II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED
A. This Class Justification and Approval (J&A) authorizes the use of other than full and open competition procedures to obtain three Firm Fixed Price (FFP) sole source requirements type contracts. This acquisition consolidates seven existing sole source contracts into three strategic contracts to be awarded to Pratt & Whitney Military Aftermarket Services Eagle
Supply (P&W), cage 3ELG9, which will serve as the administration office for each location.
Performance will occur at the following locations: East Hartford, CT; North Berwick, ME;
and Springdale, AR. This will consolidate similar processes by cage code and provide for greater contract/facilities oversight.
B. P&W is the original equipment manufacturer (OEM) for all seven existing contracts, the only contractor that has ever performed any of these requirements, and the only qualified source to satisfy this requirement. This acquisition will fulfill agency requirements as a 2-year basic with four 2-year options for a total of 10 years, if all options are exercised. This consolidation effort for three strategic sole source contracts will support the 448 Supply
Chain Management Wing (SCMW) and Foreign Military Sales (FMS). No other contract vehicle will be utilized to implement the requirements set forth in this J&A.
C. The estimated total value is $397,000,652.00:
Cage Code 8N802 East Hartford, CT $16,025,612.31
Cage Code 1DVS1 Springdale, AR $117,039,242.22
Cage Code 3D6U5 North Berwick, ME $263,935,797.47
D. The award date of these contracts will be coordinated based on the first contract to expire per location. The remaining contracts per location will be terminated for convenience at no additional cost to the Government as their items will be on the new contract.
North Berwick, ME 1 May 2015 Estimated Award Date
Springdale, AR 16 Jul 2015 Estimated Award Date
East Hartford, CT 15 Dec 2015 Estimated Award Date
E. Table 1 identifies the seven current sole source contracts, corresponding start dates, expiration dates, and items acquired. All contracts are awarded to, and administered by cage
3ELG9.

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS
A. Under the proposed contracts, P&W will provide remanufacturing of 32 individual F100 engine components in support of the F-15 and F-16 weapon systems. Several of the components listed below include multiple National Stock Numbers (NSNs) for a total of 41
NSNs. The systems/sub-systems for the subject components are stable and mature in their sustainment life cycle. The contractor will provide all required labor, direct material, parts, facilities, and test equipment to accomplish remanufacturing and packaging preservation in order to deliver to the Government the required remanufactured items. These contracts will be funded with 4930 (USAF Working Capital Funds ) and 8242 (FMS) funds. The ordering periods for the different contracts by location will be:
North Berwick, ME: 1 May 2015 through 30 Apr 2025
Springdale, AR: 16 Jul 2015 through 15 Jul 2025
East Hartford, CT: 15 Dec 2015 through 14 Dec 2025
B. Component code commonality:
Federal Stock Class (FSC): 2840
Expendability, Recoverability, and Reparability Code (ERRC): T
Materiel Management Aggregation code (MMAC): NZ
North American Industry Classification System (NAICS): 336412
C. Qualification requirements (QRs) have been developed and approved for eight NSNs listed in
Section XI and will be posted to FebBizOpps annually. To date, no alternate source has been approved. Therefore, it is appropriate to seek approval for the requirements of the NSNs for more than one fiscal year. Should a new source(s) become approved during the life of this contract, the component with the newly approved source will be removed from the contract via a locally developed add/delete clause.
D. The following items will be remanufactured at North Berwick, ME.

