SECTION I

DESCRIPTION OF SERVICES/GENERAL INFORMATION

The purpose of this Performance Work Statement (PWS) is to define the requirements for repair of the B-52 High Pass and Low Pass Electrical Filter Assembly and AFSATCOM Electrical Filter Assembly, the following National Stock Numbers (NSN) and Part Numbers (P/N):

1.1 DEFINITIONS

1.1.1 The following definitions are applicable to this PWS:

a. Administrative Contracting Officer (ACO): A contracting officer assigned the responsibility for the post award functions related to the administration of a government contract in the field. The ACO is normally located in the Defense Contract Management Agency (DCMA) office. The ACO is responsible for ensuring the Contractor performs in accordance with the terms of the contract.

b. Cannibalization: Authorized removals of a specific assembly, subassembly, or part from one weapon system, system, support system, or equipment end-item for installation on another end-item to meet priority mission requirements with an obligation to the contractor to replace the removed item.

c. Catastrophic Failure: A complete, sudden, and/or unexpected breakdown in an electronic system resulting in the failure of the end item in such a fashion that renders repair impossible.

d. CAV AF: Government Furnished Material and End Item Transaction Reporting System formerly known as CAV II and is replacing G009 - Reporting Procedures for Contractors (IAW Contractor CAV AF User Guide) through attrition.

e. Component Part: Piece parts that are replaced on the LRU and/or SRUs when found to be failed during a repair event (can also be a consumable part).

f. Consumable Part: Piece parts that are replaced 100% at each overhaul and/or repair event (can also be a Component part).

g. Defect: Any nonconformance of a characteristic with specified requirements.

h. End Item: An end item is a complete piece of Government equipment as listed in Government supply catalogs and suitable for government storage and issue. End items may contain one or more recoverable items Shop Replaceable Unit (SRUs). End items are also referred to as Line Replaceable Units (LRUs). End items covered by work under this PWS are listed on page 1, section I.

i. Engineering Change Order (EO): The EO is an engineering change order document that will be submitted with a top level drawing for IUID marking in which AF engineering approves of the location & material of the IUID label.

j. Initial Production Evaluation (IPE): An IPE is a planned Government review of early production items and processes to evaluate a contractor’s capability to complete the work stipulated in the contract and in accordance with (IAW) the technical order (TO), and other guidance stipulated (required) in this PWS.

k. Item Unique Identification Development (IUID): Unique identification label attached to every AF asset or end item (LRU and/or SRU depending on maintenance concept: 2-level LRU only & 3-Level possibly LRU &/or SRU), IAW T.O. 00-25-260, MIL-SPEC-130 and MIL-STD-130.

l. Line Replaceable Unit (LRU): The actual whole unit being received & repaired by the contractor for the USAF also known as End Item. Made up of SRU(s) and Consumable and/or Component part(s).

m. Modification/Modify: An action taken to bring an item up to the most current configuration.

n. Overhaul (Remanufacture): An end item overhaul as prescribed within this PWS is the action taken to return the end item to a near original life expectancy Like-new condition.

This overhaul process is consistent with re-manufacture as set forth in FAR 22.1003-6(a) (1).

o. Obsolescence: The process of SRU(s) and/or Component(s) becoming obsolete or the condition of being nearly obsolete.

p. Quantity per Assembly (QPA): The QPA is defined as the quantity of each part specified for each LRU and SRU, as identified in the corresponding OEM specification and/or applicable Illustrated Parts Breakdown (IPB) TO.

q. Procurement Contracting Officer (PCO): The individual authorized to enter into contracts for supplies and services on behalf of the Government by formal advertising or negotiation and who is responsible for overall procurement of the contract.

r. Product Quality Deficiency: A defect or nonconforming condition. Included are deficiencies in design, specification, material, manufacturing, and workmanship.

s. Product Quality Deficiency Report: The SF 368 form or format used to record and transmit product quality deficiency data.

t. Recoverable Part: Parts that are not replaced at every overhaul event.

