About this file

This document is Amendment 0002 to a federal solicitation for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) firm-fixed-price contract for overhaul services on Air Force equipment.

The Air Force Office of Scientific Research (FA8118) at Tinker Air Force Base, Oklahoma is seeking an approved contractor to perform complete overhaul, calibration, and functional testing on B-1B Ground Cooling Door Actuators (NSN 1680-01-148-4142) to restore them to like-new condition. The contract is for a total of 50 units across five annual ordering periods beginning February 22, 2027 through February 21, 2032, with minimum orders of 6 units and maximum orders of 50 units per ordering period. Deliveries are scheduled for 60 calendar days following order placement, with 5 units expected every 60 days. The response due date was extended from October 15, 2026 to November 27, 2026. Award was anticipated in late February 2027. The contract includes Service Contract Labor Standards (SCLS) applicability, DFARS quality requirements, first article testing of 3 units, Item Unique Identification marking requirements, and mandatory submission of DD Form 1348-1 documentation with all returned assets. Qualification requirements apply; unqualified vendors must submit a Source Approval Request (SAR) package to the Tinker AFB Small Business Office. An ombudsman has been appointed to address offeror concerns. Price evaluation will be based on total evaluated price across the five-year period, with assessment of reasonableness and balance. The amendment extended the solicitation deadline and added five sub-CLINs for each annual ordering period, updated contract clauses and deviations, and modified delivery and reporting requirements.