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION
10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2).
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR
NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED
ABOVE (APPLICABILITY OF AUTHORITY)
To date, the OEM, P&W, has been the only contractor that has the expertise, experience, tools, and test equipment necessary to provide remanufactured supplies, which are critical safety items, needed to meet the agency’s needs. By virtue of funding, at least in part, the development of the engine and modfiications over time, the Government could insist upon at least Government purpose license rights in the associated technical data.
However, it does not possess a full data package usable for third-party production or provisioning of the necessary spare parts. Steps could be taken to secure a full TDP from
P&W, but such could not be received and validated in time to support this acquisition.
Further, in light of the fact that many of the items at issue here are critical safety items, they may be considered highly specialized equipment, including major components thereof to which FAR 6.302-1(a)(2)(ii) applies. This section provides that such supplies may be deemed to be available only from the original source in the case of a follow-on contract when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, or unacceptable delays in fulfilling the agency’s requirements. The history of the program provides support for this conclusion. To the extent data and drawings are available to the government, this technical data is synopsized annually, but few contractors have expressed interest due to the expenses involved in becoming a qualified source. CSIs require a two-step approval process consisting of a source approval request
(SAR) followed by a source demonstration of the remanufacture. This process can take a substantial amount of time based on part availability and testing requirements. Because of the complicated and highly technical nature of the remanufacture, it can be cost prohibitive to become qualified without a larger guarantee of work.
For example, the Government possesses all data necessary to repair the F100 Spray Ring manifolds (afterburners). A second source has submitted a SAR package and has been cleared to perform the source demonstration. However, because this repair requires expensive equipment in addition to a number of environmental concerns (fuel is used to clean the manifolds and must be disposed of properly), the potential source has stated it would not complete this source demonstration without a guarantee of future work. The portion of work they have requested to cover their initial costs is approximately 75% of the USAF annual requirement. This is not in the best interest of the Government as it risks forcing the current source out of the game while simultaneously paying a higher price to the new source.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED
FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE
Sources Sought Synopses were posted to the Federal Business Opportunities (FedBizOpps) web page for all components by NSN on 13 and 15 Nov 2013. To date, no responses have been received. As required by FAR 5.201(b), this requirement will be synopsized on FedBizOpps.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED
COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE
The Contracting Officer will ensure that the items described herein are negotiated in order to achieve a fair and reasonable price for the Government by utilizing certified cost and pricing data, a technical evaluation from the Defense Contract Management Agency (DCMA), and a field audit from the Defense Contract Audit Agency (DCAA). A detailed cost analysis and a price analysis will be performed.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS,
OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT
CONDUCTED
A. The Government conducted market research in accordance with FAR Part 10 by synopsizing, as described in Section VI, the proposed acquisition advising industry of the pending acquisition and soliciting inquiries from interested parties. Additionally, a multi-functional team consisting of the Contracting Officer, Program Manager, Engineer, and other personnel conducted and documented the market research effort. In-depth guidance was provided by the Acquisition Center of Excellence subject matter expert (SME), as well as the Small
Business Office SME. The following are the results of the market research and analysis.
B. The Government engineering team conducted research in conjunction with the completion/review of AFMC Form 762, Contract Repair Screening Analysis Worksheet documents in accordance with AFMCI 23-113. The engineer ran inquiries from available Air
Force data systems, such as the Joint Engineering Data Management Information and Control
System and the Military Engineering Data Asset Locator System, to verify what data the
Government possesses.
C. The subject components’ procurement histories were reviewed to identify if the Government had previously contracted from anyone other than P&W for these requirements. The results of the review yielded that P&W is the only source that has ever provided these remanufactured components and is the original manufacturer of the components. However, due to the Engine Enhancement Program (EEP), three of the components have been given new NSNs (2840-01-560-3232, 2840-01-580-6610, 2840-01-582-2074) and were therefore assigned a remanufacture method code (RMC) of R4: “remanufacture for the first time directly from the actual manufacturer.” Under EEP, these new items were assigned different part numbers by the OEM for the differences in tolerances and life-limits of the components and are unique enough in form, fit and function to be cataloged with separate NSNs so they can be segregated in the supply system.
D. Further market research was conducted to include inquiries of available data systems, such as
System for Award Management (SAM), WB Parts Inc. (parts services), Department of
Defense EMALL, Center of Parts Activity (COPA), Logistics Installations Mission Support
Enterprise View (LIMS-EV), Purchase Request Process System (PRPS), D043, and D200
Computation. Additional web searches included Google and Inventory Locator Service
Market Intelligence. Keywords utilized in the search were North American Industry
Classification System (NAICS) 336412 (aircraft engine and parts manufacture) and the nouns. As a result, market research revealed that several companies have capabilities but lack the specific resources to perform the highly specialized manufacturing processes needed to remanufacture the parts.
E. All components are non-commercial as the F100 engine is military unique. There are no applicable industry standards, regulations, trade journals, or process guides that apply to the remanufacture of these components.
F. Currently, no opportunities for small or disadvantaged businesses exist, but the Government will stipulate small business subcontracting requirements in its Request for Proposal (RFP) via a locally developed clause.

XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO
REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING
SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED
A. In an effort to identify and remove barriers to competition, the AFLCMC Cognizant Engineer
(CE) will continue to monitor the marketplace for source development and continue discussions with the OEM regarding approved sources. The Government has QRs for eight
NSNs identified in table 3. Currently, the AFLCMC CE is reviewing a source approval request (SAR) (received prior to this effort) and at this time it is not approved. The
Government will continue to synopsize the requirement to identify potential subcontracting opportunities and rescreen the items prior to contract option execution.

B. The estimated cost for reverse engineering varies by component. The latest Accelerated
Mission Test (AMT) performed in FY14 by the AFLCMC/LPSA F100 Component
Improvement Manager cost approximately $25,000,000 for 10 components. The probability of failure without development and testing would pose an unacceptable risk to the safety of personnel and/or equipment. Any alternatives developed would require significant engine testing and possibly flight testing. This estimate does not include any bench testing or flight testing, which cannot be adequately quantified. To date, no reverse engineering efforts
(Government or private industry) or validation of alternative specifications have been initiated or funded.
