QUESTIONS AND ANSWERS

E-3 Tail Stand Questions and Answers as of 19 April 2010

Questions:

1. Reference plan view on the drawing: Will a second stair be required on the left-hand side of the platform? If no stair is required, is the 4 ft x 4 ft landing still required? Please clarify the 4 x 4 landing without stair.

2. Drawing: Reference 8 ft x 6'-3 platform area on Left-Hand side: Is a similar platform section (8 x 6-3) required on the Right-Hand side?

3. What are the preferred materials of construction----Steel or aluminum? If aluminum is used what is the paint requirement?

4. In the drawing there is a cowl on a track. What is the purpose and how much weight must it bear?

5. I was going to quote the stand fabricated from aluminum. Is this acceptable?

6. What should the deck be ?

7. I was going to hinge the steps/ships ladder. Is this OK?

8. I am assuming that the guardrails in the location of the aircraft clearance are to adjust horizontally not vertically. Is this correct?

9. What is a slider?

10. I was going to put bumpers on the end of the slider and the ends and first 12 inches of the adjustable guardrails. Is this correct?

11. I was not going to include any type of controller for the pneumatic screw jacks. Is this correct?

12. Is there a requirement for explosion proof electrical?

13. Can the decking material be standard grating or should it be a solid material.

14. Please clarify the paint requirements, I have not been able to locate or download a copy of Tech. Order 35-1-3.

15. Contractor shall include as part of the stand adjustable sliders with bumpers which can extend from the floor of the stand to the surface of the aircraft. See section B-3 of attached drawing for location.

16. The SOW specifies the use of pneumatically driven screw jacks. We are unfamiliar with that type of lifting mechanism and have been unable to source them. We have been able to locate motor-driven screw jacks but nothing air-powered.

Answers:

1. A stair on the left hand side is not necessary. The platform is for access to the horizontal stabilizer.

2. A second platform is not required on the right side. Other operations will take place in that section of the aircraft which would have interference from another platform.

3. Most of the stands we have purchased before are made primarily of steel with some aluminum parts that are non-load-bearing. The steel components need to be painted. I don't believe aluminum parts need to be painted.

4. That is a tail access stand that must support 500 lbs.

5. Most stands I have seen are made with steel. However, we did not specify the construction material in the statement of work. However the contractor wants to meet the requirements.

6. This is up to the contractor. However they want to meet the load requirements. Metal decking would suffice. This is how most of our stands are constructed.

7. It would seem that the steps need to be hinged in order to translate as the stand height adjusts.

8. The guardrails do need to adjust horizontally.

9. A slider is a floor extension that can extend and retract.

10. Bumpers are needed on the sliders and the adjustable guardrails.

11. The pneumatic screw jacks need to have some means of operation. This can be as simple as an up or down switch.

12. There is only a requirement to keep all electrical a minimum of 18 inches from the ground.

13. This is up to the contractor. However they want to meet the load requirements. Metal decking would suffice. This is how most of our stands are constructed.

14. T.O. 35-1-3 is available online and is attached.

15. The sliders are able to extend out from the floor horizontally toward the aircraft to make up the gap between the stand and the aircraft. This is for fall protection purposes so that personnel cannot fall through the gap. The ends need to have bumpers on them so that they cannot damage the aircraft if used improperly.

16. This is not a typo. We are requesting pneumatically driven screw jacks. We have this equipment in use now and is the preferred method. The same compressed air supply for the connections on top of the stand can also be used for the pneumatic screw jacks.
