STATEMENT OF WORK

(SOW)

For Explosion Proof Boom Lifts

PREPARATION DATE: 31 MAR 2017

PREPARING ORGANIZATION: 76 AMXG/MXDEB TINKER AFB OK 73145

1.0 SCOPE

The purpose of this Statement of Work (SOW) is to define the requirements for procurement of four (4) Explosion Proof Boom Lifts which shall be used to perform corrosion control operations on all weapon systems (KC-10, E-3, KC-135, B-52, B-1B,, Navy E-6, Navy C-130, AF C-130, and NASA Super Guppy) in the 76 Aircraft Maintenance Group (76 AMXG). Four (4) explosion proof boom lifts which are certified for use in a Class I, Division I hazardous location are required to support painting of Program Depot Maintenance (PDM) and contracted workloads in Building 2122, Building 2280, and Building 3225.

The explosion proof boom lifts provide the flexibility to perform tasks on various weapon systems and safer access to reach all areas of any aircraft. The boom lifts will help resolve facility support equipment, capacity, and capability limitations that currently exist throughout the Corrosion Control facilities.

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items (e.g. Personal Protective Equipment (PPE)) necessary to perform the requirements of this SOW and contract as defined in this Statement of Work (SOW). The Contractor shall provide and use only new parts and material unless authorized by the Contracting Officer (CO).

1.1 BACKGROUND

The 76 AMXG paint facilities support corrosion control operations (painting and chemically depainting) on all Programmed Depot Maintenance (PDM) and contracted weapon systems, such as the B-1, E-3, KC-135, C-130, KC-10, B-52, and Navy E-6.

There are currently four (4) explosion proof boom lifts being shared in four (4) aircraft paint docks. The limited quantity to support multiple aircraft, frequent usage of the boom lifts, and travel between four (4) different paint docks has caused immense wear and tear on existing equipment. The travel time between facilities has contributed to decreased battery service life. The four (4) existing explosion proof boom lifts are almost 10 years old and need to be replaced due to high maintenance cost, age of the equipment, and downtime to repair which has led to additional process flowtime on aircraft. Over the past year, at least two out of the four existing boom lifts were inoperable due to on-going repairs. Four (4) new explosion proof boom lifts are required to accomplish the mission.

The explosion proof boom lifts are equipped with OSHA certified fall arrest systems which allow the employees to work outside the basket (or elevated platform with safety rails), making it safer to access difficult to reach areas. The boom lifts are also designed to allow personnel to safely access all areas of an aircraft, which would otherwise require the use of expensive maintenance stands specially designed for each weapon system.

These explosion proof boom lifts are Class I, Division I safety rated for painting operations. The explosion proof boom lifts are exposed to large quantities of water during washing, rinsing, and chemical depainting of aircraft. The explosion proof boom lifts enable personnel to safely access all areas of any weapon system, regardless of the facility and available support equipment.

3.1 SPECIFICATIONS

a. The contractor shall provide four (4) battery-powered Explosion Proof Articulating Boom Lifts that shall be used for painting of aircraft.

b. The Explosion Proof Articulating Boom Lifts shall be 3rd party certified by a globally recognized certification organization (such as…Underwriters Laboratories (UL), Factory Mutual (FM), etc…) for use in a Class I, Division I hazardous location.

c. The explosion proof boom lifts shall be equipped with customized lift fall protection systems for exiting the platform and performing tasks up to six feet from the platform. The fall protection system shall be certified by a Qualified Fall Protection Engineer documenting the designed system meets OSHA/ANSI Z359 requirements.

d. The explosion proof boom lifts shall be equipped with batteries that are capable of continuous operation for a minimum of 8 hours. A spare battery shall be provided for each boom lift to allow continuous operational use of the boom lifts between shifts.

e. The contractor shall provide a battery charger for each of the explosion proof boom lifts. The battery charger shall be able to recharge the standard battery within 16 hours when connected to the existing power source. The existing power sources provide 480V, 3-Phase.

f. The explosion proof boom lifts shall have a weight capacity to support a minimum two (2) persons with tools, a minimum platform weight capacity of 500lbs.

g. The explosion proof boom lifts shall be equipped with ½” male fitting 100 PSI rated compressed airline to support the operation of pneumatic powered tools (paint guns, sanders, HEPA vacuum equipment, etc.). (The facility supplies compressed air at 100 PSI.)

h. The boom lifts shall be used in a wet environment (chemical de-painting and washing of aircraft) and shall be designed with NEMA enclosures for wet hazardous locations.

i. The boom lifts shall be equipped with all minimum standard safety system equipment. At a minimum, these shall include movement alarms, emergency stops, tilt alarms, and battery charge indicators.

j. The boom lifts shall have a bump protection system designed to stop movement of the platform if the bucket were to come in contact with an object.

k. The boom lifts shall be equipped with a collision avoidance system that is able to prevent or minimize the damage that could result if the boom lift contacts an aircraft, person, or other object.

l. The boom lifts shall be equipped with a basket that shall be no smaller than 36” X 84” and shall be able to tilt 120 degrees and rotate 180 degrees.

