FBO synopsis for competitive:

Services Non-Personal: The Air Force intends to solicit and negotiate a SMALL BUSINESS SET-ASIDE competitive contract for the acquisition of non-personal services listed below.
Scope of Services: The contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation, inspection manuals, personal protective equipment and clothing including reflective clothing (belt, vest, etc), hearing and eye protection including prescription safety glasses, safety harnesses, fall protection equipment, lifting equipment and any incidentals necessary to perform Annual Inspection, Maintenance, and Support Services for 76 Maintenance Wing (MXW) Portable Fire Extinguishers at Tinker Air Force Base. Inspection, Maintenance, and Support Services for approximately 2200 Dry Chemical (ABC) and (D) type portable fire extinguisher units. Services are to be provided in accordance with the National Fire Protection Association (NFPA) 10 Standard for Portable Fire Extinguishers, Occupational Safety & Health Administration (OSHA) Code of Federal Regulations (CFR) 1910.155-157, Department of Transportation (DOT) Code of Federal Regulations (CFR) 49, Title 310.Oklahoma State Department of Health (OSDH) Chapter 451.Fire Extinguisher Industry Subchapter 1. General Provisions 310:451-1-1 through 310:451-7-2 and this Performance Work Statement (PWS).
Evaluation Of Responses: Award will be conducted and evaluated under the provisions of FAR Part 12, Commercial Items, FAR 13.5 Simplified Acquisition Procedures, and Far 15, Contracting by Negotiation. The responsible offerors must be registered in the Online Representations and Certifications (ORCA) database (available at: http://orca.bpn.gov/) system per FAR 52.212-3, and submit a completed copy of the Offeror Representations and Certifications - Commercial Items with their quote. Offerors must also be registered in the Central Contractor Registration database (available at: www.ccr.gov) per FAR 52.212-1. Lack of registration in CCR will qualify contractor as ineligible for award. Special Qualifications/Certification: The contractor shall submit with proposal proof of current State of Oklahoma portable fire extinguisher company license, name of portable fire extinguisher company qualified agent, and proof of company qualified agent license. All responsible sources may submit a quotation in response to the solicitation, which shall be considered. This solicitation is being issued as a Request for Quotation (RFQ), for a firm fixed type contract. The Oklahoma City-Air Logistics Center (OC-ALC/PKEA) at Tinker Air Force Base Oklahoma intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government (best value).
Number of Contracts to be Awarded: The Government intends to select one contractor; however, the Government reserves the right to award no contract at all, depending on the quality of the proposals/quotes and prices submitted and the availability of funds.
Rejection of Unrealistic Offers: The Government may reject any proposal/quote that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost/price when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program. All Services, Maintenance, and Repairs shall be performed at Tinker Air Force Base. The proposed period of performance is 30 August 11 through 29 August 16. A firm, fixed price contract is contemplate for Annual Inspection, Maintenance, and Support Services for 76 Maintenance Wing (MXW) Portable Fire Extinguishers at Tinker Air Force Base. The solicitation will identify the office where additional information can be obtained concerning qualification requirements. The approximate issue date of the solicitation will be 18 May 11. The approximate response date of the solicitation will be 17 Jun 11. The solicitation will be available for download on the release date from https://www.fbo.gov . Central Contractor Registration is required to receive any award. Contractors can register electronically at http://ccr.gov . ORCA registration is also required and the contractors can register electronically at http://orca.bpn.gov. Electronic procedures will be used for this award. The NAICS code for this requirement is 561621 with a size standard of $12.5M. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
