Description of Services/General Information
1.0 SCOPE OF WORK
This Performance Work Statement (PWS) establishes the requirements for an environmentally acceptable, non-damaging, cost-effective, on-wing, water wash service to clean jet engine cores (herein referred to as “water wash”). The purpose of water wash is to restore engine performance (e.g. Exhaust Gas Temperature (EGT) margin), reduce fuel consumption, and potentially extend the service life of the engines.
The Contractor shall perform water wash services for the United States Air Force (USAF) pylon-mounted engine fleet as defined in this PWS. Water Wash services shall be accomplished according to the location, general timing, and numbers based on the Water Wash Requirements Document (Attachment D) updated with annual funding quantities, engine types and locations.
These services may align with an existing maintenance action, such as isochronal maintenance (ISO) or other scheduled maintenance. Coordinating the specific water wash event timing with base level Plans and Scheduling (P&S) will be very important to minimize impact upon aircraft availability. Aircraft quantities will vary from one to multiple aircraft at each scheduled wash events. Wash events will either be required at the aircraft home station or in some cases at maintenance repair facilities.
Work requirements are to water wash the F108-100 (KC-135), F108-201 (RC/TC-135), F138- 100 (C-5M) and TF33-103 (B-52), TF33-5/9 (OC/WC-135), TF33-100A (E-3), TF33-102C (E-
8) engines.
The Contractor shall furnish all materials, equipment, personnel to install, operate, remove equipment, supervision, other items (unless otherwise specified) necessary and manage engine wash effluent.
The Contractor shall also plan, schedule and complete engine washes required to meet engine water wash intervals. These engine wash quantities will vary based on maintenance interval, other aircraft available to wash within the wash interval during a given visit. Grouping of aircraft during a wash visit may not occur due to wash interval, mission requirements another constraints.
Water wash is an on-wing direct engine core water wash utilizing heated, deionized water with sufficient volume to wet all compressor and turbine blade airfoil surfaces required to clean on-wing engine cores. Complete wetting of all compressor and turbine blade airfoil surfaces is indicated by water mist from the tail pipe. The engine wash will be conducted in accordance with aircraft/engine specific requirements. The deionized water, acting like a solvent, penetrates the engine core compressor blades exiting through the exhaust section of the engine to remove accumulated contaminants and debris without any environmental impacts. All effluent shall be fully captured, treated, and disposed of in accordance with all Federal, State and Local environmental laws and regulations. The water wash system shall be mobile.
1.1 PERFORMANCE REQUIREMENTS
1.1.1 Engine Water Wash Method
1.1.1.1 The Contractor shall clean on-wing engine cores by utilizing heated, deionized water with sufficient volume to wet all compressor and turbine blade airfoil surfaces required to clean on wing engine cores. The contractor shall follow para. 1.4 to provide thorough cleaning of each on-wing engine core specific for the engine wash, meeting water volume, soak and rinse cycles using either plain de-ionized water or plain de-ionized water with alcohol. The Government will operate the aircraft systems, perform the aircraft/engine wash preparation and restoration activities required for the engine wash contractor to perform their engine wash activity.
1.1.1.2 The Contractor shall recycle for reuse or capture and condition for disposal engine wash effluent in accordance with (IAW) all Federal, State, and local environmental laws and regulations.
1.1.1.3 The Contractor shall ensure the engine wash system is mobile.
1.1.1.4 The Contractor shall ensure the engine wash system and procedures prevents all possible FOD to the greatest extent possible.
1.1.1.5 The contractor shall use a no FOD direct core probe that sprays heated deionized water directly into the core bypassing the inlet/fan area. Two probes, located as near to the 3:00 and 9:00 o’clock position, based on engine design shall be utilized. Designs that spray heated deionized water directly into the inlet/fan area are not acceptable. Spray hardware installed in the front of the fan such as an Inlet Spinner mounted design, as an example, are not acceptable as no FOD designs. Spinner mounted designs include any design that attaches to the engine fan or nose cone section of the engine. Nozzle mounting hardware will not damage engine structure.
1.1.2 Engine Wash Procedures
1.1.2.1 The Contractor shall be ready to commence steady state engine wash within 30 calendar days of award date.
NOTE: All days in this PWS are based upon business days, unless stated otherwise.
1.1.2.2 The Contractor shall provide any changes to their direct core water injection engine wash procedures no later than seven calendar days for AFLCMC/LPS engineering review and concurrence. [CDRL A001] These engine wash procedures shall incorporate/reference military engine wash cycle Technical Order (TO) procedures.
