SECTION I

1.0 Scope

This Statement of Work (SOW) defines the requirements necessary to ensure that delivered remanufactured F108-100 (CFM56-2B) Low Pressure Turbine Rotor and Frame Assembly Modules 13/15 and associated parts are restored as nearly as possible to original life expectancy consistent with AF requirements set forth or referenced herein. This SOW applies to the following National Stock Numbers (NSN) and Part Numbers (P/N):

The instructions stipulated are brief, concise statements providing general requirements for delivered remanufactured F108 Modules 13/15. All performance, with respect to the delivered remanufactured F108 Modules 13/15 and module components, shall be performed at a Contractor owned or operated Federal Aviation Administration Part 145 certified facility rated for CFM56-2B engine components that performs remanufacture using manufacturing processes similar to those used in the original manufacture of Modules 13/15. See FAR 22.1003-6(a)(1). Contractor shall have remanufacture capabilities to include required technical data, repair documents, and license agreements to accomplish remanufacture of F108 Modules 13/15 strictly in accordance with Government requirements and scheduled delivery of a quality product.

1.1 SOW Updates:

The Contractor shall not make any changes to the requirements in this SOW without written approval of the Procurement Contracting Officer (PCO). Contractor recommended changes shall be in writing (email is acceptable), but the Government shall maintain the SOW during the performance of this contract and ensure all changes are necessary and consistent with the requirement of FAR 22.1003-6(a)(1) prior to approval and performance.

1.2 Quality Control/Quality Assurance Plan:

The contractor shall develop, implement, and maintain an integrated Quality Control (QC)/Quality Assurance (QA) plan for the purpose of providing and maintaining confidence in contractor performance, product delivery, and data integrity throughout the life of the contract. Quality shall be ensured throughout the program in all areas of remanufacture, assembly inspection testing, and shipping.

The QC/QA plan shall be developed IAW AFPD 63-5, Quality Assurance and AFI63-501, Air Force Acquisition Quality Program, or an ISO 9000 certified plan to ensure quality across all aspects of the remanufacturing processes used, product assurance, reliability, maintainability, and supportability.

The Air Force reserves the right to verify the effectiveness of the QA program through reviews and audits of work in progress at the Contractor owned or operated facilities.

1.3 Subcontractor and Vendor Management:

The Contractor shall maintain a system for the management of subcontractors and vendors IAW the provisions of this contract. The Contractor shall ensure that all manufacturing processes, data, designs, and deliverables meet all F108 Modules 13/15 engineering and technical requirements, are in accordance with this SOW, and shall fulfill the requirements of this contract and FAR 22.1003-6(a)(1).

1.4 Transition and Relocation Plan:

The Contractor shall maintain and execute a transition plan detailing a ramp up/ramp down process that will not impact on-going remanufacturing processes as prescribed in FAR 22.1003-6(a)(1). This plan shall include transition strategies and shall describe the contractor own or operated facilities needed to support the deliverable modules, including the required manpower and skills to support the transition, and a schedule of the transition from roll-out to full operational status.

1.5 Contractor Relocation:

In the event relocation becomes necessary, the Contractor shall prepare a relocation plan and make available upon request to the Government. This plan shall include a listing of all completion dates of the steps required in the performance of the move and shall address on-site pre-teardown requirements, on-site re-assembly requirements, discrepancy correction, and transition security. The Contractor shall be responsible for the security of F108 Modules 13/15 Government Furnished Property (GFP) during relocation.

The Contractor shall coordinate the relocation schedule with the PCO/QAR to ensure no conflicts exist. In the event of relocation, the Contractor shall continue to provide support for the F108 Modules 13/15 at the new location IAW this SOW.

1.6 Safety:

The Contractor shall maintain and execute a safety program using MIL-STD-882D, AFI 91-301 and AFI 91-204 as guides. The Contractor shall comply with all safety provisions and technical specifications listed in CFM56 Engine Shop Maintenance Manual (CMM). All Contractor personnel and technicians shall comply with system safety engineering principles during all levels of remanufacturing.