u. Repair: An end item repair is the action taken to return the end item to a serviceable condition by replacing all exposed consumable items and only the damaged recoverable parts that do not meet the OEM specification and/or TO inspection criteria. Repair consists of end item testing to determine deficiencies, disassembly as required to support maintenance actions required, thorough cleaning, refurbishment or replacement of all disturbed components not meeting inspection criteria, replacement of all soft parts (seal, gaskets, etc) exposed during repair, re-assembly of assemblies and subassemblies, performance of all adjustments and alignments, test and calibration of subassemblies and end-items and final inspection (e.g., safety wiring, painting, affixing of decals) IAW the OEM specification and/or applicable TOs and approved test documents to restore the end item to a serviceable condition.

v. Replacement percentage (RPL%): The RPL% is defined as the percent of QPA quantity actually replaced, averaged over the total number of overhauls completed.

w. Shop Replaceable Unit (SRU): A sub unit to the NHA LRU but not considered a consumable and/or component part since it is made up of multiple consumable and/or component parts.

x. Support Equipment (SE): All equipment called out in the OEM specification and/or applicable TOs required for end item and component test and repair.

y. Serviceable: Capable of meeting the requirements and performing the function for which designed or modified, and meets all test requirements established by the technical order and PWS.

z. Technical Order (TO): An Air Force publication that gives specific technical directives and information with respect to the inspection, storage, operation, modification, and maintenance of Government equipment given items and equipment.

aa. Lead (Pb)-Free: Electronic lead/contact finishes, interconnects, solder, etc. containing less than 0.1% by weight of lead in accordance with Waste Electrical and Electronic Equipment (WEEE) guidelines. Specifically, lead (Pb)-free Tin is defined to be pure tin or any tin alloy with <3% lead (Pb) content by weight. This means that some lead (Pb)-free finishes other than pure tin, such as tin-bismuth and tin-copper, are considered to be "lead (Pb)-free tin" for the purposes of this Standard. Many of these alloys have not been assessed for whiskering behavior. Refer to GEIA-STD-0005-2.

1.2 PRE-AWARD SURVEY REQUIREMENTS

1.2.1 A Pre-Award Survey (PAS) shall be required, but may be waived by the Government at the time of award.

1.2.2 At the time of the PAS the prospective contractor shall meet the following technical requirements (additionally, there are many other business capabilities that may be evaluated) in accordance with contract requirements. Failure to do so shall result in PAS disapproval and disapproval of the prospective contractor for this procurement action.

a. Provide data to include contractor facility capabilities, all subcontractor facility capabilities (if subcontracting is proposed), and an explanation of how contractor and subcontractor facilities will fulfill the Government’s requirements.

b. Prior to PAS, the prospective contractor shall provide a list of all special tooling and Support Equipment (SE) required that complies with the requirements detailed in paragraph 1.8.

c. Prior to PAS, the prospective contractor shall provide a test plan for each end item to be produced. The test plan shall include all testing required by the applicable Acceptance Test Procedure and will detail how the testing will be accomplished utilizing the prospective contractor’s SE.

d. A PAS is not required for follow on contracts, unless the Contractor reports major changes have occurred, such as change of facilities, change of subcontractor and/or changes in special tooling and Support Equipment (SE).

e. The prospective contractor shall provide the above in the form of a word processing document or spreadsheet, formatted to Microsoft Office Programs via fax or email.

1.3 INITIAL PRODUCTION EVALUATION REQUIREMENTS

1.3.1 IPE shall be required for all new sources of repair, but may be waived by the Government at the time of award. IPE may not be required for sources that performed repairs on a previous contract.

1.3.2 The IPE will be conducted on three units of each line item. The condition of the items at IPE will be as follows: one each open and ready to be disassembled and repaired to follow the entire repair procedure, one each fully disassembled, cleaned, ready to be repaired, one each assembled and ready for final check/functional testing and calibration as required. The Contractor shall furnish a written notice to the PCO through the ACO within fifteen workdays after the required quantity of end items are available for the IPE.

