1 SCOPE.
1.1 Sm_p_e_, The following sets forth the minimun1 requirc1nents for the procurement of (1) EOS M290 turn-key direct 1netal laser sintering (dmls) system. The systen1 shall include all equipment, accessories, attachments, installation and training necessary to provide the full capabilities described herein.
2 SAFETY REQUIREMENTS.
2.1 Safety and i'!ealth Reguirements. All inachine parts, con1ponents1 mechanisms, and assemblies furnished on the equipincnt, \Vhcther or not specifically required herein, shall comply with all of the requirements of OSHA 29 CFR 1910.
2.2 Safety Guarding. Covers, guards, or other safety devices shall be provided for the point of operation and a!! other parts of the machine that present safety hazards. The safety devices shall not interfere with the operation of the machine. The safety devices shalt prevent unintentional contact\.vith the guarded part, and shall be removable to facilitate inspection, 1naintenance, and repair of the parts.
2.3 Mercury Restriction. The equipment shall not contain inercury or n1ercury compounds nor be exposed to free n1ercury during manufacture.
2.4 Asbestos Restriction. Asbestos and materials containing asbestos shall not be used on or in the equipment.
2.5 .!&fili. Lead and n1aterials containing lead shall not be used on or in the equipn1ent
2.6 Use of Polychlorinated Bi phenyl (PCB). The use of polychtorinated biphenyl (PCB) on or in the equipment is prohibited.
2.7 Environmental Protection & Safely: The Contractor shall be knowledgeable of and comply \Vi th all applicable federal, state and local laws, regulations, instructions and requirements regarding environinental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
2.8 Compliance: Contractors shall be compliant to Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AF!) 32-7086, "Hazardous f..faterials Manage1nent", Tinker AFB procedures per Tinker Air Force Base Instruction (TAFB!) 32-7004, "Hazardous Waste Manage1nent", and Complex procedures per Oklahoma City Air Logistics Coinplex (OC-ALC) Sup to Af<'J 32-7086, "flazardous Material

2.9 Material Safety Data Sheet/Safety Data Sheet (MSDS/SDS). Upon Government POC receipt of the "No HAZMAT Usage" certification, the requirements of this section no longer apply. The Contractor shall not transport, ship or use any chemical in the perfortnance of this purchase description (PD) on Tinker AFB before written approval is provided by 72 ABW /CEJE, Natural Infrastructure Management (Environn1ental Compliance). The Contractor shall submit to the Government POC, ten (10) calendar days after contract a\vard date all Material Safety Data Sheets (MSDSs) or Safety Data Sheets (SDSs) and a completed OC·ALC Forn1152, MSDS/SDS Information Sheet. The Contractor shall receive approval from the Government POC prior to shipping any chemical, material or substance to Tinker AFB. A copy of the manufacturer MSDS/SDS shall accon1pany the shipment. Contractor shall comply \Vi th the effective dates for SOS requirements in accordance \Vi th the Occupational Safety and Health Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part 1910.1200. The Government POC will forward all MSDS/SDS submittals to 72 ABW /CEIE for approval. A current manufacturer MSDS/SDS shall be submitted to the Government POC if the Contractor changes manufacturer or vendor for any chemicals that were prior approved. The Contractor shall maintain copies of manufacturer MSDSs/SDSs for all chemicals and MSDSs/SDSs shalJ be readily accessible at all times by Contractor personnel as well as government employees.
2.9.1 Hazardous Material (HAZMATI: If no HAZMAT will be brought on base or used in perfortnance on this contract, the contractor shall certify "No HAZMAT will be brought on base" or "No HAZMAT Usage" in writing on company letterhead. This certification shall be provided to the Government POC within ten (10} days after award. Upon Government POC receipt of the certification, the requireinents of this section no longer apply. Appropriate penalties for the contractor, or administrative and disciplinary action for the later shall be assessed if found in violation of above certification.