1.1.2.3 The Contractor shall complete a Water Wash Event Log after completion of engine wash and obtain approval and signature from the senior, on-hand, base maintenance or QA POC.
[CDRL A004]. Completed Wash Event Log shall be forwarded to Program Management Office (PMO)/COR within two business days.
1.1.2.4 The Contractor shall report any changes to their engine wash procedures with updated basic and revision date to the engine wash PMO/CORwithin two business days. [CDRL A001]
1.2 PLANS, SCHEDULING, and PROGRESS REPORTS
1.2.1 Water Wash Plan and Schedule
The Contractor shall detail their strategy every 30 days (CDRL A002) to wash engines on an interval based schedule provided by Field Units, Major Command, or PMO. Attachment D provides projected annual engine wash requirements thru last option year. Revised Attachment D engine quantity, type and location requirements will be based on each years funded contract/delivery order. The contractor shall support no less than two locations in each region simultaneously regardless of engine type.
• Three months out – by month
• Three weeks to one month out – by week
• Less than one week out – by day
1.2.2 Scheduling
1.2.2.1 The contractor shall support all scheduled engine washes greater than one week prior to initial schedule date.
NOTE: Schedule is expected to consist of day shift with some extended hours into swing shift as necessary to complete scheduled aircraft. Engine washes will not be scheduled on Federal Holidays.
1.2.2.2 The Contractor shall finalize security documents such as operator driver’s license, vehicle license and other documentation as required, one week prior to scheduled engine wash date.
Security documentation changes less than one week of a scheduled wash date resulting in base level wash date reschedule shall be considered a contractor cancellation. The Contractor shall adhere to wash schedule allotting time for processing through security and travel to the aircraft.
1.2.2.3 The Contractor shall begin detailed engine wash scheduling at least two weeks out (date, time, location, base access requirements, and other logistical considerations) with the respective base maintenance/scheduling POC(s) and PMO/COR as required. The Contractor shall not contact base requesting any additional work. The Contractor shall accommodate Government-induced schedule changes from the point of the initial coordinated date. Percent based on funded requirements in each region at the beginning of contract year.
• Greater than one week – 100%
• One week to four days – 99%
• Less than four days to 48 hours – 95%
• Less than 48 hours to 24 hours– 90%
1.2.2.4 The Contractor shall re-validate wash event schedules with base maintenance/schedule POC, no later than 48 hours from scheduled event. If the Contractor cancels the scheduled wash event or is unable to be available for wash, the Contractor shall notify the base POC, the AFLCMC/LPZ engine wash PMO or Contract Officer Representative (COR) with rescheduling options.
The Contractor shall provide monthly progress reports on the wash events completed for that month. [CDRL A003] NOTE: If the aircraft becomes unavailable to wash, the Government (e.g. base scheduling) will notify the Contractor, PMO, or COR. The Government reserves the right to substitute with like aircraft/engine type at same location.
1.3 ENGINE WATER WASH EVENT OPERATIONS
1.3.1 Engine Wash Event Requirements
1.3.1.1 The Contractor shall reference the specific aircraft/engine procedures listed in paragraph 1.4 to provide thorough cleaning of each on-wing engine core.
1.3.1.2 The Contractor shall provide the COR and base POC a set of Contractor engine wash procedures for the installation and removal of its specific engine wash equipment for the applicable aircraft and engine type that include basic and revision dates of the document.
1.3.1.3 The Contractor shall have no more than one verified formal customer performance complaint report per quarter.
1.3.2 Pre-Wash Event Preparation
1.3.2.1 The Contractor shall arrive at the aircraft (dependent on Government) and be ready to wash the first engine within one hour of scheduled wash time.
1.3.2.2 The Contractor shall perform all necessary functions for preparing, installing and operating their engine wash system. Foam padding shall be used while entering engine inlet to stop engine fan rotation during probe installation. Engine design will dictate method required to stop fan rotation by either front spinner cone hand friction or inlet cover to disrupt airflow.
1.3.2.3 The Contractor shall inventory their supplied water wash equipment and materials prior to installation on aircraft per paragraph 1.5.1.2. with inventory results to be made available to lead, on-hand base POC or Quality Assurance (QA) representative if requested.
1.3.3 Water Wash Effectiveness
1.3.3.1 The Contractor will repeat the wash cycle for each engine if effluent is >500 PPM total solids. Wash effluent will be sampled from the tail pipe, tail pipe drain or from the combustion case drain for TF33 variants. Other locations will not be considered accurate. The tail pipe location will be used if unable to sample from the combustion case drain on TF33 variants.
