PERFORMANCE WORK STATEMENT

FOR

MODIFICATION OF

76 AMXG E-3 ROTODOME STAND

PREPARED BY

OC-ALC/OBWK

08 July 2015

Section One

1.1 Scope: The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation and inspection manuals necessary to perform a one time stand modification on-base for the Oklahoma City–Air Logistics Complex (OC-ALC). The Contractor shall also provide Personal Protective Equipment (PPE) and clothing, to include reflective clothing (belt, vest, etc.); hearing and eye protection, to include prescription safety glasses; safety harnesses; fall protection equipment; lifting equipment and any incidentals necessary to perform the requirements of this Performance Work Statement (PWS). The equipment is listed in Appendix A.

1.1.1 The Contractor shall be responsible for insuring all services, parts and Original Equipment Manufacturer (OEM) components provided under this contract are in accordance with (IAW) the terms and conditions outlined herein, conform to the manufacturer’s equipment specifications and this PWS.

1.2 Known Problems: Existing work stands must be continually improved to meet with the demand for constant improvement and to improve overall safety and increase production. The unique nature of the working platforms used for the aircraft here at Tinker AFB means that each must be constructed to fit on a case by case basis. The requirement being sought for this purchase is to modify the existing Rotodome Level 3 Platform.

1.3 Requested Services: The modification of the existing E-3 Rotodome stand shall add working platforms extending forward and aft of the existing level 3 platform. The forward deck shall be 120 inches long and the aft deck is 36 inches long. The working decks shall include fall protection guard-railing and friction sliders that shall comform to the shape of the aircraft. The modification shall include: Design, manufacturing, delivery and installation of forward and aft working platforms, fall protection rings and friction sliders. Additional sections of the stand shall be manufactured and then shipped to Tinker AFB for assembly.

1.3.1 Final drawings shall be approved by a contractor assigned licensed engineer and Government POC at the time of proposal.

1.3.2 Platforms shall have 7/8” but not greater than 1” diameter surface perforation to prevent the accumulation of fluid from chemicals used and the fire suppression system, stands under the shadow of the aircraft wing and fuselage do not require perforation. This is necessary for the work platform to meet the NFPA requirements.

1.3.3 The Contractor shall procure the equipment and hardware necessary to support the fabrication of the E-3 work platform. All equipment and hardware shall be off the shelf items to the fullest extent possible.

1.3.3.1 The Contractor shall perform all fabrication activities at the Contractor’s location and final assembly as required at Tinker AFB.

1.3.4 Work platforms shall meet the following regulations:

· OSHA 29 CFR 1926.450: Scope, Application and Definitions Applicable to Subpart L (Scaffolds)

· 29 CFR 1926.451: General Requirements (Scaffolds)

· AFOSH 91-501: Air Force Consolidated Occupational Safety Standard Chapter 7: Walking Surfaces, Guarding Floor and Wall Openings, Fixed Industrial Stairs, and Portable and Fixed Ladders

· AFOSH 91-501: Air Force Consolidated Occupational Safety Standard Chapter 13: Fall Protection

· AFOSH 91-501: Air Force Consolidated Occupational Safety Standard Chapter 16: Vehicle Mounted Elevating and Rotating Work Platforms, Manually Propelled and Self-Propelled Mobile Work Platforms, and Rolling (Mobile) Scaffolds (Towers)

1.3.5 The Contractor shall hold a Pre-Fabrication Review (PFR) with Tinker AFB before platform fabrication within 30 business days after the award of contract. A fabrication data package and integrated master schedule shall be provided by the Contractor within three (3) working days prior to the PFR. The Contractor shall prepare the agenda and minutes for the PFR.

The Contractor shall address as a minimum the following:

· Integrated Master Schedule

· Design Drawings

· Personnel Training

· Equipment Technical Data

· Warranty Description

1.3.5.1 The fabrication shall be reviewed by the Government and the Contracting Officer (CO) shall provide the Contractor written comments. If any change requested by the Contractor and approved by the CO, the CO may require an additional submittal of the updated design drawings to be submitted within two (2) calendar days after review.

