17" "Nov" "20201-Rapid POC TestingIs in-home use a requirement to submit a solution brief? If yes, would in-home sample collection using a kit, followed by drop off at a drive through pharmacy, be considered?Collection or drop-off is not aligned with results in 30 minutes.
17" "Nov" "20201-Rapid POC TestingIs that AOI [AoI 1 - Rapid POC Testing] for purchase of existing tests or for development of a new test for COVID-19?This AOI is for industrial base expansion of exisiting COVID-19 tests and is not intended to cover development of new tests.

18" "Nov" "20201-Rapid POC Testing & 2-GlovesIs there a maximum budget for these proposals? Or a range?There is no set range/budget for the efforts. However, we are interested in the total proposal cost as well as the per-test cost and any quantity breakpoints.
15" "Nov" "20202-GlovesIs this contract opportunity solely for enhancing domestic production or are you also looking to procure products from abroad to build a stock in the SNS?This AoI opportunity is solely for expansion of the domestic glove manufacturing industrial base, and will assist in enhancing domestic production of gloves, glove raw materials, and glove production equipment/machines.
17" "Nov" "20202-GlovesNEW FACTORY vs. EXISTING FACTORY QUESTION: We would like to clarify your requirements, as we are not currently manufacturing nitrile, powder-free gloves and the gloves document in the solicitation appears to be written for those who are already manufacturing gloves in the US . We are ready to stand-up a new factory (factories) to manufacture the required gloves. Therefore, are you interested in understanding how we would stand-up a new factory (factories) in the US by answering the 50 questions with the mindset of standing-up a new factory (factories)?Yes, the government is absolutely interested in proposals for new glove production facilities/factory (factories). If you are not currently working in the industry please just ignore the first question or state "Not Applicable". It should be noted that there are 3 areas of the gloves AoI (glove production, glove raw materials, and glove production equipment) to expand the industrial base. Therefore each of these areas should address the 17 questions that pertain to each area of the glove AoI.
17" "Nov" "20202-GlovesRESPONSE FORMATTING QUESTIONS: We recognize you want to understand our plans to do three things (manufacture gloves, manufacture raw materials, and manufacture machinery). To produce gloves fast in the US, our plan would immediately involve sourcing machines from overseas, but then eventually manufacturing machines in the US, immediately buying raw materials (both foreign and US made—but eventually reshoring it all), and then setting up our factories in strategic locations in the US to meet the manufacturing glove needs of commercial and the US Government.

a. Due to the 50 questions that must be answered---and the Spiral 1 page count limitation---would you like us to somehow synthesize all of the 50 questions into the 5-page or 15-chart limiting response (though we would no doubt risk not offering details you might enjoy), or do you want us to answer each question specifically, as well as fill out a 15-chart presentation (in other words, it seems like a lot of detailed information required in a very low page number response requirement)?

b. Therefore, can we produce the 15-chart presentation AND answer all 50 questions in a separate Word document? Please keep in mind this initial submission is a brief concept. You can submit a separate, focused proposal for each of the AoI's focus areas: machine manufacturing, glove manufacturing and production of material.

This should make it so that you can provide the necessary information within the page limitation since there are only around 17 questions in each area.

18 Nov 20202-GlovesThe CSO Section 1.6.2 details the 5-page Solution Brief to be submitted, and the AoI pdf, under section "AoI Expansion Request" 2.a.i has a list of 17 points to address. Are these 17 points to be included in the Solution Brief white paper, or is it a separate submission?It is very important that the 17 questions are specifially addressed in your briefing. These questions are the basis of the technical evaluation and rating of your solution(s).
18 Nov 20202-GlovesIs there only interest in acryloNitrile Butadiene Rubber (NBR) or is there interest in other materials like Natural Rubber Latex (NRL) non-sterile, powder-free, medical exam gloves?Yes, there is also interest in Natural Rubber Latex (NRL).
18 Nov 20202-GlovesIs there only interest in examination gloves, or also in surgical gloves (as implied in section "AoI Expansion Request" 2.a.)?Please include information on both.
18 Nov 20202-GlovesIs there interest in gloves for non-medical uses?The focus of this CSO is for medical gloves.
18 Nov 20202-GlovesCSO Section 1.6.2.b.1 asks for the "Offeror Name" and "Title". Is this the company name, and if so, would "title" be "manufacturer" for example?The vendor responding to this CSO is the Offeror. Title is the name of the effort. It can be anything you'd like such as "Your company's response to Glove AOI"
19 Nov 20202-GlovesWhat programs or support do you have to assist the return of nitrile glove manufacturing to the United States?The CSO is requesting information from vendors regarding how you can return nitrile glove manufacturing to the US. If there is funding and your proposal is thorough, there is a chance that your concept could be funded to purchase equipment, facilities, etc to meet that goal.

18 Nov 2020N/ADo I need a DUNS and SAM registration to respond to your I DEC CSO notice/request for information?Per our regulations, all offerors shall provide the contracting officer the CAGE code assigned to that offeror's location prior to the award of a contract action above the micro-purchase threshold. Acquiring a CAGE code before award is required.

a. How do we submit the Solution Briefs? Is this an electronic submission and/or other mode of submission?

b. Do we submit two separate briefs based on AOI or can we consolidate our proposal? a. CSO paragraph 1.6.1.h states: Submissions shall be submitted electronically as prescried in the respective AoI.

b. CSO paragraph 1.6.1.c states: Offerors may submit multiple Solution Briefs in response to any single AoI if each submission represents a separate and distinct concept. Individual Solution Briefs may only address one concept based on the stated DAF ACT AoI.

a. When would Awardees be notified if their application has been selected?

b. When would funding commence and total duration of funding?

c. What is the project amount of funding? a. CSO paragraph 1.6.1.j. states: Solution Briefs that are not invited to a Spiral Phase 2 Oral Presentation or Spiral Phase 3 Request for commercial solution proposal (CSP) will be notified in writing as soon as practicable.

b. Any funded contract/agreement resulting from an approved CSP would be dependent on the solution offered.

c. There is no maximum or range for the budget. However, we are interested in the total proposal cost as well as the per-test cost and any quantity breakpoints.
