PART I - THE SCHEDULE
SECTION B
SUPPLIES OR SERVICES AND PRICES/COSTS
B-01. The contractor will furnish all material, plant facilities, labor, parts, equipment and expertise necessary to perform Overhaul/Remanufacture, calibration and functional test required to restore furnished reparables to a like new condition. Work is to be accomplished in accordance with attachments and Tech Order Specifications. The contractor shall also accomplish necessary packing, preservation and packaging and return to the Government in completely serviceable condition, at the unit price (s) established at the time of award, the items of Air Force equipment listed below, all in accordance with the provisions hereof and the Performance Work Statement (PWS) in Section J hereof.
Remanufacturing/Overhaul is the complete disassembly, cleaning, inspection, repair/replacement of parts as necessary, reassemble and test IAW the end item’s Air Force Technical Orders to ensure the end item(s) is restored to a serviceable like new condition.
A Pre-Award Survey and IPE may be required for each CLIN. Details are provided in Appendix A, paragraphs 1.2 and 1.3. The Pre-Award Survey and/or IPE may be waived at the Government’s discretion.
Prequalification of sources is essential to maintain high quality and maximum operational safety. The requirements of FAR 9.202(a) apply. Sources must be qualified prior to being considered for award.
Interested vendors that have not been previous approved for this acquisition must submit a Source Approval Request (SAR) package to the Source Development, Small Business Office @ 405-739-7243.
As prescribed in FAR 9.202(e). The contracting officer need not delay a proposed award in order to provide a potential offeror with any opportunity to demonstrate its ability to meet the standards specified for qualification.
In order to receive any technical data related to this acquisition, offerors must be registered with Federal Business Opportunities (FedBizOpps) www.FBO.Gov. Additionally, requests are to be submitted to 558cbss.gbhba.psd@tinker.af.mil for Drawings and 420scms.to.sales@tinker.af.mil for Technical Orders (TOs). The request shall include the applicable solicitation number, the specific data needed (including TO and/or drawing numbers), and a copy of the current, approved DD Form 2345. The form, including instructions for completing the form, is available at:
http://www.dtic.mil/whs/directives/infomgt/forms/forminfo/forminfopage2220.html. The Government is not responsible for misdirected or untimely requests.
Some units of items listed in Section B may, upon disassembly and/or inspection, be determined to be beyond the remanufacture limits specified in the work Specification and/or Technical Orders. Any cost for work performed by the Contractor, prior to determination that such equipment is beyond these limits, shall be included in the unit price(s) of the listed item(s). Condemned units shall not be counted as production.
GOVERNMENT PROPERTY FURNISHED FOR REPAIR (FAR 16.503(c)) Failure of the Government to furnish such items in the amounts or quantities described in the Schedule as “estimated” or “maximum” will not entitle the contractor to any equitable adjustment in price under the Government Property clause of the contract.
Submission of other than certified cost or pricing data. It is anticipated that pricing of this action be based on adequate price competition; therefore, offerors are not required to submit other than certified cost or pricing data. However, if after receipt of proposals it is determined that adequate price competition does not exist, other than certified cost or pricing data may be required.

52.209-1 QUALIFICATION REQUIREMENTS (FEB 1995)
(IAW FAR 9.206-2)
(a) Definition: "Qualification Requirement," as used in this clause, means a Government requirement for testing or other quality assurance demonstration that must be completed before award.
(b) One or more qualification requirements apply to the supplies or services covered by this contract. For those supplies or services requiring qualification, whether the covered product or service is an end item, the product, manufacturer, or source must have demonstrated that it meets the standards prescribed for qualification before award of this contract. The product, manufacturer, or source must be qualified at the time of award whether or not the name of the product, manufacturer, or source is actually included on a qualified products list, qualified manufacturers list, or qualified bidders list. Offerors should contact the agency activity designated below to obtain all requirements that they or their products or services, or their subcontractors or their products or services, must satisfy to become qualified and to arrange for an opportunity to demonstrate their abilities to meet the standards specified for qualification.
Item No Agency Name/Address
(c) If an offeror, manufacturer, source, product or service covered by a qualification requirement has already met the standards specified, the relevant information noted below should be provided.
Offeror's Name ______________________________
Manufacturer's Name _________________________
Source's Name ______________________________
Item Name _________________________________
Service Identification _________________________
Test Number _______________________________ (to the extent known)
(d) Even though a product or service subject to a qualification requirement is not itself an end item under this contract, the product, manufacturer, or source must nevertheless be qualified at the time of award of this contract. This is necessary whether the Contractor or a subcontractor will ultimately provide the product or service in question. If, after award, the Contracting Officer discovers that an applicable qualification requirement was not in fact met at the time of award, the Contracting Officer may either terminate this contract for default or allow performance to continue if adequate consideration is offered and the action is determined to be otherwise in the Government's best interests.
(e) If an offeror, manufacturer, source, product, or service has met the qualification requirement but is not yet on a qualified products list, qualified manufacturers list, or qualified bidders list, the offeror must submit evidence of qualification prior to award of this contract. Unless determined to be in the Government's interest, award of this contract shall not be delayed to permit an offeror to submit evidence of qualification.
(f) Any change in location or ownership of the plant where a previously qualified product or service was manufactured or performed requires reevaluation of the qualification. Similarly, any change in location or ownership of a previously qualified manufacturer or source requires reevaluation of the qualification. The reevaluation must be accomplished before the date of award.
(The above Clause/Provision has been modified.)
