Request for Proposal FA8118-14-R-0015
PART I - THE SCHEDULE
SECTION B
SUPPLIES OR SERVICES AND PRICES/COSTS
Except as otherwise provided, the Government shall order from the Contractor all of the requirements for supplies specified in the Schedule that exceed the quantities that the Government may furnish within its own capabilities.
REMANUFACTURE
(a) This is a remanufacture meeting the requirements at FAR 22.1003-6(a)(1).
The contractor shall furnish all material, plant facilities, labor, parts, equipment, and expertise necessary to perform the remanufacture required to restore the piece(s) of equipment to original life expectancy, or nearly so. The contractor shall also accomplish all necessary packing and preservation and packaging. ALL work shall be completed in accordance with the requirements specified herein (including attachments hereto) and at the unit price(s) established at the time of award.
Basic remanufacture requirements: The piece(s) of equipment shall be cleaned, disassembled, components inspected, assembled, and tested according to applicable TOs and OEM specifications. If any component part does not meet inspection requirements as specified in the applicable TO, or if there is any doubt as to its serviceability or longevity, the Contractor shall replace the component if it cannot be restored to the original life expectancy, or nearly so. The Contractor is advised to include the cost of replacing a percentage of re-usable and recoverable components in their remanufacture cost proposal. Certain parts shall be replaced one-hundred percent (100%) of the time during each remanufacture event and are specified in section 5 of the SOW.
(b) A Pre-Award Survey and/or Initial Production Evaluation (IPE) may be required. Details are provided in SOW, paragraphs 1.2 and 1.3 respectively.
(c) Qualification requirements apply. Interested vendors that have not been previously qualified for this acquisition must submit a Source Approval Request (SAR) package to the Source Development, Small Business Office @ 405-739-7243.
As prescribed in FAR 9.202(e), the contracting officer need not delay a proposed award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards specified for qualification.
(d) In order to receive any technical data related to this acquisition, offerors must be registered with Federal Business Opportunities (FedBizOpps) www.FBO.Gov. Additionally, requests are to be submitted to 558cbss.gbhba.psd@tinker.af.mil for Drawings and 420scms.to.sales@tinker.af.mil for Technical Orders (TOs). The request shall include the applicable solicitation number, the specific data needed (including TO and/or drawing numbers), and a copy of the current, approved DD Form 2345.
The form, including instructions for completing the form, is available at:
http://www.dtic.mil/whs/directives/infomgt/forms/forminfo/forminfopage2220.html.
The Government is not responsible for misdirected, incorrect, or untimely requests.
(e) GOVERNMENT PROPERTY FURNISHED FOR REPAIR (FAR 16.503(c)) Failure of the Government to furnish such items in the amounts or quantities described in the Schedule as “estimated” or “maximum” will not entitle the contractor to any equitable adjustment in price under the Government Property clause of the contract.
(f) Some units of items listed in Section B may, upon disassembly and/or inspection, be determined to be beyond the remanufacture limits specified in the Work Specification and/or Technical Orders. Any cost incurred prior to determination that such equipment is beyond these limits shall be included in the unit price(s) of the listed item(s). Condemned units shall not be counted as production.
(g) All inquiries regarding this RFP shall be submitted to the buyer and/or Contracting Officer; see pg 1, block 7.

SPECIAL CONTRACT REQUIREMENTS
(Applicable when material will be furnished by the Government)
H.01 ADDITIONAL OVER AND ABOVE WORK PROCEDURES
(a) Negotiations on proposed over and above work should be completed prior to commencement of work, but in no case later than the time when 40 percent of the work is completed.
(b) For fixed hourly rate items, the price negotiated by the Administrative Contracting Officer shall be based on "hands on" labor hours multiplied by the contract hourly rate. The number of "hands on" labor hours required shall be negotiated by the Contractor and Administrative Contracting Officer. The fixed hourly rate includes charges for "hands on" labor, any labor cost which is not considered "hands on" for which the Contractor accounts as direct labor, burdens, general and administrative expenses, and other allowable costs and profit.
(c) At any time during contract performance, when sufficient data becomes available on a repetitive task being performed in the fixed hourly rate category, either the Contractor or the Procuring Contracting Officer may request a negotiation to establish a firm-fixed-price for that item for the remaining life of the contract. The Administrative Contracting Officer shall advise the Procuring Contracting Officer of all such agreements in order that changes can be incorporated in periodic contract modifications.
ACCELERATED DELIVERIES (APR 2008)
While the normal delivery process is based on inventory considerations which would dictate that the Government places orders at normal lead time ahead of need and the contractor meets this contract delivery schedule, it is recognized by both parties that circumstances can exist which may result in the need for accelerated delivery. In recognition of these circumstances, the contractor is authorized to exceed the delivery rate, and/or to complete the performance of this contract prior to the time set forth in the schedule.

If, after award, the Contracting Officer discovers that an applicable qualification requirement was not in fact met at the time of award, the Contracting Officer may either terminate this contract for default or allow performance to continue if adequate consideration is offered and the action is determined to be otherwise in the Government's best interests.