1.3.3 The PCO will notify the Contactor of the projected dates that the Government IPE Evaluation Team will arrive at the Contactor’s facilities to conduct the IPE. The Contractor shall permit entrance into its facilities to the Government’s IPE Evaluation Team members. This includes access to Contractor telephones and other communication devices that will allow the Government IPE Evaluation Team members to consult with appropriate Government personnel in the accomplishment of the IPE evaluation.

1.3.4 Under no circumstances shall the Contractor accomplish repair on any other quantity of items on order or through any Induction-at-Risk / Early Induction contractual provisions, other than the 3 IPE units that will be evaluated by the Government IPE Team members prior to the accomplishment of the IPE. Only after the approval of the IPE by the cognizant Engineer and / or Equipment Specialist (the Government IPE Evaluation Team Leader) shall the Contractor proceed with repair on the remaining items on order or items under Induction-at-Risk / Early Induction provisions. The Government’s delivery schedule will be held in abeyance until approval of the IPE by the Government IPE Evaluation Team Leader.

1.4 REPORTING REQUIREMENTS

1.4.1 The contractor shall ensure that all reporting as specified under the following Contract Data Requirements is accomplished:

A001-E001: Commercial Asset Visibility Air Force (CAVAF)/Government Furnished Material Report (replaced G009)

A002-E002: Teardown Deficiency Report

A003-E003: Contract Depot Maintenance Production Report

A004-E004: Counterfeit Prevention Program (CPP)

A005-E005: Lead-Free Control (LFCP) / Data Item Description DI-MGMT-81772

For CAVAF reporting, the contractor shall input the data IAW the CAV SOW and CAVAF guide (replaced G009). In addition, the contractor shall submit Supply Discrepancy Reports (SDRs) when required IAW the contract’s CAV SOW, “Discrepancies Incident To Shipment,” Section 7. Contractor shall process Deficiency Reports (DRs) when required IAW Section 1.5.4 & 1.18.1 of this PWS.

1.4.2 Data requirements are specified in the Contract Data Requirements List (CDRL DD Form 1423) found in Part 1, Section B, The Schedule of the Basic contract.

1.4.3 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the B-52 High Pass and Low Pass Electrical Filter Assembly and AFSATCOM Electrical Filter Assembly via a secure data collection site. The contractor is required to completely fill in all required data fields at http://afcmra.dmdc.osd.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year.

Contractors may direct questions to the CMRA help desk.

1.4.4 In addition, the contractor shall maintain a document package containing the following documentation for each item produced:

a. Maintenance Data Sheet

b. Test Data Sheet

c. Quality Acceptance Review Documentation

d. Parts replaced listed by each serial numbered end item repaired. Replacement Percentages of all components, subassemblies replaced in each repair per each end item LRU for the purpose of Maintenance Data Collection (MDC) that maybe requested if necessary by Government to make determinations for Beyond Economical Repair (BER) and/or Over & Above. As well as for determining if reliability and/or maintainability issues need resolved.

1.5 QUALITY PROGRAM AND INSPECTION SYSTEM REQUIREMENTS

1.5.1 The Contractor shall establish, document and maintain a quality system as a means of ensuring that the end item conforms to specified requirements. The quality system will be in accordance with contract requirements while adhering to the requirements of International Standards Organization (ISO) 9001.2016, or an equivalent quality system incorporating the following ISO elements: 4.1 Management Responsibility, 4.5 Documentation Control, 4.6 Purchasing, 4.9 Process Control, 4.14 Corrective and Preventive Action, and 4.17 Internal Quality Audits.

1.5.2 Quality acceptance of each end item shall be performed prior to packaging and transportation. Quality acceptance shall be performed by DCMA at the repair site.

Quality acceptance documentation for each end-item shall be maintained by the Contractor as part of the item document package.

1.5.3 Prior to quality acceptance by the DCMA, the Contractor shall notify the Production Management Specialist (PMS) via email or fax of the completion of repaired end- items.