The Contractor shall not store che1nicals or hazardous material (~!AZMAT) on Tinker AFB. Contractors shall be compliant \Vi th HAZMAT management procedures per Oklahoma City Air Logistics Complex (OC~ALC) Supplement to AF! 32-7086, "Hazardous Materials Management". 'fhe Contractor shall maintain a log of all HAZMAT that is used on base. This usage log shall be provided to the Government POC monthly, the last business day of each 1nonth, or \'\!hen the required work is completed. ·rhe Government POC will forward the records to the Unit Environmental Coordinator (UEC) no later than the fourth (4th) day of the following n1onth or the first (1st) subsequent business day.
2.9.1.1 Hazardous Waste: If no HAZWASTE will be generated during performance of this contract, the contractor shall certify "NO Hazardous Waste Generation" in \Vriting on company letterhead. This certification shall be provided to the Government POC within ten (10) days after award. Upon Government POC receipt of the "No tlazardous Waste Generation" certification, the requirements of this section no longer apply. Appropriate penalties for the contractor, or adn1inistrative and disciplinary action for the later shall be assessed if found in violation of above certification.
The Contractor shall dispose of contaminated solid waste, spent or processed chemical solutions, used rags and hazardous \'\laste in govern1nent furnished waste containers located in the shop or area the \Vork is being performed. The Contractor shall notify the Governrncnt POC if the required vvaste containers are not available on site.
2.9.1.2 Discharges: Any discharges into Tinker's Industrial Waste Treabnent Plant (IWTP) or sanitary sewer will be approved and done IAW Tinker Industrial Waste Water Discharge Permit as instructed by 72 ABW /CEIE, Natural Infrastructure Management (Environmental Compliance). The Governinent POC will subn1it the required notice of intent documentation to the UEC for 72 ABW /CE!E approval. The Contractor shall maintain records of written approval issued by 72 ABW /CE!E for discharges into IWTP and sanitary sewer.
2.9.1.3 Off-Site Discharges: For discharges outside of Tinker AFB, the Contractor shall ensure waste water discharges, that may contain pollutants resulting from any contracted service, go to a state or federal permitted treatment facility such as a municipal Publicly Owned Treatn1ent Works (POTW}. The Contractor shall provide a letter ten {10) calendar days after contract award date to the Governn1ent POC from the POTW that states the POTW is permitted for all pollutants that the Contractor may discharge during the contracted service.
2.9.1.4 Spills: Upon occurrence of any spill that could enter the storm systen1 or cause any harmful environn1ent effects, the Contractor shall irnmediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the Government POC and UEC. The Contractor shall provide five (5) copies ofa typed or written report about the incident within four ( 4) clock hours as follows:
One(l) copy to CO, hvo(2} copies to the Government POC, a copy for UEC and one
(1) copy for record. The format of the report sha!l be left up to the Contractor, but the report shall contain the following inforn1ation:
1.) Name and contact number of person reporting the spill 2.) Date an·d tin1c of incident 3.) Location and source of spill 4.) Substance or pollutant spilled S.} Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken
10.) Organizations contacted 11.) Ren1arks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and \Vhich agencies responded.
2.9.1.5 Environmental Training: Upon Government POC receipt of the "No Jiazardous Waste Generation'' certification, the requirements of this section no longer apply.
Contractor personnel performing duties in the service of this PD shall have training that acquaints the person \Vi th the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable State Laws and regulations; DoD, Air Force and local requirements. ·rhis training can be obtained through creditable training institutions or companies. All training shall be approved by72 ABW /CEIE, Natural Infrastrticture Management (Environmental Compliance).

Prior to obtaining training, the Contractor shall provide the name of the training institution or company and course description to the Government POC for approval within ten (10) calendar days after contract award date. Once written approval is received from the Government POC, the Contractor shall provide the environmental training certificates for einployees performing duties in the service of this PD to the Government POC, \Vi thin thirty (30) calendar days after contract award date. In addition to the required environmental training, Contracto1·s shall be con1p\iant with Tinker AFB procedures per TAFBI 32-7004, "Hazardous Waste Management".
