About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a sole source contract with Kidde Tech Inc. (Collins) to provide repair services for B-1 Alarm Control systems. The United States Air Force is seeking a five-year requirements-type contract with a one-year basic period and four one-year options, valued at an undisclosed total contract amount. The contract will cover major repair of a specific alarm control unit with National Stock Number 6340-01-339-9283, focusing on continuously monitoring resistance of the B-1 aircraft engine auxiliary power unit sensing element loop for fire or short detection.
Kidde Tech Inc. is the sole approved source for this highly specialized service, based on prequalification requirements under Air Force Materiel Command Instructions. The contract is structured with multiple line items, including major repair, over and above (O&A) services, and a surge expedite fee, with pricing derived from the previous contract plus a 5% inflation factor. The government conducted market research and found no alternative sources capable of meeting the specific technical requirements. The contract is expected to be awarded on February 25, with the initial performance period running from February 11, 2025, to February 10, 2026, and subsequent option years extending through February 10, 2030.

Therefore, this is a follow-on contract for the continued performance of a highly specialized service.
This service is subject to FAR Part 9 compliant qualification requirements, and as such, any contract award is limited to suppliers that have been deemed an approved source conditioned upon the Source Approval Request (SAR) process prescribed in AFMCI 23-113.