The PMS will provide ship-to addresses/instructions to the Contractor via email or fax for each item produced if not provided in the contract or delivery order. Within one calendar day of shipment, the Contractor shall provide proof of shipment through delivery of an accepted DD250 / WAWF Receiving Report to the PMS. The Receiving Report shall include the carrier and tracking number.

1.5.4 When a Deficiency Report is received for an end item repaired under the terms of this contract, the Contractor shall comply with the ACO’s directions. Guidance is provided in TO 00-35D-54, USAF Deficiency Reporting, Investigation, and Resolution.

1.5.5 The Contractor shall report any Government furnished material, for the work accomplished as outlined in this PWS, that is damaged or otherwise unsuitable for use to the ACO using a Report of Shipping (Item) and Packaging Discrepancy, SF Form 364, as described in the Appendix B of the contract.

1.5.6 The Contractor shall support quality audits as required by the ACO. These audits could require that one or more end items be removed from the production line and subjected to any combination of inspection, testing, disassembly, or assembly, to determine that the standards of performance and technical conformance meet the requirements of this PWS.

The Contractor shall be required to correct a deficient process to eliminate the cause(s) of any defects as directed by the ACO.

1.5.7 The Contractor shall support quality assurance reviews to be conducted at the site of repair at the request of the Government throughout the contract period.

1.5.8 The Contractor shall support a quality acceptance review by the DCMA representative at the site of repair for each end item generated under the terms of this contract.

1.5.9 Requests for deviation/waiver shall be submitted to the PCO through the ACO. Work shall not be initiated on assemblies/components affected by deviation/waiver pending approval/disapproval. Requests shall include the contract number; NSN and P/N of end item and lowest part/assembly affected, effect on cost/price and delivery schedule, description of deviation/waiver, justification for deviation/waiver, and proposed corrective action taken.

1.6 QUALITY ACCEPTANCE AND PROCESSING:

1.6.1 Quality acceptance of each end item shall be performed prior to packaging and transportation. Quality acceptance shall be performed by DCMA at the repair site.

Quality acceptance documentation for each end-item shall be maintained by the Contractor as part of the item document package. Each B-52 High Pass and Low Pass Electrical Filter Assembly and AFSATCOM Electrical Filter Assembly identified as serviceable shall be delivered to the Government defect free.

1.6.2 Prior to quality acceptance by the DCMA, Contractor shall notify the PCO & Production Management Specialist (PMS) via email or fax of the completion of repaired end- items.

PMS will provide ship-to addresses & instructions to the Contractor via email or fax for each item produced, if not provided in the contract or delivery order. Within one calendar day of shipment, the Contractor shall provide proof of shipment through delivery of an accepted DD250 / WAWF Receiving Report to the PMS. The Receiving Report shall include the carrier and tracking number.

1.7 CONDEMNATION CANDIDATES

1.7.1 Contractor shall report end items that have been determined to be Beyond Economical Repair (BER) in which the repair cost will exceed 75% of the latest cost amount.

Contractor shall report condemnation candidates to the PCO through the ACO within 30 calendar days of discovery. BER report shall include pictures of front and back view of item in JPG format, part nomenclature, part number, NSN, cost, and BER justification.

Contractor shall not condemn reparable or recoverable items without prior approval of PCO through ACO. Contractor shall ensure non-repairable items are disposed of IAW the Contractor’s Government-approved property procedures.

1.7.2 The Government reserves the right to accept or reject the BER assessment by the Contractor.

1.7.3 The disposition of condemned items will be determined on a case-by-case basis by the

ACO.

1.8 TOOLS AND SUPPORT EQUIPMENT

1.8.1 The support equipment (SE) required to accomplish the scope of work to be completed on end-items under this contract, is listed in T.O.’s or original equipment manufacturer (OEM) procedures listed in Section IV of this PWS. If the equipment specified in the TOs or OEM repair procedures are not designated as Government furnished in this contract, the Contractor is responsible for furnishing identical or substitute SE from commercial sources.

