1.0 SECTION I – DESCRIPTION OF SERVICES

1.0.1 This Performance Work Statement (PWS) describes and defines the types of engineering tasks that will be performed by the contractor to support Air Force Sustainment Center (AFSC) 848 Supply Chain Management Group (SCMG) engineering. 848 SCMG engineering is delegated certain Operational Safety, Suitability, and Effectiveness (OSS&E) authority. In order to execute the authority vested in 848 SCMG, access to all relevant technical data is required. The Original Equipment Manufacturer (OEM) retains large amounts of data required to support OSS&E functions associated with the acquisition, repair, remanufacturing, and overhaul of stock listed items managed by 848 SCMG. This is because the OEM designed and/or specified major components of many weapon systems. The types of engineering tasks requiring access to this data include qualifying sources of supply, analyzing design data, resolving diminishing manufacturing sources and material shortages, developing fabrication/repair procedures, developing fabrication/repair fixtures, evaluating damage, evaluating repairs, system integration, and developing technical order source data.

1.0.2 This multi-platform contract provides the 848 SCMG engineering with a vehicle to receive engineering assistance and solutions from the OEM on issues affecting structures, avionics, accessories, ground support, and commodity items managed by the 848 SCMG for which the OEM holds the rights to the data required to produce said assistance or solutions. These commodity items are used on B-1, B-2, B-52, C-17, E-3, F-15, KC-135, and AGM-86 weapon systems. The Contractor must have access or can obtain access, and the rights to access, B-1, B-2, B-52, C-17, E-3, F-15, KC-135, and AGM-86 OEM internal data systems to retrieve weapon system design data.