3.1.1 DIMENSIONS

The contractor shall provide boom lifts that are capable of reaching a minimum of 70 feet vertically (base of the basket) and articulate to allow access to difficult to reach areas of any aircraft (tail section – verticals and horizontals). The boom lift shall also be equipped with an articulating jib that will provide access and maneuverability to all areas of the aircraft. The jib shall have a minimum range of articulation of 120 degrees.

3.1.2 ELECTRICAL CHARACTERISTICS

The explosion proof boom lifts shall be independently certified by an industry recognized laboratory for use in a NFPA 70 (National Electric Code) Class I, Division I hazardous location in which aerospace spray painting/depainting operations shall occur.

The NFPA 70 requirements include:

Class I, Division 1

A Class I, Division 1 hazardous location is a location where ignitable concentrations of flammable gases, vapors or liquids:

can exist under normal operating conditions;

may exist frequently because of repair or maintenance operations or because of leakage; or may exist because of equipment breakdown that simultaneously causes the equipment to become a source of ignition

Equipment intended for use in a Class 1, Division 1 area must be of the explosion proof, intrinsically safe or purged/pressurized type.

Explosion proof apparatus: "Apparatus enclosed in a case that is capable of withstanding an explosion of a specified gas or vapor that may occur within it and of preventing the ignition of a specified gas or vapor surrounding the enclosure by sparks, flashes, or explosion of the gas or vapor within and that operates at such an external temperature that a surrounding flammable atmosphere will not be ignited thereby."

3.1.5 DELIVERY

The boom lifts shall be delivered to Building 2280, Tinker AFB, OK 73145.

3.1.6 MANUALS

The contractor shall furnish a minimum of eight (8) hardcopies of the Operation and Maintenance manuals at delivery of each explosion proof boom lift. Electronic versions of the Operational and Maintenance manuals shall be provided in addition to the minimum eight (8) hardcopies. The manuals shall provide recommended guidance and instructions on operation of the equipment and preventative and remedial maintenance.

a. Maintenance Manuals. The contractor shall supply his recommendations for an on-going maintenance program. Program recommendations shall include recommended inspection criteria, intervals and periodic and long-term maintenance operations. As built drawings shall include illustrated parts breakdown showing part numbers for replacement parts. Recommendations shall also include quantities and frequency of repair parts to be kept on hand for frequent repairs.

d. Spare Parts List – The contractor shall provide a recommended spare parts list and information on cost and sources of supply.

3.1.7 TRAINING

The contractor shall support Government personnel by providing on-site training/demonstration of operation and maintenance of the equipment. The training may involve up to 200 personnel over three (3) shifts. Day Shift (7:00-3:00PM), Swing Shift (3:00PM – 11:00PM), and Grave Yard Shift (11:00PM – 7:00AM). Training shall be provided for each of the three (3) shifts.

3.2 MANAGEMENT REQUIREMENTS and CONTRACTOR PERSONNEL

The contractor shall ensure the following requirements are accomplished:

Contractor employees who are required to communicate with Government personnel shall have the ability to clearly read, write, and speak English.

3.2.1. Visitors Pass:

The Contractor shall contact the Government POC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The Government POC will assign a sponsor for the Contractor from within the organization.

The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS.

The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.

3.2.2. Safety and Health on Government Installations:

While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, Government POC, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, Government POC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.

3.2.2.1. Mishap notifications shall contain, as a minimum, the following information:

• Contract, Contract Number, Name and Title of Person(s) Reporting

• Date, Time and exact location of accident/incident

• Brief Narrative of accident/incident (Events leading to accident/incident)

• Cause of accident/incident, if known

• Estimated cost of accident/incident (material and labor to repair/replace)

• Nomenclature of equipment and personnel involved in accident/incident

• Corrective actions (taken or proposed)

• Other pertinent information

If requested by the designated CO, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Contractors will not dispose of contract data related to a mishap until notified to do so by the CO.

3.2.3. Emergency Procedures:

The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.

3.2.4. Housekeeping:

The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this SOW.

4.0 Section Three

Government Furnished Property (GFP) and Services

4.1 Government Furnished Property Not Applicable

4.2 Shared Property of the Government. Not Applicable.

4.3 Government Furnished Services (GFS) are applicable during the performance of this contract. The Government will furnish the following services at Tinker AFB, OK:

4.3.1 Security Forces. The Government will provide general on-base security forces’ service. The security forces’ telephone numbers are 911 for emergencies, 405-734-2000 for crimes in progress and 405-734-3737 for non-emergency calls. The off-base 911 center receives 911 cell phone calls. Cell phone callers need to advise the 911 off-base center they are on TAFB in order to be connected with the on-base 911 center.

4.3.2 Fire Emergency and Routine Services. The Government will provide general on-base fire protection services. The Contractor shall comply with fire prevention rules and regulations enforced by the TAFB Fire Prevention Branch. Call 911 for emergencies. For routine fire prevention matters call 405-734-3981 or 405-734-3982 and 405-734-7964 for after hours and weekends. For routine calls to dispatch call 405-734-7964.

4.3.3 Utilities. The Government will provide utility services. These utilities include natural gas, electricity, water, and sewer for the sole purpose of accomplishing this contract. If the contractor requires additional utility services, it shall be the contractor’s responsibility to provide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.

4.3.4 Workspace. Not Applicable.

4.4 Intangible Government Property. Not Applicable.