1.8.2 If the Contractor intends to substitute SE, a list of the proposed substitute SE must be provided to the PCO with the proposal. At the time of the Pre-Award Survey (PAS) conference, the Contractor must demonstrate to the PAS team that suitable substitute SE can be acquired and the SE meets the standards stipulated in the technical data by the following actions:

a. Displaying drawings, schematics, or specifications which illustrate that the prospective Contractor understands the exact nature of the work to be performed and the SE required performing the tasks.

b. Explaining the capabilities of substitute SE to ensure that it is adequate to perform the specified testing requirements.

c. Defining how substitute SE will be designed, built, and calibrated without assistance from the Government, by an internal engineering capability, or the services of a recognized outside engineering agency.

1.8.3 The equipment shall be in possession of the contractor prior to the IPE team visit.

1.8.4 Documentation certifying the accuracy of all calibrated SE shall be furnished to the ACO prior to repair of the first end-item.

1.8.5 Support Equipment Calibration Requirements. SE calibration shall be maintained throughout performance of this contract. Upon request, the Contractor shall provide the PCO through the ACO with calibration data for each SE item. Calibration data shall include the following:

a. SE part number and serial number.

b. Date calibrated.

c. Calibration due date.

d. Calibration source.

e. Calibration procedure used.

f. As found and As left data.

g. Current stamped calibration sticker affixed to SE item.

h. Verification of full performance compliance IAW this PWS for SE items that received a limited calibration.

i. Traceability to the National Institute of Standards and Technology.

1.9 PRECIOUS METALS RECOVERY PROGRAM

1.9.1 The Precious Metals Recovery Program is applicable for this PWS. The handling and control of precious metals shall be IAW AFI 23-101, Air Force Materiel Management.

1.10 NUCLEAR HARDNESS REQUIREMENT

1.10.1 Normally, nuclear hardness of the system will not be degraded if the work is accomplished IAW the applicable technical data. The PCO must be notified if the work will degrade the nuclear hardness of the item; maintenance actions will not continue until Government approval is obtained from the PCO.

1.11 PARTS CONTROL PROGRAM

1.11.1 The Contractor shall establish, document, and maintain a parts control program for the work associated with this PWS. For the purpose of MDC that maybe requested if necessary by Government to make determinations such as BER or Over & Above as well as Maintainability & Reliability.

1.11.2 The Contractor shall establish the Program Parts Selection List (PPSL) for an end-item or system from the applicable documents in the following order of precedence:

a. Illustrated Parts Breakdown (IPB) TO

b. OEM parts list

c. Current configuration of the end-item or system.

Approval from the PCO is required for the Contractor to use any parts not contained in the PPSL. The Contractor shall maintain configuration of items worked under the scope of this contract as identified in the applicable end-item or system IPB TO. The Contractor shall notify the PCO via e-mail of any configuration discrepancies noted between the applicable IPB, the engineering drawings, and the current configuration of the end-item. Deviations from the IPB must be authorized by 422 SCMS/GUEA via the PCO prior to implementation. The Contractor shall obtain written authorization from 422 SCMS/GUEA via the PCO for deviations from the IPB prior to implementation. The Contractor shall report any TO improvement recommendation to the PCO via e-mail.

1.11.3 The PPSL shall serve as the current baseline for an end item or system. Minor changes, as defined in Electronic Industries Association Interim Standard 649, affecting the current baseline will be identified in a quarterly report to the PCO. The quarterly report is for internal PCO activity management functions, such as, informing TO personnel of configuration baseline changes, which is a Contract Data Requirements List item. This data will be submitted electronically.

1.11.4 Counterfeit Prevention Plan (CPP). Contractors that supply electronic parts or systems that contain electronic parts shall establish policies and procedures to avoid, detect, mitigate and disposition counterfeit electronic parts to prevent such parts from entering the USAF/DoD supply chain. These policies and procedures shall be documented in a CPP for submission and approval in accordance with Data Item Description (DID) DI- MISC-81832 and accomplished for all specified contract items. DI-MISC-81832 is applicable to Parts, Material and Processes Selection (PMPS) associated with delivery of systems and assemblies to the USAF and DoD. The requirements established by DI- MISC-81832 also apply to electronics components procured in sustainment of such systems and assemblies. The requirements of the recently DoD-adopted SAE 5553, Aerospace Standard, Counterfeit Electronics Parts; Avoidance, Detection, Mitigation, and Disposition shall also apply.