3 REQUIREMENTS.
3.1 General. The supplied equipment shall be new and current commercially available models. A current model is defined as the manufacturer's currently produced model \Vhich, on the date this solicitation is issued, has been designed, engineered, sold or is being offered for sale through advertisements or manufacturer's published catalogs or brochures. Products such as a prototype unit, pre-production model, or experin1enta! unit do not qualify as meeting the requirements specified herein. The inachine shall include all components, parts, and features necessary to meet the perforn1ance requiren1ents specified herein. AH parts subject to vvear, breakage or distortion shall be accessible for adjustment, replacement, and repair.
3.1.1 New Developments. The contractor shall identify any ne\v developn1ents that \vould improve the efficiency, accuracy or productivity of the equipment or would decrease its operating costs. The contractor shall notify the Contracting Officer and technical POC in order that the new developn1ents 1nay, at the Governinent's option, be included in the equipment. Reports of such developments shall be addressed to the Contracting Officer.
3.1.2 Interchangeability. All parts subject to replacement shall be manufactured to definite dimensions and tolerances. Replacement parts shall be interchangeable vvithout requiring 1nodification. Replaceinent parts are those that are subject to wear or failure such as gears, bearings, shafts, feed screws, drive belts, pumps, and seals. Electrical replacement parts shall include but not be lin1ited to, motors, relays, fuses, S\vitchcs, magnetics, pushbuttons, light bulbs, braking mechanisms, and solid-state devices. Tooling and accessories normally supplied as standard items shall also be considered replacement parts. Foreign-sourced replacement parts shall be interchangeable with don1estically supplied components or be readily available from a don1estic source.
3.1.3 Electrjca\ System. The machine shall conform to NFPA 79. The existing source po\ver available at the facility is 480 volts, three phase, 60 herr-..:. The machine's electrical system shall be tolerant of fluctuation of ±10 percent. The electrical system shall be complete. This shall include any electrical transformer(s) that may be required to modify the existing source voltage to the proper operating voltage of the equip1nent. A properly rated and fused single disconnect device shall be utilized on the machine with 1neans of lockout in the off position only. In addition, the contractor shall supply full docu1nentation of the electrical requirements of the 111achine, including voltage and current requirements and any power conditioning requirements.
3.1.4 Arc Flash. All electrical enclosures shall be marked for arc flash hazard per NFPA 79.
3.1.5 Facility Connections. Electrical connections made to the facility electrical system shall conform to NFPA 70. The contractor shall furnish all personnel, equipment and materials necessary to connect the equipment to Tinker AFB provided "rough-in" 480V electrical and con1pressed air services that are available within twenty-five (25) feet of final connection points. Contractor furnished transfor1ners shall be of the "shielded type" and all electrical work shall be !AW National Electrical Codes (NEC). The contractor shall provide three sets of installation drawings showing a di1nensioned top view of the machining cell, along with applicable electric and air rcquiren1ents fourteen (14) days ARO to enable government lead time of roughed-in utilities.
Equipn1ent grounding requirements should be indicated on drawings and the installation of such grounding requiren1ent shall be the responsibility of the contractor.
3.1.6 Nameplate. A nameplate shall be permanently and securely attached to each machine. The nameplate shall contain the infor1nation listed below. If the machine is a special model, the model designation shall include the mode! nu1nber of the basic standard machine and a suffix identified in the n1anufacturer's permanent records.
• Nomenclature
• Manufacturer's name
• Manufacturer's model designation
• Manufacturer's serial number
• Power input (volts, total amps, phase, and frequency)
• Contract Nu1nber
• Date of manufacture
3.1. 7 Identification Marking of Military Property. An Item Unique Identification Marking (lUID) shall be provided in accordance with MIL-STD-130N and all applicable documents within the standard with Machine Readable Information (MRI) for item identification marking and automatic data capture. The application of Human Readable Information (HR!) shall be used in con1bination with MRI and free text.