1.3.6 Upon completion and acceptance of the task requirement 1.3.4 of this contract, the Contractor shall begin the fabrication and delivery of the E-3 Maintenance Work Platform. The Contractor shall manufacture the platform that will be delivered and assembled on-site at Tinker AFB. The Contractor shall also support Government personnel with a full functional checkout/demonstration of the platform with a E-3 aircraft. This fit-check shall be performed by Government personnel, with the Contractor present for consultation and documentation of this fit-check. If any discrepancies are noted, the Contractor shall document the deficiencies and corrective actions for submission to the COR and CO for approval prior to making corrections on all applicable drawings, stand components, and documentation. Any changes necessary (technical or non-technical) shall be requested by the COR to the CO and then issued by the CO.

1.3.7 The Contractor shall perform a complete fit and function test on and around the E-3 aircraft. This test shall be conducted in the presence of Government personnel under the direction of an authorized Contractor Representative. Aircraft personnel, familiar with fitting work stands around the aircraft, shall be provided to perform the assembling and fitting of the platform sections and components to the aircraft under the supervision of the Contractor Representative. The Contractor is responsible for moving the platform sections and components into the hangar space in the vicinity of the aircraft as designated by the aircraft production foreman. The contractor shall contact 76 AMXG/QPE to determine aircraft availability for the Fit and Function Testing. Fit and Function Testing shall be scheduled upon aircraft schedule/availability. The Contractor has ten (10) working days to correct deficiencies found during the test.

1.3.8 The Government will provide 480V power and unregulated 80psi-110psi while the contractor is performing work in the hangar. If the contractor will be working outside the hangar they shall provide their own generator and/or compressor.

1.3.9 The contractor shall provide certification of the fall protection system per OSHA 29 CFR 1910.66 Section 1.

1.3.10 The contractor shall provide a full demonstration of the fall protection system after installation.

1.4 Parts and Materials: The Contractor shall provide and use only new parts and material in performance of this PWS unless otherwise authorized by the CO.

1.5 Service Report: Immediately upon completion of the maintenance support services and before leaving the OC-ALC, the Contractor shall provide a written Service Report to the Government identified Technical POC or OBWK Personel. The Government identified Technical POC will forward the service report to the OBWK Personel within two (2) business days of receipt. The Contractor shall provide, by fax or email, the final service report within five (5) business days to the OBWK Personel. As a minimum, the final service report shall contain the following information:

· name of the company

· requested service date

· contract number

· equipment ID#

· description of services provided

· additional services recommended (if any)

· printed name and signature of technician who performed the services

· printed name and signature of on-site Government identified Technical POC or OBWK Personel

· start and completion dates

· printed name and signature stating only new parts and materials were used

· written verification statement that a performance check to verify operational condition was performed and that the equipment is in working order

1.6 Shipping: The Contractor shall provide to the OBWK Personel, the date equipment was shipped out, shipment identification information and include contract number on the shipping paper work with a Free On Board (FOB) Destination. The ship to address is listed below.

1.7 Quality Assurance: According to the contract’s inspection clause, the Government will evaluate the Contractor’s performance under this contract. The OBWK Personel will participate in the administration of this contract. Any matter concerning a change to the scope, prices, terms, or conditions of this contract shall be referred to the CO. All services to be performed by the Contractor during the period of this contract will be subject to review by the CO or OBWK Personel.

1.8 Corrective Action Report (CAR)/Complaint Contractor Response Time: The Contractor shall provide a written response within two (2) business days which addresses the root cause, corrective action, and preventive actions in relation to the submitted CAR or Customer Complaint.

1.9 Maintenance Documentation: The Contractor shall notify the Government identified Technical Point of Contact (POC) upon completion of all modification actions IAW OC-ALC Operating Instruction (OI) 21-203, Chapter 1, 2, and 3, as applicable.

1.10 Continuation of Essential Department of Defense (DoD) Contractor Services During Crisis: This requirement has been determined not to be essential and does not require continued support during a crisis as defined in DFARS 252.237-7023.

