1.0 Scope: This requirement will provide remanufacturing effort for the F110-100 first & second stage fan blade Laser Shock Peen Process. The instructions stipulated herein provide general requirements for inspection, remanufacture, and upgrade of the F110-100 first and second stage fan blades. The contractor shall maintain a Federal Aviation Administration (FAA) Part 145 rated remanufacture facility rated to remanufacture F110-100 engine components; contractor must have the remanufacture capabilities to include appropriate technical data, remanufacture, documents, and license agreements required to accomplish remanufacture/upgrade of F110-100 first and second stage fan blades. The contractor is responsible for the production, remanufacture, and scheduled delivery of a quality product. The purpose of this SOW is to define the remanufacture/upgrade requirements for the F110- 100 first stage and second stage fan blades that apply to the following National Stock Numbers (NSN) and Part Numbers (P/N):

1.1 Background: The F110-100 first and second stage fan blades initiated to provide continued support for the F110-100 program. This is a sustainment requirement for remanufacturing.

2.0 Applicable Documents:

3.0 Requirements:

3.1 Receiving: The contractor shall perform a receiving visual inspection upon receipt of each first and second stage fan blades. The Contractor shall report to the Procurement Contracting Officer (PCO) and obtain disposition instructions for any received assets which are misidentified, misdirected, have a variation in quantity, non- requisitioned items, lost or damaged parcel post or incorrect shipments. If applicable, the Contractor shall provide the PCO, and Program Manager (PM) with an estimated parts list required should missing parts be determined SDR. (CDRL A001)

3.2 Remanufacture:

3.2.1 Remanufacture Procedures: The first and second stage fan blades shall be remanufactured In Accordance With (IAW) the procedures outlined in T.O. 2J-F110-3-6 WP 018 00, 2J-F110-3-12, and 2J-

F110-3-12 WP 003 00.

3.2.2 Work Standard: Work shall be performed to T.O. instructions. In the instance where Air Force (AF) TO’s do not identify specific parameters for the required procedures, the supplier or sub-vendor shall establish a written procedure in accordance with applicable commercial standard. The procedure shall be submitted via email to Central Engineering Activity (CEA) for final approval through the PCO. The contractor may submit Value Engineering Change Proposals (VECP) for consideration in accordance with Federal Acquisition Regulation

(FAR) 52.248-1.

3.2.3 Cleaning: The contractor shall ensure all assets are visually, dimensionally and non-destructively inspected IAW T.O. 2J-F110-3-5 WP 018 00, T.O. 33B-1-11 and checked for arc burn IAW T.O. 2J-F110-3-12 WP 006 00 Paragraph 12.

3.2.4 Inspection: The contractor shall ensure all assets are visually, dimensionally and non-destructively inspected IAW T.O. 2J-F110-3-5 WP 018 00, T.O. 33B-1-11 and checked for arc burn IAW T.O. 2J-F110-3-12 WP 006 00 Paragraph 12.

3.2.5 Remanufacture and Manufacturing Qualification: The contractor shall ensure all remanufactures and spare parts are provided by government qualified sources to maintain Operational Safety, Suitability, and Effectiveness (OSS&E) integrity. The contractor shall be required to apply new part number 9531M21P25F and NSN 2840-01-598-6906 for first stage and new part number 9531M22P05 NSN 2840-01-532-9247 for second stage fan blade using controlled dot peen IAW T.O. 2J-F110-3-12 WP 003 00 and T.O. 2J-F110- 3-12, re-dress blades, and apply solid grit blast dot indicating LSP on blade platform JAW blueprint specifications.

Assets that become condemned prior to, during or after LSP process shall be returned in condition code “H” to the return address called out under the “Packaging and Handling” paragraph of this document. Full LSP workscope will be accomplished and blades will be in serviceable condition.

3.2.6 Packaging and Handling: The Contractor shall be responsible for the preservation and packaging of the F110-100 first stage fan blades IAW the special packaging instructions specified on Air Force Materiel Command (AFMC) Form 158 for assets returning to the Government.