1.11.5 At a minimum, the CPP shall address:

a. Applicability. The Contractor shall identify all Business locations and programs to which the CPP applies. The CPP shall address materials, hardware, electronic parts, and procured assemblies.

b. Definitions. The Contractor shall utilize definitions per AS 5553 to ensure consistency. Any contractor-derived definitions must be included in an appropriate CPP appendix or annex. (Ref. AS5553, paragraph 3, 3.1, 3.2, 3.3, appendix H)

c. Parts Availability and Use of Parts Brokers. The Contractor shall not procure materials, systems, assemblies, subassemblies or parts from parts Brokers when available from Original Manufacturers (OM) or their Authorized Distributors. In cases where materials, systems, assemblies, subassemblies or parts are no longer available from the OM or their Authorized Distributors, procurement from Brokers may be authorized as defined by the Contractor’s policy and their CPP. (Ref.

AS5553, paragraph 4.1.1, 4.1.2.e., appendix A)

d. Procurement Policies. The Contractor shall provide and implement policy directing development and implementation of business practices and procedures, and processes to prevent procurement of Counterfeit materials and parts. The Contractor shall identify the appropriate office(s), business units, functional organizations, and programs, who shall have responsibility for development, maintenance and implementation of the CPP. The CPP shall identify the specific roles and responsibility for each. (Ref. AS5553, paragraph 4.1.2, 4.1.3, appendix B, C, D)

e. Risk Assessment. The contract shall address the risk of using unknown sources and or unauthorized suppliers in the CPP. Application or technical risk assessments shall establish the effect that counterfeit parts may have on performance. Vendor or source of supply risk assessments shall establish the potential for obtaining counterfeit parts.

Using any risk analysis tool acceptable to the Government, the Contractor shall conduct a risk assessment based upon item characteristics and how likely it is that a counterfeit part will be received. The contractor shall identify and describe in the CPP how parts are selected for assessment and what risk is acceptable based upon the parts design, construction, material and functional requirements. As a minimum, analysis shall be completed for flagging high risk items, such as items that are obsolete, discontinued, rare, etc. The contractor shall require completion of a trade study, documented within the CPP, that shall facilitate determining whether 100% testing of parts procured from after-market sources is more cost effective than qualification or requalification of a manufacturer. (Ref. AS5553, paragraph 4.1.2, 4.1.3, appendix B, C, D)

f. Detection and Avoidance Responsibilities. The Contractor shall establish processes for the review and approval of contractor and applicable subcontractor systems for the detection and avoidance of counterfeit electronic parts and suspect counterfeit electronic parts, which processes shall be comparable to the processes established for contractor business systems under section 893 of the Ike Skelton National Defense Authorization Act for Fiscal Year 2011 (Public Law 111–383; 124 Stat. 4311; 10 U.S.C. 2302 note). The Contractor shall flow down such requirements and processes to their subcontractors per ODASD Memo titled “Overarching DoD Counterfeit Prevention Guidance”, dated 16 March 2012. (Ref. AS5553, paragraph 4.1.4, 4.1.5, appendix E)

g. Testing and Verification. The Contractor shall establish and accomplish testing and verification processes for items not received from an original equipment manufacturer, original component manufacturer, or authorized distributor that are identified as having high risk for counterfeit potential. These processes apply to prime contracts, and to subcontracts or suppliers below the prime contracts. The Contractor shall provide a list of acceptable test facilities if the subcontractor or supplier does not have the capability to perform required testing. Submittal of Certificates of Compliance indicating the parts are not counterfeit shall be acceptable for verification of testing. (Ref. AS5553, paragraph 4.1.4, appendix E)