1.11 Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 0730-1630. If work hours are required outside the hours stated, the Contractor shall contact the OBWK Personel for approval from the CO. Upon approval from the CO, the Government identified Technical POC or OBWK Personel must be present with the Contractor.

1.11.1 These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.

1.12 Special Qualifications: The contractor shall ensure the final design is approved by a Licensed Professional Engineer (PE). This will certify the structural integrity of the extensions on the existing system of stands.

1.13 Contractor Personnel: The Contractor shall provide the name of the Contract Manager (CM) and any alternates who shall act for the Contractor when the CM is absent. They shall be designated to the CO and OBWK Personel, in writing, within five (5) business days after the contract award date. The Contractor shall provide telephone numbers and email addresses where the CM and alternates may be contacted at any time. The CM or alternate shall have full authority to act for the Contractor on all matters relating to operation of this contract at the OC-ALC on Tinker Air Force Base (AFB). The CM or alternate shall be available to meet on the installation with Government personnel designated by the CO to discuss problem areas. The Contractor shall provide a CM who can read, write, speak, and understand English fluently.

1.13.1 The Contractor and Contractor personnel shall be required to identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel. The Contractor personnel shall also display distinguishing badges or other visible identification for meetings with Government personnel or while performing work for the OC-ALC on Tinker AFB. The Contractor and Contractor personnel shall identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.

1.14 Listing of Contractor Employees: The Contractor shall provide an initial listing of the Contractor employees’ names and position titles to OBWK Personel within five (5) business days after the contract award date. Within five (5) business days, the Contractor shall also provide an updated listing of personnel to OBWK Personel when employees affecting the work of this contract change status or position.

1.14.1 The Contractor shall not employ persons on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security, and/or general well-being, or operational mission of the installation and its population. The Contractor shall not employ any person who is an employee of the United States (US) Government if the employment of the person would create a conflict of interest. The Contractor shall not employ any person who is an employee of the Department of the Air Force (AF), either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R Joint Ethics Regulations (JER). In addition, the Contractor shall not employ any person who is an employee of the Department of the AF if such employment would be contrary to the policies contained in Air Force Instruction (AFI) 64-106, Air Force Industrial Labor Relations Activities. The Contractor shall be prohibited from employing off-duty OBWK Personel who are providing surveillance on any contracts/sub-contracts awarded to the Contractor. All contract personnel, depending on particular condition, occasion, or place or job assignment shall be required to wear professional and suitable attire. All Contractor personnel shall conduct themselves in a professional and courteous manner. The selection, assignment, reassignment, transfer, supervision, management, and control of Contractor personnel in performance of this PWS shall be the responsibility and prerogative of the Contractor; however, the Contractor shall comply with the requirements set forth in this PWS and Tinker AFB regulations concerning the conduct of employees as referenced herein. The Contractor shall employ and maintain a technically trained and experienced work force.

1.15 Environmental Protection and Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations, instructions, and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions, or regulation changes during the term of this contract.

1.15.1 Contractors shall be compliant with the Tinker AFB Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker AFB Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per OC-ALC Supplement to AFI 32-7086, “Hazardous Material Management” and OC-ALC Instruction (OC-ALCI) 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on the e-Publishing website at www.e-publishing.af.mil for downloading or ordering.

1.16 Material Safety Data Sheet/Safety Data Sheet (MSDS/SDS): Upon the OBWK Personel confirmed receipt of the Contractor’s written certification, which states “No HAZMAT Usage”, the requirements of this section are no longer applicable. Said certification letter shall be printed on company letterhead and contain the applicable contract number for which the services are being performed.

1.16.1 The Contractor shall not transport, ship or use any chemical, material, or substance used in the performance of this PWS on Tinker AFB before the written approval is provided by the 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The Contractor shall be responsible for submitting all MSDS or SDS to the 72 ABW/CEIE. The Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health Administration (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part 1910.1200. The Contractor shall maintain copies of the manufacturer MSDS/SDS for all chemicals. The MSDS/SDS shall be readily accessible at all times to Contractor personnel as well as Government employees.