Effluent contamination shall be < 500 PPM total solids for all engines.
NOTE: The Government may verify wetting compressor blade surfaces by visible confirmation of water penetration thorough the engine core and into the tail pipe.
NOTE: The Government will observe the Contractor operation as required and terminate the event for safety if necessary.
1.3.3.2 The Contractor shall complete all wash events safely without damage to Government equipment and/or personnel.
1.3.3.3 The Contractor shall accomplish water wash at no more than one hour per engine from presentation of aircraft and first engine as ready by the owning maintenance organization.
Engines > 500 PPM total solids may extend the one hour limit due to starter duty cycle limitations.
1.3.3.3.1 Engine operation performed by the Government for engine dry out is not included in the one hour per engine wash requirement.
1.3.3.3.2 A four engine aircraft shall take no longer than four hours to wash when PPM is <500 PPM total solids. Extremely contaminated engines may require greater time due to starter cool down limitations required to achieve <500 PPM total solids.
1.3.3.3.3 An eight engine aircraft shall take no longer than eight hours and be completed within one duty day. Extremely contaminated engines may require additional time due to starter duty limitations. Multiple eight engine aircraft engine washes may be scheduled for one day if agreed upon by Government and contractor. The Contractor shall coordinate with the base POC in regards to possible delays due to shift changeover by government personnel when required to complete scheduled engine wash. Weekend engine wash dates are to be expected.
1.3.4 Post-Wash Event
1.3.4.1 The Contractor shall inventory their water wash equipment and materials after removal from aircraft per paragraph 1.4.1.2. with inventory results to be made available to lead, on-hand base POC or Quality Assurance (QA) representative if requested.
NOTE: Close out of each water wash shall not occur until acceptance/sign off by the senior, on-hand or base POC.
1.3.4.2 The Contractor shall complete a Water Wash Event Log the day of each wash event and obtain approval and signature from the senior, on-hand, base maintenance or QA POC. The Event Log shall also be documented with each engines final PPM level. Submit Event Log within two business days of wash event. [CDRL A004]
1.3.5 Weather Limits
1.3.5.1 The Contractor shall comply with each base’s inclement weather procedures/policies.
NOTE: A copy of any water wash location/base Inclement Weather Policy will be made available to the Contractor upon request.
1.3.5.2 The Contractor water wash system shall be capable of operating safely in light precipitation, temperatures above 32 degrees Fahrenheit, and steady-state wind conditions up to 20 knots and gusts in excess of 30 knots without aircraft damage.
1.3.5.3 The Contractor shall use isopropyl alcohol for cold weather operations down to 14 degrees Fahrenheit IAW applicable military engine specific TO.
1.3.6 Mission Essential Services. N/A
1.4 ENGINE DE-IONIZED WATER WASH PROCEDURES
1.4.1 KC/RC/TC-135, F108-CF-100/201
1.4.1.1 Wash Water shall have a PH of 6.0 – 8.0 containing no more than 100 PPM total solids.
No more than 25 PPM Sodium plus Potassium. Water temperature shall be between 150°-175° F.
1.4.1.2 Water flow rate shall be 5-6 gallons per minute
1.4.1.3 25% isopropyl alcohol and 75% water shall be used at temperatures +40° F to +23°F.
35% isopropyl alcohol and 65% water shall be used at temperatures 23°F to +14°F. Do not heat water when using isopropyl alcohol.
1.4.1.4 De-ionized water shall be injected into the core for 2 minutes then allowed to soak and drain for 5 minutes. This cycle shall be repeated with a final de-ionized water injection into the core for 2 minutes. Repeat if effluent solids are > 500 PPM or visible mist has not been observed from exhaust.
1.4.2 OC/WC-135, TF33-P-5/9
1.4.2.1 Wash Water shall have a PH of 6.0 – 8.0 containing no more than 100 PPM total solids.
No more than 25 PPM Sodium plus Potassium. Usually potable water meets these standards.
Water temperature shall be between 130° - 160° F.
1.4.2.2 Water flow rate shall be 4-5 gallons per minute.
1.4.2.3 40% isopropyl alcohol and 60% water shall be used at temperatures +32°F or below.
Do not heat water when using isopropyl alcohol.
