DEPARTMENT OF THE AIR FORCE OKLAHOMA CITY AIR LOGISTICS COMPLEX (AFMC) TINKER AIR FORCE BASE OKLAHOMA

1. 76 CMXG is requesting the upgrade of the Sciaky resistance welder with after-market controller supplied by Weld Computer.

2. The controller must be compatible in all aspects (form, fit and function) with existing WeldComputer® control systems presently installed on PMXG's Sciaky spot welders (OC# 0445 and OC# 4689). This hardware and software is proprietary. This will allow MXSG to consolidate maintenance requirements and improve the configuration management process. It will allow CMXG and PMXG to co- utilize welding machines and welder personnel during production surges.

3. The proposed vendor is:

4. Existing Sciaky Touch-Weld control (circa 1987) is obsolete and no longer part supportable. Producing repeatable consistent high quality Resistance Spot Welds on Alclad aluminum (used in the manufacture of Boeing aircraft skins) requires more comprehensive control/capability, monitoring and adjusting of program parameters than existing controls allow.

5. Avoiding single source requirements for this type of equipment cannot be avoided due to proprietary data rights held by the OEM. The Government would have to procure all new equipment that would cost in excess of several millions of dollars. Based upon the information provided, it is requested that the Weld Computer Controller and supporting items be acquired for 76 CMXG.

6. I have determined, in accordance with FAR 13, that the circumstances of this contract action deem only a single source is reasonably available.