1.17 Hazardous Material (HAZMAT): If HAZMAT shall not be brought on base or used in the performance of this contract, the Contractor shall provide certification, in writing and printed on company letterhead, which states “No HAZMAT will be brought on base” or “No HAZMAT Usage”. Said letter shall also contain the contract number for which the statement applies. This certification shall be provided to OBWK Personel within ten (10) business days after the contract award date. Upon the receipt of the certification by the OBWK Personel, the requirements of this section are no longer applicable.

1.17.1 The Contractor shall comply with all the applicable federal and military procurement policies IAW the OC-ALC Supplement to AFI 32-7086, “Hazardous Material Management”. The Contractor shall obtain access to the standardized Air Force (AF) HAZMAT tracking system and manage their HAZMAT within the system or have the Government designated HAZMART perform the necessary requirements within the standardized AF HAZMAT tracking system on behalf of the Contractor. The Contractor shall establish and reconcile the inventory, print the standardized AF HAZMAT tracking system bar code labels, and apply the labels to the containers of HAZMAT in such a manner that the OSHA compliant labels are not covered by any document or label, as applicable. Any failure to comply with the proper HAZMAT management procedures shall be reported to the CO and OBWK Personel, who will in turn notify the 776 MXSS/MXDEB, OC-ALC Environmental and Occupational Health Compliance.

1.18 Air Quality Recordkeeping: Upon OBWK Personel’s confirmed receipt of the Contractor’s written certification, which states “No HAZMAT Usage”, the requirements of this section are no longer applicable. Said certification letter shall be printed on company letterhead and contain the applicable contract number for which the services are being performed.

1.18.1 The Contractor shall be responsible for specific recordkeeping and reporting requirements, when applicable, mandated by Tinker AFB Base Facility-Wide Operating Permit IAW OC-ALCI 32-101. OBWK Personel will contact the Unit Environmental Coordinator (UEC) for the environmental requirements. On a monthly basis, the Contractor shall submit all applicable records to OBWK Personel by no later than (NLT) the third (3rd) day of the month following the reporting period. If the third (3rd) day of the month is a weekend or holiday, the logs are required by the last business day 'PRIOR' to the third (3rd) day of the month. OBWK Personel will forward the records to the UEC NLT the fourth (4th) day of the following month or the first subsequent business day. The Contractor shall maintain a signed copy of the required forms on site for one (1) year IAW OC-ALCI 32-101.

1.19 Hazardous Waste (HAZWASTE): If HAZWASTE shall not be generated during the performance of this contract, the Contractor shall provide written certification, which states that there is “No Hazardous Waste Generation”. Said certification letter shall be printed on company letterhead and contain the applicable contract number. This certification shall be provided to OBWK Personel within ten (10) business days after the award date. Upon OBWK Personel’s confirmed receipt of the Contractor’s written certification, which states “No Hazardous Waste Generation”, the requirements of this section are no longer applicable.

1.19.1 The Contractor shall dispose of contaminated solid waste, spent or processed chemical solutions, used rags, and HAZWASTE in Government furnished waste containers IAW TAFBI 32-7004.

1.19.2 The Contractor shall be responsible for the Initial Accumulation Point (IAP) within the Contractor assigned space. The IAP shall be under the direct control of the Contractor who generates the waste. Before HAZWASTE accumulation begins, the Contractor shall ensure appropriate hazard labels are affixed to Government furnished waste containers as specified in 49 CFR 172.400. Management procedures for IAPs include weekly written inspections and reporting. When the HAZWASTE container has been filled, the Contractor shall seal the container, mark the Certified Filled Date (CFD) on the container label using an indelible pen, place the container at a designated pick up location, and call the Hazardous Waste Management Facility (HWMF) at 734-3285 for pick-up service. The Contractor shall ensure the HWMF picks up the container within three (3) calendar days after the CFD. If the container is not picked up within three (3) calendar days, the Contractor shall notify OBWK Personel, who will in turn notify the 776 MXSS/MXDEB, OC-ALC Environmental and Occupational Health Compliance.