1.4.2.4 De-ionized water shall be injected into the core for 1 minute then allowed to soak and drain for 5 minutes. Additional 1 minute water injection cycle shall be performed. Repeat if effluent solids are > 500 PPM or visible mist has not been observed from exhaust.
1.4.3 E-3 Sentry, TF33-P-100A
1.4.3.1 Wash Water shall have a PH of 6.0 – 8.0 containing no more than 100 PPM total solids.
No more than 25 PPM Sodium plus Potassium. Usually potable water meets these standards.
Water temperature shall be between 130° - 160° F.
1.4.3.2 Water flow rate shall be 4-5 gallons per minute.
1.4.3.3 40% isopropyl alcohol and 60% water shall be used at temperatures +32°F or below.
Do not heat water when using isopropyl alcohol.
1.4.3.4 De-ionized water shall be injected into the core for 1 minute. Repeat if effluent solids are > 500 PPM or visible mist has not been observed from exhaust.
1.4.4 B-52H, TF33-P-103
1.4.4.1 Wash Water shall have a PH of 6.0 – 8.0 containing no more than 100 PPM total solids.
No more than 25 PPM Sodium plus Potassium. Usually potable water meets these standards.
Water temperature shall be between 130° - 160° F.
1.4.4.2 Water flow rate shall be 4-5 gallons per minute.
1.4.4.3 40% isopropyl alcohol and 60% water shall be used at temperatures +32°F or below.
Do not heat water when using isopropyl alcohol.
1.4.4.4 De-ionized water shall be injected into core for 60-90 seconds. Repeat if effluent solids are > 500 PPM or visible mist has not been observed from exhaust.
1.4.5 E-8 JSTARS, TF33-P-102C
1.4.5.1 Wash Water shall have a PH of 6.0 – 8.0 containing no more than 100 PPM total solids.
No more than 25 PPM Sodium plus Potassium. Usually potable water meets these standards.
Water temperature shall be between 150° - 200° F.
1.4.5.2 Water flow rate shall be 4-5 gallons per minute.
1.4.5.3 40% isopropyl alcohol and 60% water shall be used at temperatures +32°F or below.
Do not heat water when using isopropyl alcohol.
1.4.5.4 De-ionized water shall be injected into the core for 1 minute. Repeat if effluent solids are > 500 PPM or visible mist has not been observed from exhaust.
1.4.6 C-5M, F138-GE-100
1.4.6.1 Wash Water shall have a PH of 6.0 – 8.0 containing no more than 100 PPM total solids.
No more than 25 PPM Sodium plus Potassium. Usually potable water meets these standards.
Water temperature shall be between 150° - 175° F.
1.4.6.2 Water flow rate shall be less than 15 gallons per minute.
1.4.6.3 25% isopropyl alcohol and 75% water shall be used at temperatures +40° F to +23°F.
35% isopropyl alcohol and 65% water shall be used at temperatures 23°F to +14°F. Do not heat water when using isopropyl alcohol.
1.4.6.4 De-ionized water shall be injected into the core for 2 minutes followed by 1 minute dry motor. Allow to soak and drain for 10 minutes. This cycle shall be completed one additional time. Repeat if effluent solids are > 500 PPM or visible mist has not been observed from exhaust.
1.5 QUALITY, SURVEILLANCE, and LIABILITY
1.5.1 Quality
1.5.1.1 Quality Management Plan
The Contractor shall employ a quality and safety assurance program for their water wash services. This shall be documented in a Quality Management Plan (QMP). The Contractor shall develop and implement procedures to identify, prevent, correct, and ensure non-recurrence of quality escapes (“Quality escapes” include safety and equipment damage). The Contractor shall provide a copy of the QMP with proposal and within 30 days as updates occur. [CDRL A005]
1.5.1.2 Foreign Object Damage (FOD) Prevention Program
The Contractor shall develop and maintain an effective FOD Control and Prevention Program IAW National Aerospace Standard (NAS) 412. The Contractor shall provide a copy of their FOD Control and Prevention Plan, including their Consolidated Tool Kit (CTK) procedures, at proposal and within 30 days as updates occur to include document basic and revision date.

The Contractor shall perform FOD inspections/CTK accountability check at the wash site at the prior to and at the end of each wash event. The Contractor shall immediately contact lead, on-hand base POC or Quality Assurance (QA) representative if a FOD incident occurs or a missing tool is not recovered. Contractor shall provide a description of incident in the monthly Progress Report [CDRL A003].
