These discrepancies shall be reported and resolved using the DoD web-based application WebSDR link is https://www.transactionservices.dla.mil/websdr/home.asp This system of reporting a Supply Discrepancy Report (SDR), formerly called Report of Discrepancy (ROD), has been developed in compliance with DoD regulations 4140.1-R and 4000.25-M Volume 2, which requires automated SDR processing. In those situations where the SDR initiator is unable to gain access to the AF WebSDR, continued use of manual forms is permitted. Page 9, A003: Propose optional wording as access to CEMS requires higher level clearances from the USAF. Suggested Language:
CEMS Reporting can be accomplished by providing remanufacture CEMS data within the Contractor’s Certificate of Conformance.
CEMS access does not require higher level clearance. Per CEMS Security, the following are required for contractor access:
1. DD FM 2875 SAAR: Part II completed by Supervisor/Government Sponsor; Part III completed by Security Management Officer.
2. Completed Non-Disclosure Statement (NDS): Part II must be signed by a Government Sponsor (Military or Civil Service).
3. A copy of their DoD IAA Cyber Awareness Challenge training certificate from either the ADLS training website (accessible by CAC) or DISA's IASE website (non-CAC). Refer to the Contractor Access Process Instructions on this site for further information.
All required documents can be obtained from CEMS Security at (CEMS.PMO.Security@us.af.mil).

Additional: Solicitation CLIN - Stage 1 LPT New OEM blades – discuss usage and cost impacts.
The solicitation contains a CLIN for new OEM 1st Stage LPT blades. Please advise the intended usage for this CLIN, I have not found any notes or SOW direction defining what the application or usage of how the CLIN for new OEM LPT blades is to be used.
Current price of new OEM Stage 1 blades is around $5200.00 each. The OEM catalog does not provide a firm price thus the unit price continues to be a moving target…we ran across this issue with the USAF Module 13/15. There is also the OEM Suspect Blade (non-warranty) service bulletin to be considered.
Does the Navy want the remanufacture CLIN price to be reflective of $5200.00 blade replacement and associated risk?
Or does the Navy want the CLIN to reflect all reasons associated with 1st stage LPT blade replacement?
The contractor is to identify and recommend Stage I Blade replacement to the Navy Engineer through the PCO. Final determination and approval to replace LPT Blades with new LPT Blades will continue to be made by the Navy on an individual basis, and will be funded on individual delivery orders as required.
CFM/GE
With the USAF Mod 13-15 contract awarded and due to similar workscopes for the Navy Mod 13-15, can USAF provide a list, if any, of government approved DERs, Variances or Non-OEM part repairs that would applicable to the Navy Mod 13-15?
There are no approved DER's for this action at this time; please refer to Para 1.13 of the SOW for future deviations.