1.19.3 The Contractor shall perform weekly written inspections using Tinker AFB IMT Form 487, Initial Accumulation Point Management Aid. Weekly is defined as one time per work week. The Contractor shall submit Tinker AFB IMT Form 487 to OBWK Personel on a monthly basis and by NLT the third (3rd) calendar day of the month following the reporting period. If the third (3rd) calendar day of the month is a weekend or holiday, the logs are required by the last business day 'PRIOR' to the third (3rd) calendar day. The OBWK Personel will forward the forms to the UEC NLT the fourth (4th) calendar day of the following month or the first (1st) subsequent business day. The Contractor shall maintain a signed copy of the forms on site for one (1) year.

1.20 Discharges: Any discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer shall be approved and accomplished IAW the Tinker Industrial Waste Water Discharge Permit as instructed by the 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). OBWK Personel will submit the required notice of intent documentation to the UEC for the 72 ABW/CEIE approval. The Contractor shall maintain records of any written approval issued by the 72 ABW/CEIE for discharges into the IWTP and sanitary sewer.

1.21 Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to OBWK Personel and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:

1.21.1 One (1) copy to the CO, two (2) copies to OBWK Personel, one (1) copy for the UEC, and one (1) copy for the record. The format of the report shall be left up to the Contractor; however, the report shall contain the following information:

•name and contact number of the person reporting the spill
•date and time of incident
•location and source of spill
•substance or pollutant spilled
•amount spilled and rate of discharge
•any damages or injuries involved
•extent of area impacted
•potential hazards
•actions taken
•organizations contacted
•remarks section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.

1.22 Environmental Training: Upon OBWK Personel’s confirmed receipt of the Contractor’s written letter that certifies “No Hazardous Waste Generation”, the requirements of this section are no longer applicable. Said certification letter shall be printed on company letterhead and contain the applicable contract number for which the services are being performed.

1.22.1 Contractor personnel performing duties in the service of this PWS shall have training that acquaints the person with the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable state laws and regulations; DoD, AF, and local requirements; and annual refresher classes. The Contractor shall update their personnel regarding changes to the aforementioned regulations, laws, and local requirements as they become enforceable. This training can be obtained through creditable training institutions or companies. All training will be approved by the 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). RCRA training is available at http://www.natlenvtrainers.com/RCRA-hazardous-waste.htm; http://www.skillsoft.com/catalog/detail.asp?CourseCode=esh_sah_a34_sh_enus000000; and http://www.lion.com/Storking-Hazardous-Waste-for-LQGS. The training shall be completed at the Contractor’s expense. Prior to obtaining training and within ten (10) calendar days after the contract award date, the Contractor shall provide the name of the training institution or the company and course description to OBWK Personel for approval. Once the written approval is received from OBWK Personel, the Contractor shall provide the environmental training certificates for employees performing duties in the service of this PWS. The Contractor’s environmental training certificates shall be provided to OBWK Personel within thirty (30) calendar days. Annual refresher training certificates for the supervisor and employees managing the initial accumulations points (IAPs) shall be provided to OBWK Personel, within ten (10) calendar days after each option year renewal. OBWK Personel will forward a copy of the certificates to the UEC.

1.23 Welding and Hot Work Requirements: The Contractor shall obtain an AF Form 592, USAF Welding, Cutting and Brazing Permit, prior to the use of any welding, cutting or brazing equipment. The Contractor shall contact the 72nd ABW Fire & Emergency Services Division's Fire Prevention Office at 405-734-3981 regarding all work that involves welding, cutting, brazing, soldering, tar kettles, and open flame devices. The Contractor personnel who are performing the work shall keep this form with them at all times with them while at the worksite.

1.23.1 The Contractor shall meet the requirements of OSHA Standard 29 CFR 1910.252 and NFPA Standard 51B Standard for Fire Prevention during welding, cutting, and other hot work and as well as the AF Occupational Safety and Health (AFOSH) Standard 91-5, Welding, Cutting, and Brazing.

