The ATCALS antennae is unique to the ATCALS system, sole source to L3 Harris Technology, Inc. Current contract information can be found summarized below. The government does not own the data and is unable to approve additional sources for this configuration.
The rights to use the data needed to repair this part from additional sources are not owned by the government and cannot be purchased, developed, or otherwise obtained. Due to the restrictive nature of this data and equipment, competition is not
Page 2 of 5Updated: 19 Jul 16 anticipated during the life of this contract. L3 Harris Technology, Inc. has sole source ownership of the repair data, firmware and test equipment. Experienced technicians are a critical part of the repair process. L3 Harris Technology, Inc. is the only company which possesses this critical experience and is the only known source to satisfy the Government’s requirement. USAF requirements have been reviewed and are unable to be modified. Prior market research revealed this is a military unique requirement, see section H for additional information.
This acquisition is a sole source contract. This market condition has existed since this item was initially fielded. This item is in the sustainment phase of its life-cycle; trends or technological changes in the marketplace cannot be leveraged for this item without additional engineering design effort. L3 Harris Technology, Inc. is the only known, qualified contractor that has the data/repair data, parts, expertise, tools, facility, firmware, software, test equipment, and repair processes necessary to perform this highly specialized repair service sufficiently to meet the Government’s needs.

Additionally, Internet search using the keywords radar, antennae, repair and land-based was conducted on 23 Sep 2020. No additional approved sources have been found. Approved sources are delineated on the Contract Repair Screening Analysis Worksheet. Efforts by the Government to secure the necessary license rights from L3 Harris Technology, Inc. have been unsuccessful. At this time no additional sources have been approved and no SAR packages have been submitted.

Section F: Product Data The current Contract Repair Screening Analysis Worksheet (CRSAW), coupled with the applicable Repair Data List (RDL), details the specific data needed to successfully fabricate this item. The CRSAW identifies the current Repair Method Suffix Code (RMSC), which indicates the data rights/completeness for future acquisitions. The current Repair Method Code and the Repair Method Suffix Code RMC/RMSC) is R3/D. It is being acquired/repaired for a subsequent time, directly from the actual manufacturer, L3 Harris Technology, Inc.
Section G: Environmental Impact Considerations and Certification Requirements The current AFMC IMT 807 (aka Recommended Quality Assurance Provisions and Special Inspection Requirements) states this requirement and associated technical data has been reviewed and does not appear to require the contractor to use Class I Ozone Depleting Substances (ODS) identified in Air Force policy. Additionally, the requirement is not written so that it can only be met by the use of a Class I ODS.
Section H: Commercial Opportunities This item is military unique, with no equivalent commercial products or services within the current marketplace. There are no commercial items/services within the current marketplace that meet the requirements of the Air Force. Furthermore, there are no commercial items/services within the current marketplace that can be modified to meet the requirements of the Air Force.
Because of its unique mission needs, the Air Force's requirements cannot be augmented to the point where a commercial item/ service can be used.
Section I: Industry Standards, Commercial Business Practices All qualified vendors must be either AS9100 or ISO 9001 certified.
Page 4 of 5Updated: 19 Jul 16
Section J: Technology Trends & Technology Insertion Opportunities This item is in sustainment. The configuration baseline must be maintained. This acquisition does not afford the opportunity to leverage technological changes in the marketplace. These opportunities must be funded as separate development projects and approved for use on the applicable weapon system through the configuration change management process. This item's configuration is defined by the current engineering data which were validated by the Air Force during the item's Critical Design Review. Any technology insertion opportunities would have to be coordinated by the Chief Engineer for the weapon system.
Section K: Small Business Opportunities Market research indicates that there are no small buisness that have the capability to perform the work. Small businesses interested in this type of work should contact the OEM directly for potential sub-contracting opportunities. OEMs are encouraged to utilize small business opportunities for their sub-contract work. At this time no additional sources have been approved and no SAR packages have been submitted.
Section L: Terms and Conditions This item is military unique with no equivalent commercial products or services within the current marketplace. The solicitation and resultant contract will address: warranty options, maintenance support; financing and discounts; marking and packaging;
inspection and acceptance processes; making a fair and reasonable assessment and determination; insured/bonded/licensed requirements; and payment plans. Standard Government business practices are applicable for this requirement. Standard Government terms and conditions are applicable for this requirement. Inspection and acceptance of individual tasks work efforts will be accomplished by Government personnel.
Section M: Government's Presence/Leverage In the Market As this requirement is in support of a military unique item, the government is the only customer in the marketplace.
Section N: Conclusions and Recommendations This requirement can only be satisfied by the identified vendor, L3 Harris Technology, Inc. L3 Harris Technology, Inc. has sole source ownership of the repair data, firmware and test equipment. The OEM is also the only known source that possesses the personnel trained and certified to repair the ATCALS antennae. No other companies have the repair data or software and test equipment for repair of the ATCALS antennae. Experienced technicians are a critical part of the repair process. L3 Harris Technology, Inc. is the only company which possesses this critical experience and is the only known source to satisfy the Government’s requirement. Duplicating this equipment would be prohibitively expensive, and thus would not offer a sufficient return on investment. The market research conducted herein supports the acquisition strategy of procuring this supply from the
Page 5 of 5Updated: 19 Jul 16
OEM, as documented on the Contract Repair Screening Analysis Worksheet. The testing requirements cannot be modified as it is in support of a configuration managed item.

II. Describe the details regarding the various methods indicated above that were used to arrive at the market research findings.
Internet websites and databases (including Google.com, Thomas Register, Haystack, FedBizOpps, DSBS, SAM, and FPDS) were queried for potential sources based on like aircraft and like services. Known approved sources have been annotated on the current CRSAW. Efforts by the Government to secure the necessary license rights from L3 Harris Technology, Inc. have been unsuccessful. An ingury was made to L3 Harris Technology, Inc. on 5 September 2020 requesting a price quote to acquire or license the necessary data rights. L3 Harris Technology, Inc. declined to quote. At this time, L3 Harris Technology, Inc. is the only approved source. As of Sept 2020, no responses to the Sources Sought Synopsis have been received in the email box as designated in the Sought Synopsis. Additionally, as of Sept 2020, no SAR packages have been received in the Integrated Engineering Support (IES) system. A Sources Sought Synopsis for this requirement was posted on the Federal Business Opportunities (FedBizOpps)website for 30 calendar days. These SSS were posted under FD20302002269, 20 Aug 2020 - 20 Sept 2020.
The above market research documentation is complete and accurate and represents an appropriate level of review for the complexity of the requirement.
