitions of this service we will continue to search the market for acceptable repair technicians capable of providing Preventive, Remedial, and Calibration Services to Leica Laser Trackers.

XII. Certification by the Contracting Officer.

As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.

XIII. Certification by the technical/requirements personnel.

As evidenced by my (our) signature(s) above, I (we) certify that any supporting data contained herein, which is my (our)

March 2018 FOR OFFICIAL USE ONLY Page 4 of 4 responsibility, is both accurate and complete.