1.24 Forms, Technical Orders (T.O.), AFI, Air Force Material Command Instructions (AFMCI), and Publications: The Contractor shall obtain the forms and publications expressly required to perform the work in this contract via the internet at www.e-publishing.af.mil. In the event a form or publication is not available online, OBWK Personel will provide the form, instruction, or publication to the Contractor upon the Contractor’s written request (e-mail is acceptable). In the event, laws, regulations, T.O.’s, AFI’s, or AFMCI’s change during the term of this contract, the Contractor shall be required to comply as the changes come into effect. Contractors delivering or handling official United States Air Force (USAF) records shall comply with the applicable records management regulations in AFI 33-322, Chapter 3, in its entirety.

1.25 Housekeeping: The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this PWS.

1.26 FOD and DOP: Contractor personnel who work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers, and the Contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps, and in aircraft hangers and maintenance areas are required to receive the FOD/DOP training and to comply with AFI 36-2232, AFMC Supp 1, paragraph 9.2., and A4.3.4. (Initial)/A4.3.5. (Refresher). The Contractor and Contractor personnel shall acknowledge the FOD/DOP training either by viewing the Digital Versatile Disc (DVD) provided by OBWK Personel or the You Tube site, http://www.youtube.com/watch?v=tYcbodjFPnM. The Contractor shall provide a Contractor devised certificate to OBWK Personel for each employee within five (5) business days after the contract award date. The certificates shall have the title of the training, the name of the person who received the training, and the date of the training. The Contractor shall also ensure all new employees view the FOD/DOP training and provide a Contractor devised certificate of training to OBWK Personel prior to the employees starting work in the OC-ALC shops. On an annual basis, the Contractor and Contractor personnel shall be required to review the FOD/DOP training and to provide an updated Contractor devised certificate of training to OBWK Personel within five (5) business days of the new period of performance (PoP) start date.

1.27 Tool Control and Accountability: While performing contract services in or around Maintenance Production Shops, which includes ramp areas, the Contractor shall comply with AFI 21-101_AFMC Supp 1, 21-101, Chapter 10 (all paragraphs) and OC-ALCI 21-112, paragraph 14.1. and 14.5.3. The Contractor shall provide the completed MXRIWRS Form 032 prior to performing work in the OC-ALC industrial areas. The MXRIWRS Form 032 is available from OBWK Personel. The Contractor shall provide a Contractor Tool Listing, MXRIWRS Form 032, to OBWK Personel within five (5) business days after modification actions. The Contractor or Contractor’s personnel shall inventory the container or bag of tools at the beginning of each work day and at the end of each work day. The Contractor personnel shall immediately notify OBWK Personel of any tools that are missing or lost from the work area or container (e.g. tool or job box or tool bag). The OBWK Personel will report any missing Contractor’s tools which have not been located within one (1) hour after notification to the appropriate Government personnel. The Contractor shall obtain the Form 32 from OBWK Personel. The CM shall ensure each employee on the job site receives a briefing from OBWK Personel about Housekeeping, FOD/DOP, and Tool Control prior to starting work in OC-ALC Industrial Areas.

1.28 Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-301, in its entirety for the operation of POVs within Tinker AFB.

1.29 Required Initial and Refresher Courses for On-Base Driver’s Training: The Contractor and all Contractor employees shall take and pass the on-base Driver’s Training Course before driving on or in the Ramp areas. The Contractor shall contact OBWK Personel to schedule training. On an annual basis, the Contractor shall take the refresher on-base Driver’s Training Course. The Contractor shall submit each employee’s on-base Driver’s Training Course certificates to OBWK Personel upon completion of the initial or refresher courses.

1.30 FOD Training for Vehicle Operations: Vehicle operators shall complete all FOD awareness and prevention training as well as testing requirements before driving any vehicle on the flight line (Reference Tinker AFBI 13-202 in its entirety).

