Question:

“On the SOW it states that the Solenoid Assy Cage (P/N 27638-3) is to be replaced on 100% of the units. There is not a 27638-3 in the T.O. called out in the solicitation. There is, however; a 27638-2 which is approximately $20k each.

Can you please confirm the correct part number and that they are to be replaced on 100% of the units despite the high cost. “

Answer:

“The T.O. (6J15-3-149-1) is for both PN 27600-3 and 27600-11. The SOW only covers 27600-11.

PN 27638-2 (T.O. PDF page 47/78) is utilized in PN 27600-3 (Index #1 shown on page 47/78) which is not on the SOW.

PN 27638-3 is used in PN 27600-11 which is on the SOW. You have to scroll farther down to the Difference Data Sheets, Section XI (PN 27600-11, PDF page 49/78) of the T.O., to find PN 27638-3 (PDF page 67/78 also page 74/78) info.

There is a NOTE below Table 5-1 in the SOW that explains why the solenoids have to be replaced 100% of the time...it’s due to the lead wires which are usually cut (too short for reuse) upon removal.

The solenoid/connector assembly may not be available to purchase through DLA or other surplus vendors. Refer to section 5.1.1 in the SOW”

Question: “We have been reviewing the subject solicitation and a concern has been raised regarding part number 27638-3 Cage, Solenoid Assembly. The SOW states that “in lieu of replacement of solenoid cage assembly with a new item, the solenoid and/or solenoid cage assembly may be sent to the OEM (for the PN 27600-11 valve) or a source approved by the 423rd SCMS for installation of new wire leads”. Our history with this part has proven that the solenoid s will require to be re-wound, and we are wanting to know if the 423rd will approve this procedure through currently approved source Aircraft Electrical Electronics?”

Answer: “Yes... Aircraft Electrical Electronics is a place that has been approved/used for solenoid rewinding.

They would be approved as long as they maintain their FAA repair station certification (# SV2R175L).”