While performing work under this contract the contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health. The contractor shall notify the PCO within eight (8) hours of any damage to GFP where the dollar value exceeds $500,000.00 and within two workdays, for any damage to GFP less than $500,000.00 during the execution of the contract.

Mishap notifications shall contain, as a minimum, the following information:

a. Contract, Contract Number, Name and Title of Person(s) Reporting

b. Date, Time and exact location of accident/incident

c. Brief Narrative of accident/incident (Events leading to accident/incident)

d. Cause of accident/incident, if known

e. Estimated cost of accident/incident (material and labor to repair/replace)

f. Nomenclature of equipment and personnel involved in accident/incident

g. Corrective actions (taken or proposed)

h. Other pertinent information If requested by the designated PCO, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office.

1.7 General Services and Material:

The Contactor shall provide all materials for the manufacturing processes required to execute this contract. In exchange, in part, for each remanufactured module ordered, the Government will provide, on a one to one basis, degraded or inoperable GFP F108 13/15 modules free of meaningful damage inconsistent with aircraft engine usage.

1.8 Receiving:

The Contractor shall perform a visual inspection upon receipt for any shipping or packaging GFP damage. The Contractor shall report all Government delivered F108 Modules 13/15 GFP that are misidentified, misdirected, incomplete or missing parts to the PCO in writing (email is acceptable) for disposition instructions. The Contractor shall also perform a visual inspection upon receipt of GFP using CFM56 Engine Shop Maintenance Manual (CMM) 72-54-XX and 72-56-XX. The Contractor shall not destroy reusable shipping containers, and will reuse them for return shipment. In addition, the contractor shall submit SDRs related to shipment of misidentified items, variations in quantity, lost or damaged parcel post, and meaningful damage to GFP inconsistent with aircraft engine usage. These discrepancies shall be reported and resolved using the DoD web-based application WebSDR, located at:

https://www.daas.dla.mil/websdr/home.asp. This system of reporting an SDR has been developed in compliance with DoD regulations 4140.1-R, Supply Chain Material Management Regulation and 4000.25-M, Defense Logistics Management System (DLMS) Supply Standards and Procedures, which requires automated SDR processing. The Prime Packaging Specialist may authorize exceptions to these requirements.

1.8.1 Deficiency Report (DR) Investigation:

At the Government’s request, the Contractor shall investigate and submit findings to include root causes and a corrective action against all DRs submitted to Contractor against delivered remanufactured Modules 13/15 through this contract, which are returned as defective.

1.8.2 Condemnation of Assets:

The Contractor shall condemn, at the Contractor’s facility, any F108 Modules 13/15 component parts that do not meet Build Policy life cycle limits, or do not meet ESM “Serviceable Limits” and cannot be reworked per ESM guidance, before those components lose their identities as GFP and become contractor property. The Contractor shall process all condemned assets through Plant Clearance Automated Reutilization Screening System (PCARSS). The Contractor shall also provide Government quantities by P/N and NSN of components condemned and annotate on AFMC Form 413 Monthly Production Report via the Contract Data Requirements List (CDRL) DD Form 1423.

The Contractor shall report all condemned F108 Module 13/15’s via AFMC Form 413 (CDRL A002), Monthly Production Report and Commercial Asset Visibility for Air Force (CAVAF) System (CDRL A001). Condemnations and usage quantities shall be reported to 421 SCMS/GUMBA, Air Force Sustainment Center (AFSC) via Interim Contract Support (ICS) Parts Usage and Maintenance Data Collection Report (CDRL A004).

1.8.3 Supply Discrepancy Report (SDR):

The Contractor shall submit SDRs when required IAW the contract’s CAVAF Statement of Work, Section 7. Contractor shall process DRs when required IAW Section 1.6 of this SOW.

1.9 Remanufacture:

Remanufactured modules shall be restored to original life expectancy of at least 3500 cycles, in compliance with all applicable CFM56-2B Engine Shop Manual (ESM) and Service Bulletin/Airworthiness Directive Requirements. The Contractor shall perform all inspections, parts usage, manufacturing processes, assembly, adjustments, calibrations, testing and operational checks, correct all discrepancies and malfunctions, and verify acceptable ESM condition of any component, system, or subsystem.