1.5.1.3 Quality and FOD Representatives
The Contractor shall notify the PCO, within 10 days post-award, of their Quality and FOD Program Representative(s) and whenever a new representative is appointed.
1.5.1.4 Quality, Safety, and Equipment Damage Reporting
1.5.1.4.1 The Contractor shall notify the Government PCO and PM as soon as possible when potentially significant quality escapes which includes any safety incident, equipment damage, and/or FOD events.
1.5.1.4.2 The Contractor shall provide a Corrective Action Report (CAR), to include a root cause analysis and correction/prevention plan, for all contractor-induced incidences. CARs shall be delivered within five days of incident occurrence. [CDRL A006]
1.5.1.4.3 The Contractor shall have no more than one Base Deficiency Report (DR), verified customer complaint or environmental deficiency attributable to contractor quality or performance per quarter.
1.5.1.4.4 The Contractor shall summarize all quality escapes in their monthly Progress Report.

1.5.2 Liability
1.5.2.1 Quality Escapes and Safety Incidents
If any of the services do not meet contract requirements, the Government will require the Contractor to perform the services again at no cost to the Government. If quality escapes, safety incidences, or equipment damage occurs, the Government may request reimbursement.
1.6 ENVIRONMENTAL, SAFETY and HEALTH
The Contractor shall comply with the following Environmental, Safety, and Occupational Health requirements:
1.6.1 Environmental Requirements
1.6.1.1 The Contractor shall not use any chemicals, detergents, or additives, with the exception of isopropyl alcohol for purposes of cold temperature operations.
1.6.1.2 The Contractor shall capture and dispose/recycle all effluents (water and containments) required to support the water wash process IAW Occupational Safety and Health Administration (OSHA) and any new and existing Federal, State and Local environmental laws and regulations.
1.6.1.3 Green Procurement Program (GPP) –The Contractor shall comply with GPP; it is a mandatory federal acquisition program that focuses on the purchase and use of environmentally preferable products and services.
1.6.2 Safety and Health Requirements
1.6.2.1 The Contractor shall comply with Appendix C, Safety Specification requirements. In addition, the Contractor shall comply with all new and existing Federal, State, and Local OSHA laws and regulations. The Contractor shall provide Personal Protective Equipment (PPE) to comply with OSHA requirements. The Contractor shall deliver an Environmental Safety and Health Plan detailing Hazardous material handling and disposal. [CDRL A007]
1.6.2.2 The Contractor shall maintain vehicle operation on flight line as directed by base personnel. These additional requirements shall be met. Vehicle shall be chocked when unattended or in position to begin wash procedures. Vehicle wheel chocks shall meet Commercial Item Specification A-A-52475. Vehicle speed shall not exceed 15 MPH reducing to 5 MPH when in close proximity to aircraft (within 50 feet). Vehicle shall stop prior to entering flightline and accomplish a FOD (tire) check. All passengers shall use available seat belts when vehicle is in motion. Unless prevented by local procedures, traffic flow on aircraft parking ramps shall be parallel to noses of parked aircraft with driver’s side toward aircraft. Vehicle shall not be driven diagonally across parking ramp, but at 90-degree angles to the driving lanes.
1.6.2.3 The contractor shall wear pocket less, zipperless, buttonless bunny suit whenever physical entry into an aircraft intake is required. A 1 inch minimum thickness rubber mat will be utilized when entry into inlet is required. Rubber mat size will sufficiently prevent physical contact with inlet surface during inlet entry. Removal of rubber mat shall be verified prior to engine rotation.
1.7 SECURITY
1.7.1 Clearance Requirements
The Contractor shall not require access to classified information in performance of the contract.
1.7.2 Government Systems Access
The Contractor shall not require access to government IT systems in performance of the contract.
1.7.3 Contractor Installation Access Requirements
Contractor personnel shall not require the Common Access Card (CAC). Visit requests shall be arranged with each water wash base/location. While on base/location, the contractor shall conform to base regulations for vehicle usage and flight line access.
1.7.4 Physical Security
The Contractor shall be responsible for safeguarding and securing all Government furnished property/equipment (GFP/GFE) entrusted into their care.
1.8 PROGRAM ADMINISTRATION, MEETINGS, TRAVEL, AND
TRAINING REQUIREMENTS
1.8.1 Program Administration Requirements
The Contractor shall provide a knowledgeable representative as a single POC for program oversight to accomplish administrative and program requirements. The Contractor shall identify to the Procurement Contracting Officer, a primary and alternate POC who has full authority to act on behalf of the company on all operational aspects of the contract.