1.31 Restricted Area Badge Holders: The Contractor shall contact OBWK Personel within five (5) business days after the contract award date for details and forms. The Contractor employees shall submit a request for an identification credential, AFMC 496, within seven (7) business days of the contract award date. After the Contractor badge is issued, the Contractor’s security manager shall initiate the AF 2583, Installation Records Check, by taking the form to Building (Bldg.) 6611. The Contractor shall also fill out the AF 2586, Restricted Area Badge paperwork, then submit it with the AF 2583 to the Security Forces, 72 SFS Pass and Registration section, at Bldg. 6611. Prior to the Contractor entering the restricted area, OBWK Personel will provide Phase I Security Training which explains the do's and don’ts for the restricted areas applicable to the Contractor.

1.32 Contractor IDs: All Contractor badges shall be surrendered when the contract expires, or when longer needed, or when the contract personnel are no longer working under the contract or for the Contractor. The Contractor IDs expire on the last day of the current contract PoP. If the contract is extended, the Contractor and Contractor personnel shall obtain new ID badges. The requirement to obtain new badges includes the CAC ID, the DBIDS ID, and AF Form 1199C, Controlled/Restricted Area Badge.

1.32.1 All CAC cards shall be returned to the Pass and Registration, Bldg. 6611, upon the completion of the contract, when no longer needed or contract personnel are no longer working under the contract or working for the Contractor. Upon issue of the CAC by Pass and Registration, the Contractor shall be responsible for employees displaying and surrendering the card IAW the Installation Integrated Defense Plan, Tinker Plan 31-101, in its entirety. Upon five (5) calendar days of the badge being returned to Pass and Registration, the Contractor shall provide copies of the turn-in receipts to OBWK Personel either by US Postal Service or email.

1.32.2 Contractors are assessed a fine of $50.00 if CAC IDs, AF Form 1199C’s, AFMC Form 387s, or DBIDS IDs are lost, stolen, or not returned to the Pass and Registration, Bldg. 6611 when the badges have expired or are no longer required. The 72 Security Forces Squadron (SFS) will attempt to fine the contract employee if money cannot be collected from the Contractor.

1.33 Foreign Nationals: The Contractor shall notify OBWK Personel before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.

1.34 Health and Safety on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, OBWK Personel, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to Contractor personnel while they are on the installation. The Contractor shall notify the CO, OBWK Personel, and Government Contract Administrator (CA) within one (1) business day of damage to Government property or equipment during the execution of the contract.

1.35 Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.

1.36 Training – General: The Government OBWK Personel will provide training via slides, video, or classroom prior to the Contractor performing work at the OC-ALC. The Government will be responsible for all approved costs associated with the training identified below. OBWK Personel will document training on and maintain copies of the completed AF IMT 1151, Training Attendance and Rating, as part of the contract surveillance file. For purposes of identification and compliance with Personally Identifiable Information (PII) requirements, only the last four (4) of the Contractor employee’s Social Security Number (SSN) will be input on the form.

1.36.1 The Contractor shall contact OBWK Personel prior to work being performed in order to accomplish the required training or to verify the required training as listed below has been completed:

Government Furnished Property (GFP) and Services

3.1 Government Furnished Property.

3.1.1 Government Property Repair/Maintenance On-Base is not considered Government Furnished Property (GFP). FAR Parts 45 and 52.245 plus supplements are not applicable to Government Property Repair/Maintenance On-Base. The responsible Government Organizations 76 CMXG for Government Property Repair/Maintenance On-Base will be responsible for the Government Property record keeping, reporting requirements (including Report of Survey), and/or disposal of all Government Property requiring repair/maintenance on-base during the performance of this contract.

3.1.2 GFP Exceeds $150,000 - Repair/Maintenance Off-Base. Not Applicable.

3.2 Shared Property of the Government. Not Applicable.

3.3Government Furnished Services (GFS) are applicable during the performance of this contract. The Government will furnish the following services at Tinker AFB, OK:
•80-110 psi unfiltered compressed air and 480V electricity to within 50ft. of work site the hangar.
•All necessary lifting equipment along with operators to unload, dis-assemble, set up, assemble, and reload: Enprotech tools and equipment as well as customer machine components.
•Equipment with electrical services disconnected as required to remove and/or work on.

3.4 Intangible Government Property. Not Applicable.

3.5 Title to Government Property. This PWS incorporates FAR 52.245-1(e)(1)-(3)(ii) by reference.