1.9.1 Remanufacture Procedures:

F108 Modules 13/15 shall be remanufactured and component parts shall be reworked, rehabilitated, and/or altered IAW the procedures outlined in ESM 72-54-00 through 72-54-20 and 72-56-00 through 72-56-10, which includes the Standard Practice Manual CFMI-TP-SP.2.0. Delivered remanufactured Modules 13/15 shall only contain hardware meeting the requirements of this SOW. The Contractor shall inspect all components to ensure that they meet United States Air Force (USAF) build requirements.

The Contractor shall acquire component parts from vendors approved by the Air Force, vendors approved by the Original Equipment Manufacturer (OEM), Government inventory, or commercial inventories approved by the USAF and/or OEM. Life Limited Parts (LLP) shall be either new and unused from sources approved by the Air Force, or sourced from government F108/CFM56-2B engine configurations. The Contractor shall check records for all non-new LLPs to ensure component life cycle limits have not been exceeded. In addition, the Contractor shall ensure that all non-new LLPs have a minimum of 3500 cycles (Build Policy) remaining for use in remanufactured Modules 13/15. LLPs assembled in delivered remanufactured F108 Modules 13/15 shall not have been replaced by repaired/reconditioned commercial parts or be sourced from commercial fleets. The Contractor shall provide certification of the remaining life of each LLP assembled in all delivered remanufactured Modules 13/15, and have records (subject to inspection by the government) that will confirm all LLPs have a minimum of 3500 cycles remaining.

New and unused non-LLP components shall be from vendors approved by the Air Force, vendors approved by the OEM, or Government inventory. Non-LLP used commercial components assembled in remanufactured modules delivered to the Government shall be from used commercial inventories acquired originally from vendors approved by the Air Force or OEM. The Contractor shall not acquire non-LLP used commercial parts from supplier sources that have been subject to any violation, penalty, or disciplinary actions leading to FAA disapproval of its aircraft, engine maintenance, or operations. The Contractor shall provide FAA Form 8130-3 documentation for each used component in a module at time of module delivery.

The Contractor shall ensure all four stages of LPT blades are either new and unused or fully restored per ESM guidance. ESM “Serviceable Limits” are sufficient to determine LPT blade usability only when there is no corresponding repair attached to the inspection. All knife edges and Z-notches shall be fully restored per ESM guidance. Blending per ESM guidance is allowed for airfoil restoration. All LPT blades used must meet the following pre-twist angle requirements:

Stage 1 minimum pre-twist angle = 2.07 deg Stage 2 minimum pre-twist angle = 2.55 deg Stage 3 minimum pre-twist angle = 3.50 deg Stage 4 minimum pre-twist angle = 4.70 deg The Contractor shall ensure that all abradable honeycomb seals are replaced with newly-manufactured abradable honeycomb seals on all delivered Modules 13/15.

All remanufactured Modules delivered will meet the inspection criteria established in T.O. Reference CFM56-2B Engine Shop Manual Task 72-00-54-200-001-D, paragraph 3.E. LOW PRESSURE TURBINE ROTOR/STATOR MODULE-INSPECTION and must comply with Service Bulletin 72-0365. Rotor and frame assembly component parts used shall be inspected to piece part requirements outlined for that specific part IAW CFM56-2B ESM. All remanufactured components shall comply with the latest revision of all CFM56-2B service bulletins, along with any outstanding FAA Airworthiness Directives.

Each remanufactured Turbine Frame Assembly shall be matched to its Low Pressure Turbine Rotor Assembly through #5 bearing adjusting sleeve. Remanufactured Turbine Frames and #5 bearing supports shall include rework of the adjusting sleeve per CFM56-2B, ESM 72-00-03 (Refer to caution in 72-00-56-20 turbine frame removal). Remanufactured parts must be identified and match-marked for inspection and assembly operations.