3.2.7 End Item Shipment: Upon completion of remanufacture of assets the contractor shall meet the delivery schedule as outlined in the contract. The Contractor shall ship or transport applicable assets as appropriate in order to have the assets available to support the customer’s operational requirements and IAW the contract. The Contractor shall not destroy reusable shipping containers, and will reuse them for return shipment. Upon shipment of the assets the contractor shall provide tracking information for each document number. All correspondence shall be via email to the Point of Contact (POC) determined by the program office.

3.2.8 Item Unique Identification (IUID): IUID part-marking compliance is a DoD mandate for items contained within government inventory systems and as identified by DoD criterion requirements.

Remanufacture contracts that result in the delivery of tangible personal property to the government shall follow the latest DoD instructions to install IUID compliant marks in accordance with policy as stated in Defense Federal Acquisition Regulations (DFARS) 211.274. Requirements on Bag & Tag for IUID of the blades will be per section 5.1 of MIL-STD-130N and section 5.2.14.3 of MIL-STD-129R.

4.0 Quality System and Quality Assurance:

4.1 Quality System: Each first stage fan blade identified as serviceable shall be delivered to the Government defect free. The Contractor shall have in place a system that adheres to the requirements of International Standard Organization (ISO) 9001.2000/ANSI/ASQC Q92, or equivalent, Quality Systems Model for Quality Assurance in Design/Development, Production, Installation, and Servicing and supplement requirements. The Contractor shall develop and implement procedures to properly maintain measuring and test equipment in accordance with ANSI/NCSL 2340-1.

4.2 Government Review: The quality system procedures, planning, and other documentation and data that comprise the quality system shall be made available to the Government for review upon request. The Government will, at their discretion, perform any inspections, verifications and evaluations to ascertain conformance to ISO 9001:2000/ANSI ASQC Q92 or equivalent requirements and the adequacy of

The Government reserves the right to issue corrective actions against the Contractor’s quality system as a result of audits or inspection. The Contractor shall implement appropriate corrective actions to bring the quality system into compliance.

5.0 Reporting:

5.1 Contract Data Requirements List (CDRL): The contractor shall ensure that all reporting is performed as specified under each CDRL:

A001: Monthly Production Report

5.2 Report of Shipping and Packaging Discrepancy: The Contractor shall meet the delivery schedule.

The Contractor shall ship or transport applicable assets IAW DD Form 1653 Transportation Requirements in order to have the assets available to support the customer’s operational requirements and IAW the contract. The Contractor shall not destroy reusable shipping containers, and will reuse them for return shipment.

6.0 Document Storage: All records and reports outlined in this SOW shall be prepared for each part and a copy kept on file by the Contractor for five (5) years. The Government Technical Representative reserves the right to request and view any records at any time.

SECTION II

2.0 Government Property (GP):

2.1 Government Furnished Material (GFM): None. All parts and components required to accomplish the intent of the T.O.s, SOW or Service Bulletins (SB) shall be Contractor Furnished Material (CFM). CFM and parts used for replacement shall be parts specified in T.O. 2J-F110-44 Illustrated Parts Breakdown (IPB), SBs or have written approval from the AFLCMC/LPSBAA and/or LPSBAB in writing through the PCO.

2.2 Government Furnished Property (GFP): None.

SECTION III

3.0 Safety and Health:

3.1 Compliance during execution of the Contract: While performing work under this contract the Contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health. The Contractor shall notify the PCO, within eight (8) hours of any damage to Government property where the dollar value exceeds $500,000.00 and within two workdays, for any damage to Government property less than $500,000.00 during the execution of the contract.

3.2 Mishap notifications: If requested by the designated PCO, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Notifications shall contain, as a minimum, the following information:

a. Contract, Contract Number, Name and Title of Person(s) Reporting

b. Date, Time and Exact Location of accident/incident

c. Brief Narrative of accident/incident (Events leading to accident/incident)

d. Cause of accident/incident, if known

e. Estimated Cost of accident/incident (material and labor to remanufacture/replace)

f. Nomenclature of equipment and personnel involved in accident/incident
