(IAW FAR 12.603)

Solicitation Number: FA8125-18-Q-0018 Structural Adhesive Primer

This is a combined synopsis/solicitation for commercial items prepared in accordance with the formats in Subpart 12.6 and Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

Solicitation number FA8125-18-Q-0018 is being issued as a request for quotation (RFQ).

This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-95, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20161222, and Air Force Acquisition Circular (AFAC) 2017-1003. The North American Industry Classification System Code (NAICS) is 325520. The size standard is 500 employees. The proposed acquisition is set a-side for 100% small businesses.

The Government intends to award a Firm Fixed Price (FFP) contract with a one (1) year base and four (4) one (1) year options as a result of this solicitation.

This requirement is restricted to brand name 3M MFG in accordance with aircraft drawing 4-5010, Boeing Airplane Company (BAC)5514, and Boeing Material Specification (BMS) Qualified Product List (QPL) BMS5-42V.

Description of Items:

CLIN 0001: 144 Gallons, Structural Adhesive Primer, 3M, EC-1660 CLIN 1001 – 4001: 80 Gallons, Structural Adhesive Primer, 3M, EC-1660

Requirement:

· All shipments must be packed with Dry Ice to ensure the product is kept at the proper temperature and must include the following monitors:

a. Two (2) Data Logging Monitors per shipment

b. One (1) 3M Monitor Mark 9860A Time Temperature Indicator (or equal) per shipment

c. One (1) Warm Mark 25°C/77°F Ascending Time-Temperature Indicator (or Equal) per shipment

d. One (1) 0° to 80°F Irreversible Temperature Indicator Label per shipment

· Contractor shall provide a Certificate of Analysis supplied to BMS5-42 type 1 class 2 line item for every batch and provide report for every shipment. All shipments must include product shelf life, & date of manufacture information (all products must have 85% shelf-life remaining upon arrival at Tinker AFB).

· All Shipments must be delivered to Building 9001 Post F-19 Monday thru Friday between the hours of 08:00am - 3:00pm. These times exclude federal holidays.

SPECIAL DELIVERY INSRUCTIONS

· The shipment of the 3M EC-1660 5% Solid, GL Primer Adhesive will be broken up into a total of four even shipments per year with first delivery starting from the manufacturer required lead time. The remaining three deliveries shall be every 90 Days apart.

Submission:

Quotes must be received no later than 10:00 AM Central Standard Time (CST) on 06 December 2017. Quotes received after this time frame shall not be considered for award. The prospective quoter must be registered with the System for Award Management (SAM) website at http://www.sam.gov to be considered for award. The quoter agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes. The Government reserves the right and may award based solely on information contained in the quote and is not obligated to seek completion or clarification of any or all of the evaluation factors if the original quote is unclear. Quoters must scrutinize this solicitation and ensure their quotes and submissions comply with all requirements. It is not sufficient to merely state your quote complies with the solicitation requirements. You must clearly identify how your quote meets ALL of the solicitation requirements.

The contract shall be awarded on an all or none basis, please do not submit partial quotes.

Please note full text of the Federal Acquisition Regulation (FAR) can be accessed on the internet at http://www.farsite.hill.af.mil, http://farsite.hill.af.mil/vfdfara.htm, http://farsite.hill.af.mil/vmaffara.htm FAR 52.212-1 Instructions to Offerors – Commercial Items (Jan 2017) FAR 52.212-2 Evaluation -- Commercial items (Oct 2014) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

PRICE

* All quotes will be evaluated only by price and adherence to the solicitation. The lowest priced quote will be evaluated for adherence on an acceptable/unacceptable basis. If the lowest priced quote is found to be in compliance with the solicitation, then no further evaluations will be conducted and award will be made. If the lowest priced quote is not in adherence to the solicitation, the next lowest priced quote will be evaluated, and so on until a technically acceptable quote is found.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

52.212-3 -- Offeror Representations and Certifications -- Commercial Items (Jan 2017) The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal (Only complete and return if there are changes to current SAM Registration. If 52.212-3 is not returned the contractor is affirming that the current SAM registration is current, accurate, and complete). If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.