1.9.2 Testing & Evaluation:

The Contractor shall conduct all testing IAW CFM56-2B guidance. The Government reserves the right to witness any and/or all tests conducted by the Contractor and/or subcontractors on a noninterference basis.

1.9.3 Remanufacture Deviations:

Manufacturing and inspection processes used shall be in accordance with ESM 72-54-00 thru 72-54-020 and 72-56-00 thru 72-56-010, Service Bulletin requirements, and comply with FAR 22.1003-6(a)(1)(iv). Prior to Contractor’s effecting deviations in manufacturing or inspection processes for Modules 13/15 or component parts, the Contractor shall obtain written approval for deviations from the PCO.

1.9.4 Deliverables Quality:

The Contractor shall ensure that materials, parts, and accessories used in remanufactured components are restored to original life expectancy or nearly so, and are interchangeable without alteration.

1.9.5 Designated Engineering Representative (DER) Processes and Procedures:

The Contractor shall obtain written approval from the PCO for all DER manufacturing processes and procedures (email is acceptable), prior to using those DER manufacturing processes and procedures in the remanufacture of F108 Modules 13/15 or component parts.

1.9.6 Parts Not Listed in the Illustrated Parts Catalogue (IPC):

The Contractor shall identify use and/or reuse of any part not listed specifically in the CFM56-2B Illustrated Parts Catalog (IPC) to the PCO (email is acceptable) for Air Force Engineering authorization.

1.9.7 Documentation and Certification of Remanufacture:

The Contractor shall provide completed documentation with each delivered remanufactured F108 Module 13/15. The documentation for delivered remanufactured Modules 13/15 shall have correct part numbers and/or assembly part numbers and serial numbers, as well as certification that the delivered modules strictly comply with this SOW. The Contractor shall identify and list all service bulletins applied during the remanufacture of delivered F108 Modules 13/15.

1.10 FAA Form 8130-3:

The Contractor shall provide a completed FAA Form 8130-3, Airworthiness Approval Tag, with each remanufactured assembly or remanufactured component part used therein prior to acceptance by the Government. In item 13 (remarks), list CFM56-2B Service Bulletins applied in reworking a part or assembly to an authorized output part number. (Example: CFM56-2B, SB 72-0365).

1.11 Quality System and Quality Assurance:

Each remanufactured F108 Module 13/15 shall be delivered to the Government defect free. The Contractor shall maintain a system that adheres to the requirements of International Standard Organization (ISO) 9001.2000/ANSI/ASQC Q92, Quality Systems Model for Quality Assurance in Design/Development, Production, Installation, and Servicing and supplement requirements imposed by this contract. Develop and implement procedures to properly maintain measuring and test equipment IAW ANSI/NCSL 2340-1. The quality system will include a clear and complete set of work documents for all manufacturing and inspection processes required by this contract. The Contractor’s quality program shall be designed to promptly detect and correct conditions adverse to quality.

1.12 Packaging and Handling:

The Contractor shall be responsible for the preservation and packaging of the delivered F108 Module 13/15 IAW the Special Packaging Instructions specified on AFMC Form 158, Packaging Requirements. The Contractor shall place a serviceable tag, Department of Defense (DD) Form 1574, inside the package along with the assembly as well as outside the package. In addition, all marking and labeling of unit and shipping containers shall be in accordance with Mil-Std-129P, Department of Defense Standard Practice, Military Marking for Shipment and Storage. Use additional guidance for preparation and shipment IAW T.O. 00-20-1, 00-20-3, MIL-STD-2073-1, MIL-STD-129, AFPAM24-237, and AFMAN 24-206. Contractor shall not use Commercial Packaging.

1.13 Schedule:

Any changes to contractual milestones shall be made only with Program Office coordination and written approval of the PCO (email is acceptable). Production or delivery problems which have developed, or are developing, and have the potential to stop, interrupt, or otherwise impact the production or delivery of remanufactured F108 Modules 13/15 will be reported to the Program Management Office via the PCO within 7 calendar days of discovery.