3.2 Equipment.
3.2.1 Direct Metal Laser Sintering Machine. EOS M290 - Build volume of9.85" x 9.85" x 12.8". Scan speed up to 23 ft./s. The 1nachine shall be initially set up with build para1neters for 17-4PH Stainless Steel. The machine shall include melt pool monitoring hardware installed on the machine.
3.2.2 Lifting Trolley. A lifting trolley shall be provided with the machine for ren1oval of build plates and handling of materials.
3.2.3 .c.hill.fL A chiller shall be provided with the machine. The chiller sha!l be included with the proper heat transfer fluid for full operation.

3.2.4 Wet Separator. An explosion proof vacuum cleaner with attachments shall be provided with the n1achine.
3.3 Accessories.
3.3.1 Recoater Blades. The machine shall include three (3) proper recoater blades for use with stainless steel powder.
3.3.2 Build Plates. The n1achine shall include ten (10) proper build plates for use with specified 1naterial (17·4).
3.3.3 PO\Vder Material. The nlachine shall be provided with SO kg of 17·4 Stainless Steel metal powder.
3.3.4 Filters & Collection Containers. The nlachine shall be included with two (2) sets of cartridge filters, two (2) suspended particle filter boxes, and four (4) collection containers.
3.3.S Software. The machine shall be included with all necessary software for producing parts using the equip1nent including software to set up builds and control all aspects of the machine to include EOSTATE Base, EOSTATE Laser M290 Hardware, EOSTATE Laser Machine Licenses, EOSTATE PowderBed, EOSTATE Everywhere MachineStatus, EOSPRINT Desktop Sofhvare, EOSACCESS, EOSTATE MeltPool Toolbox, and 17·4PH Parameter Editor. Magtcs software shal/ llfil be included ivith this machine purchase.

3.5 'fechnica! Data. One (l} electronic copy of technical data shall be provided with the inachine on DVD 1nedia. Technical data shall contain technical information, specifications, instructions for the operation, maintenance of the 1nachine and recommended spare parts list. All copies of technical data shall be legible and written in the English language.
3.6 Initial Training. Aaer satisfactory completion of acceptance testing of the system, the services of a qualified rcprcsentative(s), who is an American citizen ,can pass a National Agency check, and has 3+ years of experience with the EDS product line shall be provided for specialized training to familiarize receiving activity personnel with the equipment and to help ensure reliable performance and maximum service life, during norn1al usage. The courses shall be performed at customer facility and shall be consecutive, 8 hour workdays, between 8:00 am and 5:00 pm, excluding any federal holidays and weekends. All printed training aids shall become property of the government at the end of the course, and be in the English language. As a tninimum, 4.5 days of specialized training shall be provided for up to 4 people.
3.7 Follow-on Training. Follow-on training shall be provided after 120 days of equipn1ent use. (1.5 days;
4 participants)
4 QUALITY
4.1 Final Inspection/Acceptance: Inspection and acceptance of the equipment and all additional attachments and accessories shall be performed at destination by the receiving activity. Inspection and acceptance shall consist of a type and kind; quantity; condition; operability.
4.2 Inspection and Test The contractor shall perform or have performed all inspections (examinations and test) required to substantiate that the supplies provided under the contract conforn1 to the technical requireinents for the manufacturer's item(s) specified in the contract.
4.2.1 Visual/Dimensional Inspections. Any departure from a specified requirement shall be classified as a ct erect. Any defect shall be cause for rejection of the entire shipn1ent quantity.
4.2.2 Defects. Any defective item discovered by the Governinent after shipment may be cause for rejection of the entire contract quantity, 5 INSTALLATION
5.1 Transportation. The contractor shall provide for covered transportation of the machine from the point of origin to the installation site at Tinker AFB.
5.2 Installation Responsibilities. Installation shall be accomplished by an authorized reseller of EOS equipment. Responsibilities are as listed below:
