About this file
This is a Sole Source (Including Brand Name) Justification document for Simplified Procedures for Certain Commercial Items submitted by the United States Air Force AFSC/PZABA at Tinker Air Force Base, Oklahoma.
The Air Force seeks to award a follow-on commercial, firm-fixed-price requirements-type contract to Ametek, Inc. (CAGE 97424) for repair services of B-1B torque motors. The contract structure includes a 1-year basic period (10 Dec 2026 – 9 Dec 2027) with three 1-year options. The acquisition covers repair of two specific torque motor types identified by National Stock Numbers 6105-01-232-8318 and 6105-01-232-8319, which are subcomponents within cockpit indicators displaying oil pressure, quantity, engine RPM, and nozzle position—mission-essential items for the B-1B weapon system. The contract line items include repair services (50 units basic/option years for NSN 8318; 60 units basic/option years for NSN 8319), No-Fault-Found services, Over-and-Above requirements, expedite fees, and data deliverables per DD 1423. The estimated award date is December 2026, with the funding level exceeding $750K and not exceeding $15M. This is a follow-on to contract FA811720D0038 (awarded 1 September 2020, expiring 9 December 2026).
The justification for sole source procurement rests on Ametek's unique qualifications and the specialized nature of B-1B torque motor repair. The document asserts that Ametek is the only approved qualified source possessing necessary repair procedures, specialized test equipment, acceptance test procedures, assembly/disassembly procedures, fault diagnostics, and trained personnel. The Air Force conducted market research through a Sources Sought Synopsis posted 15 April 2025 (closed 15 May 2025 with no competing responses) and reviewed Parts Manufacturer Approval databases and other sources, confirming no alternative vendors exist. The document notes that alternate sources would require up to 3 years for qualification through a Source Approval Request process and Product Evaluation, creating unacceptable delays. The contracting officer determined the anticipated cost will be fair and reasonable under FAR 13.106-3 simplified acquisition procedures authority (DAFFARS 5313.501 – 10 U.S.C. 3572).

This J&A covers all contract actions including options, and task orders for all contract lines (CLIN) detailed in the CLIN tables above and the structure does not include separately priced CLINs for Intellectual Property (IP) or IP Rights. The preceding IP rights strategy is consistent with the Acquisition Strategy as approved by the appropriate authority. Due to the circumstances described in sections IV, VIII and X, there are no immediate actions that could be taken to develop competition. Therefore, it is considered appropriate to seek approval for more than one fiscal year. If other qualified or approved sources become known during the life of this contract, full and open competition will be considered and utilized to the maximum extent practicable.
IV. Statutory authority permitting other than full and open competition.
DAFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
This acquisition is for the repair of the B-1B torque motors. These highly specialized torque motors are unique to the B-1B and are subcomponents installed within the cockpit indicators (next higher assemblies or NHAs) of the B-1B weapon system. Specifically, these indicators display oil pressure and quantity, as well as engine revolutions per minute (RPM) and nozzle position and are mission-essential application items. This award will be a follow-on action to contract FA8111720D0038, a commercial, sole source contract with Ametek, Inc. FA811720D0038 contract expires on 9 Dec 2026. A follow-on contract is required to continue providing this highly specialized repair service to the United States Air Force (USAF). Therefore, this acquisition is for continued performance of this critical service.
This repair is covered by Qualification Requirements (QR). The previous Market Research (MR) indicated only one company possessing capability for this acquisition per a previously approved Source Approval Request (SAR) package.
Ametek, Inc. is the only approved qualified source that has the repair procedures, expertise, tools and test equipment necessary to sufficiently meet the Government's needs without unacceptable delays. Ametek, Inc. holds unique capabilities test equipment, acceptance test procedures, assembly/disassembly procedures, material provisioning and selection criteria, along with fault diagnostics, shop practices, replacement parts, and personnel specially trained for torque motor repair. The Government possesses the NHAs technical data however there is not sufficient data for the subcomponent (torque motor) repair. In addition, the specification data required to build and establish the test equipment is not available.