The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for ENGINE WASH via a secure data collection site. The contractor is required to completely fill in all required data fields at https://afcmra.dmdc.osd.mil.
NOTE: Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
1.8.2 Meetings Participation
The Contractor shall actively participate in various meetings and reviews and host required meetings outlined in Table 1-1 to ensure all metrics and quality issues are being addressed IAW the requirements outlined in this PWS.

1.8.2.1 Agendas and Minutes
1.8.2.1.1 The Contractor shall coordinate and develop agendas and provide minutes for all Contractor hosted meetings with the PM. The Contractor shall submit coordinated agendas no less than 15 days prior to schedule meeting except for daily/weekly scheduled meetings, where the requirement is two days. [CDRL A009] The Contractor shall submit draft minutes no more than five business days following the meeting to the PM. The Contractor shall submit final minutes no more than 10 business days following meetings to the program office. The Contractor will consider the minutes approved should the Government not comment on the minutes in five business days after draft submittal. [CDRL A010] Status Telecom Meetings The Contractor shall set up a call-in number, organize, and participate in status telecom meetings with the AFLCMC/LPZ.

1.8.3 Report Accuracy
The Contractor shall deliver no more than one late document per quarter and no more than five business days late. The Contractor shall deliver reports that include no more than two corrections on any product.
1.8.4 Training and Qualifications
The Contractor shall ensure that contract personnel are trained to support the requirements of this contract. The contractor shall provide documentation or evidence to the Government upon request of: qualifications, certifications, or training for any Contractor employee that will be operating equipment in the performance of this contract.
1.9 GENERAL INFORMATION
1.9.1 Procuring Contracting Officer’s Authority
The PCO is the only person authorized to approve changes to the requirements under this PWS.
In the event the Contractor implements any changes at the direction of someone other than the PCO, the change will be considered unauthorized.
1.9.2 Contracting Officer’s Representative
1.9.2.1 The Government will appoint, in writing, a COR to monitor performance to ensure services are received and performed in a satisfactory manner. The COR will evaluate the Contractor’s performance IAW the Service Summary (Section 2) and the Quality Assurance Surveillance Plan to ensure acceptable quality levels of the performance standard are met.
1.9.2.2 The COR will notify the Contracting Officer, MOC, Security Forces and Maintenance Supervision immediately of any mishap that results in any damage to the Government assets, Government personnel, or any mishap that results in injury to the Contractor personnel. The Contractor shall ensure the Ground Mishap and Corrective Action Plan [CDRL A006] is provided to the Contracting Officer by the next business day.
1.9.3 Non-Personnel Services
With exception to safety and security issues, the Government will not control, direct, or supervise Contractor employees during the performance of this contract. Contractor employees performing services under this order shall be controlled, directed, and supervised at all times by management personnel of the Contractor. Contractor management shall ensure that employees properly comply with the performance work standards outlined in the PWS. Contractor employees shall perform their duties independent of, and without the need for supervision by, any Government official. The tasks, duties, and responsibilities set forth in the Contract may not be interpreted or implemented in any manner that results in any Contractor employee creating or modifying Federal policy, obligating the appropriated funds of the US Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
1.9.4 Contractor Employees
Contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contactor personnel and displaying distinguishing badges or other visible identification for meetings with government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.
The Contractor is cautioned that if off-duty military personnel are hired under this contract, they may be subject to permanent change of station, change in duty hours or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The absence of such employees shall not constitute an excuse for non-performance under this contract.
1.9.5 Telephone Service
No telephone services will be provided for the Contractor personnel. The Contractor personnel wishing to use telephone services must use their company or personal cell phone. All users of cell phones must adhere to local policy restricting the use of cell phones on flight lines and industrial areas. Local policy directives can be made available upon request to a Flight Line Supervisor. The Contractor shall brief their employees on the policies.
Section 2 Service Summary
2.0 PERFORMANCE OBJECTIVES and THRESHOLDS
The Contractor shall be aware that in the absence of any contract requirement from the Service Summary does not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract. The Contractor shall ensure the following service summary requirements are accomplished:

2.1 Contractor Performance Evaluation
The Contractor shall be aware the evaluation of performance will occur when AFLCMC/LPZ and the base customers evaluate the service of the Contractor to determine whether or not it meets the performance measures of the contract.
NOTE: In the event the performance measure is not met, AFLCMC/LPSK PCO will issue written notification to the Contractor. In those cases, the PCO will take appropriate measures.
