The contemplated repair contract is for a cold spray repair service from Mid America Aerotech, LLC, Commercial and Government Entity (CAGE) code 0UES3. To ensure that we are maximizing competition where possible, prior to the issuance of any task/delivery order under this requirements contract, the Government will verify whether any additional sources have been approved for the specific NSNs being ordered. If another source submits a SAR and is approved as a qualified source for any NSNs during the life of this contract, the Government will immediately pursue full and open competition and discontinue use of this J&A for those identified NSNs upon a competitive award. Until such time as additional vendors elect to submit SAR packages, we will only have one approved source.
Therefore, it is considered appropriate to seek approval for more than one fiscal year.
IV. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS
OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE
AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY)
The contemplated contract supports the following platforms: KC-135R Input Housing
Assembly. As such, this service requires a qualified source to ensure continuity of operation and mission. Mid America Aerotech, LLC, formerly Moog, CAGE 0UES3, has been providing this service since April 2017, Contract FA8117-20-D-0041. They are the only contractor determined to have the capability to perform this service at this time. Performance of this service requires prequalification in accordance with (IAW) AFMCI 23-113.
Therefore, this is a follow-on contract for the continued performance of a highly specialized service.
This service is subject to FAR Part 9 compliant qualification requirements and as such, any contract award is limited to suppliers that have been qualified as an approved source through the SAR process prescribed in AFMCI 23-113. Mid America Aerotech, LLC is currently the only approved source. The Small Business Office (SBO) has confirmed as of 12 May
2023, that no other companies have submitted a SAR package, nor is there any SAR package in the evaluation process. Consistent with regulation and guidance, no vendor is a viable source until such time as they submit a SAR package, are evaluated, and receive approval, thus becoming a qualified and approved source. Currently, Mid America Aerotech, LLC, Cage Code: 0UES3, is the only approved source for performance of this service.
The cognizant engineer believes that award to any other source other than Mid America Aerotech, LLC, would result in unacceptable delays in fulfilling the Air Force’s requirement.
It currently takes 720 days for the processing, evaluation, and approval decision of a SAR once received. The Air Force has not received any additional written responses interested in the cold spray repair. Should a SAR for cold spray repair be submitted by a vendor, a period of at least may be required to demonstrate, process and validate an alternate supplier’s approach. As the Government is not aware of any vendor SARs at present to initiate this process, the proposed sole-source approach is the Air Force’s remaining alternative to execute the requriements between now and the need date for the repair items.
Accordingly, Mid America Aerotech, LLC, 0UES3 is the only firm capable of providing the service described in section III above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements.
V. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED
PRACTICABLE
This requirement will be synopsized in https://SAM.gov as a notice of proposed contract action IAW FAR 5.201. The SSS included the national stock number, part number, and quantity for this acquisition and requested information, pursuant to FAR Part 10, in support of market research to identify potential sources for the repair. Additionally, any potential sources that were interested in this acquisition were advised to submit a SAR package IAW the instructions and procedures called out in the 848-RQR posted on sam.gov. The Sources
Sought Synopsis (SSS) closed on 21 October 2022, with no responses having been received other than Mid America Aerotech, LLC.

IAW FAR as supplemented, the contractor will be required to submit Other Than Certified Cost or Pricing Data. A detailed price analysis will be performed. The Contracting Officer will request a technical evaluation from the Defense Contract Management Agency (DCMA) to aid in the evaluation of the contractor’s proposal if necessary. The Contracting Officer will seek audit assistance from the Defense Contract Audit Agency (DCAA) if necessary.”
VII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS
NOT CONDUCTED
As described in Section VI above and IAW FAR Part 10, market research was completed on 19 December 22. Additionally, a multi-functional team consisting of the Wholesale supply Planner, Logistics Officer, Cognizant Engineer, Contracting Officer, and Production
Management Specialist conducted further research by reviewing Parts Manufacturer Approval (PMA), Haystack, and web searches. Market research did reveal some potential sources, however, SAR packages have not been received by engineering. As a result, Mid America Aerotech, LLC, Cage 0UES3, is currently the only approved source to meet this repair requirement and is identified in the Contract Repair Screening Analysis
Worksheet (CRSAW).
