About this file
This memorandum documents the removal of Jordan from a justification and approval addendum for an F100 engine module remanufacturing contract. The contract supports foreign military sales for partner countries but initially included coverage for Jordan. Another contracting officer was pursuing a separate effort for standalone Jordan engine module support. As the FMS contract will have requirements-type coverage, the program managers and contracting officers agreed to remove Jordan from the scope so the other contract could proceed independently. Jordan's estimated quantity of one module over the life of the contract represented less than one percent of the total value. Removing Jordan constituted a decrease in dollar value and scope, so no new justification and approval was required according to government regulations.

MEMORANDUM TO FILE
FMS ENGINE MODULE REMANUFACTURE
J&A ADDENDUM
FA8121-16-R-0012
FA8121-19-D-0005
The purpose of this memo is to document the removal of Jordan from the J&A for the subject effort.
The undersigned PCO identified that the subject solicitation for the FMS Engine Module contract included coverage for the country of Jordan and that another effort for stand-alone Jordan Engine Module support was being worked by another PCO in the section. Because the FMS Engine Module effort will be a “Requirements” type contract, the PCO brought it to the attention of the other PCO and elevated to the Branch Chief level. On 18 December 2018 a meeting was held with the following attendees:
, NH-04 Chief Propulsion and Strategic Contracting, AFSC/PZAA
, GS-13 PCO, AFSC/PZAAA
, GS-13 PCO, AFSC/PZAAA
, NH-03 Lead PM F100 International Propulsion, AFLCMC/LPSIA
, GS-12 F100 Program Manager, AFLCMC/LPS , GS-12 F100 Program Manager, AFLCMC/LPSIA
As a result of the meeting it was decided that Jordan would be removed from the FMS Engine Module effort so that the Jordan Engine Module contract could stand alone. See attached email from dated 25 Feb 19.
The Acquisition Plan Attachment 2 Table 2 (filed under Tab 2) identifies the FMS Partner Forecasts.
Jordan’s Best Estimated Quantity (BEQ) over the life of the contract is only one Module for a total amount of (which is less than 1% of the estimated contract value).
Based on the BEQ’s and estimated amounts the overall impact of removing Jordan from this effort is nominal.
In accordance with AFFARS 5306.303-2(g)(1) A new J&A is not required for a decrease in the dollar value or scope of the effort. See attached email from , Competition Advocate, AFSC/PZCAB.