1.14 Shipping and Transportation:

The Contractor shall meet the delivery schedule as outlined in Schedule B of the contract. The Contractor shall ship or transport applicable contractor supplies and materials as appropriate in order to have the contractor supplies and materials available to support the customer’s operational requirements and IAW the contract.

1.15 Document Storage:

All records and reports outlined in this SOW shall be prepared for each part and a copy kept on file by the Contractor for five (5) years after contract completion. The Government Technical Representative reserves the right to request and view any records at any time.

1.16 Mission Essential Services:

N/A

1.17 Contractor Identification to Government Employees:

Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, Contractor personnel shall appropriately identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.

SECTION II

2.0 Applicable Documents

2.1 Reporting:

The Contractor shall meet the delivery schedule. Contractor shall provide completed FAA Form 8130-3 with each remanufactured F108 Module 13/15 and component parts. This documentation shall have part number, serial number, work accomplished, and Service Bulletins applied, on a DD Form 1574 tag. The Contractor shall ensure that all reporting as specified under the following CDRL is accomplished:

A001:Commercial Asset Visibility Air Force (CAVAF) Reporting, formerly CAVII
A002:AFMC Form 413 (Depot Maintenance Production Report)
A003:Comprehensive Engine Management System (CEMS) Reporting
A004:Interim Contractor Support (ICS) Parts Usage and Maintenance Data Collection Report
A001:CAVAF Reporting CDRL - Contractor shall input the data IAW Appendix B and CAVAF guide.
A002:AFMC 413 Monthly Reporting CDRL - Data IAW the AFMC Form 413 report shall not be waived, although Contractor’s format with all the same data elements as the AFMC Form 413 report may be accepted, if approved through the PCO.
A003:CEMS Reporting CDRL - Each remanufactured Serial Number F108 Module 13/15 assembly is loaded into Comprehensive Engine Management System (CEMS) system and all part number changes must have documentation accomplished. The point of contact for verification of part numbers and serial numbers for the Air Force NSN: 2840-01-229-5786PN (CII: HF108E0/HF108G0) is Frederick Gonzales, Equipment Specialist, (405) 736-5941, AFLCMC/LPSBAA email: frederick.gonzales@tinker.af.mil.
A004:Interim Contract Support (ICS) Parts Usage and Maintenance Data Collection Report CDRL - Contractor shall input data on the Data Collection Form and this shall not be waived. Contractor must use provided format with all the data elements. Data shall be reported to 421 SCMS/GUMBA, Air Force Sustainment Center (AFSC), to establish usage rates and cost planning by email: bradley.brist@tinker.af.mil.

2.2 Reference & Technical Manuals:

In execution of this SOW, the Contractor shall apply manufacturing processes, tools, and products as prescribed in FAR 22.1003-6(a)(1)(iv) and in accordance with (IAW) CFM56 Engine Shop Maintenance Manual (CMM) 72-54-XX and 72-56-XX, CFM56-2B Service Bulletins, CFM56-2B Engine Shop Manual 72-54-00 and 72-56-00 through 72-56-10, and CFMI-TP-SP.2. All remanufactured modules must meet the inspection criteria established in T.O. reference CFM56-2B Engine Shop Manual Task 72-00-54-200-001-D Low Pressure Turbine Rotor/Stator Module –Inspection and must comply with Service Bulletin 72-0365.

SECTION III

3.0 REQUIREMENTS

3.1 Government Furnished Material (GFM):

None. Contractor shall furnish all material, support equipment, tools, test equipment and services. Government Furnished Material will not be provided.

Contractor furnished material used for replacement components shall be parts specified in ESM CFM56-2B Engine Shop Manual. Any deviations shall have written approval from Propulsion Engineering, AFLCMC/LPSBAA and AFLCMC/LPSBAB through the PCO.

3.2 Government Furnished Property (GFP):

GFP shipped to the contractor ceases to be GFP at the point identified in FAR 22.1003-6(a)(1)(v), except as specified in SOW Section 1.8.
