SECTION 1 – DESCRIPTION OF SERVICES

1.1 Customer Service Requirements

This Performance Work Statement defines the work to be performed for extended service/repair support and engine health center support for the fielded Jemm/JemmExt instruments.

1.1.1 Customer Interface

The contractor shall provide extended service/repair support coverage for all Jemm/JemmExt Equipment identified in Table 1. Additional machines may be added upon expiration of equipment “new purchase” warranty. “Jemm/JemmExt Equipment” in addition to the Scanning Electron Microscope/Energy Dispersion X-ray (SEM/EDX), includes all software and peripheral components that are part of the equipment package purchased from the contractor such as Personal Computer (PC), vacuum pump, and Uninterruptible Power Supply (UPS). The extended service/repair support shall provide for the repair and/or replacement of Jemm/JemmExt Equipment exhibiting defects in materials and workmanship subject to the exclusions specified elsewhere in this PWS. In addition, under said service/repair support, the contractor shall provide diagnostic support in response to reported equipment problems, and restore equipment performance. The U.S. Government (the “Government” or “US Government”) shall not incur any charges to cover costs for labor, travel, and replacement parts accrued in the fulfillment of service/repair support – exceptions for travel and accommodations as defined in (“Repair Locations”) are subject to change due to the US Government’s mission. The Government will make every effort to fund the full year of the contract. The contractor shall not provide service unless funded by task order.

1.1.2 Levels of Support and Response Time

The contractor shall provide three levels of support. The user shall not be liable for any damages caused by contractor directed attempts to repair. It is at the sole discretion of the user whether or not to attempt physical repairs to the machine.

1.1.2.1 Level One Support

First level of support involves the user/customer communicating their problem via telephone and/or e-mail to a service/repair support center. The contractor shall attempt to guide the user towards resolution of the problem.

1.1.2.2 Level-One Response Time

The contractor shall respond to level-one issues 24 hours per day, 7 days per week, and 365 days per year.

1.1.2.3 Level-Two Support

Level-two support shall be employed if level-one support does not bring resolution after 24 hours elapse from the time of initial communication (acknowledgement) of the problem. Level-two support entails establishing a remote data link (via data capable analogue telephone line), provided by the Government, between contractor facilities and the equipment, when available. The contractor shall remotely perform diagnostics and attempt to guide the user towards resolution of the problem. In areas where a dedicated line is not available to facilitate remote diagnostics, an additional 48 hours of level-one support will be allowed to resolve the issue, then, if the issue is not resolved, support will go directly from level-one to level-three. Level-two support shall be available 24 hours per day, 7 days per week, and 365 days per year.

1.1.2.4 Level-Two Response Time

Maximum time allowed for the contractor to resolve a level-two issue is 24 hours from the time of initial communication (acknowledgment).

1.1.2.5 Level-Three Support

Level-three support shall be employed when problem resolution is not achieved within 24 hours of initial establishment/engagement of a remote data link specified in level-two support, or 72 hours of level-one support where a dedicated line is not available, rendering the system NMC. Level-three support entails the contractor dispatching a repair technician to perform diagnostics and repairs at the location where the affected equipment is “home based” (Table 1). In cases where commercial transportation and/or accommodations to/at an operating location are not available or suitable, the Government will assist with or provide transportation and accommodations as necessary. In these cases the Government will determine whether it is beneficial to use Government transportation and/or accommodations.

1.1.2.5.1 Level-Three Response Time

Maximum time allowance for the contractor to resolve a level-three issue is as follows:

1.1.2.5.1.1 On-Site Repair

The contractor shall be allowed 72 hours to arrive on-site for level-three actions and an additional 72 hours to return the unit to complete serviceable status. If the corrective action shall take longer than the 72 hours to return the unit to complete serviceable status, the contractor shall notify the Program Manager and the Contracting Officer of the required corrective action and estimated time of completion.

Once repairs are accomplished, the contractor shall provide the on-site NDI Chief or equivalent, with an itemized list of repairs.

1.1.2.5.1.2 Off-Site Repair

If it is determined that off-site level-three repair is required, the user will ship the machine to a repair location identified in Table 2. Once the contractor is notified of machine receipt at the off-site repair location, repair will begin within 72 hours of said notice. If the corrective action shall take longer than the 72 hours to return the unit to complete serviceable status, the contractor shall notify the Program Manager and the Contracting Officer of the required corrective action and estimated time of completion.

1.1.3 Deployment Requirements

The extended service/repair support shall remain in full force regardless of where the covered equipment is deployed. The user shall ship “deployed” equipment requiring level-three support back to its home-base (Table 1) or, depending on deployment location, to the nearest repair site as outlined in Table 2.

1.2 Location of Jemm/JemmExt Units

Jemm/JemmExt Equipment shall be located in three categories: CONUS, OCONUS, and ‘High Risk Areas’ (The State Department/Foreign Office’s travel advisory shall be the guideline for determining an area as “High Risk”). All machines in high risk and classified areas are shipped to an agreed upon location and then the technician follows through with level-three support as defined in para 1.1.2.5.

1.2.1 Classified Locations

Jemm/JemmExt Equipment that is located in classified areas requiring extended service/repair support shall be shipped by the Government to a repair location identified in Table 2. Once the contractor is notified of machine receipt, extended service/repair support coverage will apply as defined in Para 1.1.2.5.

1.3 No Extended Service/Repair Support. Refer to para 1.1.2

No extended service/repair support shall be given with respect to:

· Defects resulting from mishandling, improper usage, damage caused by natural or manmade disaster

· Products repaired or modified by the Government or third parties not authorized by the contractor

· Products inadequately maintained after installation or application

· Products used in violation of instructions for use to include improper packing and shipment

· Products used outside of the required environmental specifications

SAFETY SPECIFICATION

PROPULSION ENVIRONMENTAL WORKING GROUP

PRE FILE NO: SEG-08-166

PREPARED BY: AFLCMC Ground Safety

SECTION I - GENERAL REQUIREMENTS

1. Environmental, Safety, And Occupational Health (ESOH): The contractor is solely responsible for compliance with all federal, state and local laws, the Occupational, Safety and Health Act (Public Law 91-596) and the resulting standards, OSHA Standards 29 CFR 1910 and 1926, as applicable, and the protection of their employees. Additionally, the contractor is responsible for the safety and health of all subcontractor employees.

2. Voluntary Protection Programs (VPP): The Air Force is part of OSHA’s VPP. All contractors are required to familiarize themselves with the requirements of VPP. Information on VPP can be accessed at http://www.osha.gov. The intent of the Air Force Safety Program is to prevent injuries and to communicate our safety expectations with potential offerors as well as those contractors awarded a government contract. The Air Force’s interest is to protect personnel working in or around contractor operations, and to protect Air Force equipment/property. Detailed information on VPP is available on the OSHA website at: http://www.osha.gov/dcsp/vpp/index.html

3. Contractor Employees: Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is exclusively the obligation of the contractor. Note: Air Force Occupational Safety and Health Standards (AFI’s) are annotated because many of the Air Force Standards exceed the OSHA standard criteria. Department of Labor (DoL), OSHA inspectors are authorized right of entry to inspect any place of employment operated by an Air Force contractor. They can be considered “no notice” inspections. Noncompliance with safety requirements can result in work stoppage, inexcusable delays, and/or costly fines issued by the DoL. The government shall assume no liability or responsibility for the contractor's compliance or non-compliance with such requirements. Fines and additional costs for violations levied against the contractor as a result of OSHA findings, and/or installation safety, fire, health or environmental are the sole responsibility of the contractor and shall not be passed through to the Government.