The 422 SCMS has determined that attempts to award to any source other than Ametek, Inc. will result in unacceptable delays in fulfilling USAF requirements.
roduction disruptions will further affect critical mission requirements.
The critical performance requirements for repair must be met in accordance with Technical Orders (T.O.) 5L6-3-97-4 and 5L6-3-97-4 and alternate sources must be qualified in accordance with (IAW) the T.O.'s along with the cognizant government engineering authority. These particular Torque Motors are military unique applications and no commercial applications satisfy the criteria that currently exist. However, due to the similarity of torque motors used in commercial airlines since 1969 they have been deemed commercial as "of a type". New sources are required to submit a Source Approval Request (SAR). A period of up to 3 years can be required to process and validate an alternate supplier's approach. AS the Government is not aware of any vendor proffering a SAR at the present to initiate this process, the proposed sole source approach is the USAF's remaining alternative to execute the requirement by need date. Expending additional time in repeated RFIs and attempts to develop repair sources will result in costly delays not

July 2025 NEGOTIATION SENSITIVE Page 5 of 6July 2025 NEGOTIATION SENSITIVE Page 5 of 6 expected to be offset by competition. Currently the initial Product Evaluation (IPE) timeline is running at one to two years. Any new or revived source would require an IPE before full-rate repairs could begin. On 18 Jun 2025 and 22 Jul 2025 Small Business (SB) was contacted by both engineering and contracting confirming Ametek has a valid SAR and no new SAR packages have been submitted for these items.
Accordingly, Ametek, Inc. is the only source capable of providing the supplies and services described in section III above without the Government experiencing unacceptable delays in fulfilling its requirements.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
This requirement was synopsized on 15 Apr 2025 on sam.gov as a notice of proposed contract action IAW FAR 5.201. A Sources Sought Synopsis (SSS), reference number FA8117-25-SS-0012, was posted on 15 Apr 2025 in support of market research to identify potential repair sources. The SSS emphasized the Government's interest in all businesses, including large businesses, small businesses, small disadvantaged businesses (8(a), service-disabled veteran-owned small businesses, HUBZone businesses, and women-owned small businesses. The SSS stated the estimated demand for the follow-on contract and 848-RQR (repair/manufacture requirements) and this survey urges interest contractors to submit a source approval request (SAR). The SSS closed on 15 May 2025 with no responses from other vendors. 422nd SCMS engineer conducted a review of the Contract Repair Screening Analysis Worksheet (CRSAW) and on 20 Jun 2025, confirmed that only one qualified source, Ametek, Inc. remained as an approved vendor.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
In Accordance with (IAW) FAR 13.106-3, FAR 13.5 Simplified Acquisition Procedures, the Contracting Officer will ensure a fair and reasonable price to both the AF and the Contractor.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
As described in Section VI above and IAW FAR Part 10, market research was conducted by Sources Sought Synopsis posted 15 Apr 2025. Additionally, a multi-functional team consisting of the Logistics Manager, Engineer, Contracting Officer, and Production Management Specialist conducted further research by reviewing Parts Manufacturer Approval (PMA), Haystack, web searches, and was completed 20 Jun 2025. Market research did not identify another non-commercial process available to meet this requirement. Ametek, Inc. was found to be the only responsible source available to fulfill the requirement.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
No further information.
X. List of any sources that expressed, in writing, an interest in the acquisition.
Ametek, Inc. CAGE: 97424 50 Fordham Rd Wimington, MA Phone: (607) 763-4708
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
Actions taken to acquire IP rights and license have been taken in the form of written request to the OEM. Reverse engineering of subsystems or components are not possible without a complete IPB along with the IP data. Prior to previous contract renewals a SSS has been posted without other vendor interest responding. As a result of continued refusal by the sole source contractor to provide or license data as well as unacceptable delay of developing additional