h. Configuration Identification and Traceability. The contractor shall maintain the configuration identied drawings (and associated callouts) identified in section 4. The Contractor shall identify and control the configurations of all systems, assemblies, subassemblies and parts, and enable mechanisms to provide traceability of parts. The Contractor shall report to the Government when control of the configurations of all systems, assemblies, subassemblies and parts, and mechanisms to provide traceability of parts are not possible. The Contractor shall identify the specific systems, assemblies, subassemblies and parts beyond the Contractors’ control. The Contractor shall be responsible for detecting and avoiding the use or inclusion of counterfeit materials and parts, to include procured assemblies and subassemblies, in such products and shall be responsible for the rework or corrective action that may be required to resolve the use or inclusion of counterfeit materials and parts. The cost of counterfeit electronic parts and suspect counterfeit electronic parts and the cost of rework or corrective action that may be required to remedy the use or inclusion of such parts are not allowable costs under Department contracts , unless: a) the contractor has established a counterfeit avoidance/detection system approved by the DoD, b) the counterfeit parts were procured from a DoD-accredited trusted supplier or provided as government property, and c) the contractor has provide timely notification to the government. (Ref. AS5553, paragraph 4.1.6, appendix F)

i. Counterfeit Notification and Reporting. The Contractor shall report in writing to the Procuring Activity within 30 calendar days of determining any end item, component, part, or material contained in supplies purchased by the Department of Defense, or purchased by a contractor or subcontractor for delivery to, or on behalf of, the Department, contains counterfeit electronic parts or suspect counterfeit electronic parts for the purpose of investigation and notification of the Air Force Office of Special Investigations (AFOSI). The Procuring Contracting Officer (PCO) shall coordinate reporting to the appropriate Program Management/Item Management, System Engineering Management, the AFMC Discrepant Materiel Reporting Program (DMRP) Office in 406 SCMS/GULAB, and the AFOSI. Additionally, the Contractor shall within the same 30 calendar day period ensure all suspected or confirmed counterfeit items are entered into the Government-Industry Data Exchange Program (GIDEP) system, which will serve as the DoD central reporting repository.

(Ref. AS5553, paragraph 4.1.7, appendix G)

j. Counterfeit Prevention Training. The Contractor shall provide appropriate training and shall require all personnel working procurement within their company, to include at a minimum their supply chain management specialists, receiving inspectors, and engineers, to complete said training. The Contractor shall determine the appropriate training required. Training may be developed in-house or may be other Industry accepted training. The CPP shall describe and list the training provided by the contractor to their personnel.

1.12 OBSOLESCENCE STATEMENT

1.12.1 The parties recognize there is a risk that some components required for performance of this contract may not be available due to supplier's ceasing business or no longer being willing to produce the component due to commercial obsolescence. The contractor is responsible for identifying sources for required components prior to commencing work under this contract. Upon receipt of the contract or subsequent delivery order, the contractor shall promptly identify any required components that are no longer available.

Within thirty (30) calendar days after receipt of this contract or subsequent delivery order, the contractor shall notify the contracting officer in writing if it is unable to perform the contract or delivery order due to unavailability of required components, and that there is no reasonable available substitute for such component. The notification shall include supporting documentation showing the contractor has made a reasonable effort to obtain the parts and is unable to do so. Upon receipt of the notification and confirmation that the component is unavailable, the contract or delivery order shall be terminated at no cost to the Government. At its sole discretion, the Government may consider an equitable adjustment in the specification, delivery time/or price rather than terminating the contract or delivery order.

1.13 OZONE DEPLETING SUBSTANCES (ODS)

1.13.1 This PWS is not explicitly requiring the use of a Class 1 ozone depleting substance (ODS) in the performance of the contract. The contractor is authorized to use a suitable substitute for any Class 1 ODS, which may be required by the specifications or Technical Data of this PWS. The contractor shall immediately identify the substitute by written notification to the PCO.

1.14 LEAD (Pb) FREE ELECTRONICS

1.14.1 The Government’s objective is for the contractor to ensure that the risks associated with lead (Pb)-free solder and finishes are fully considered and effectively mitigated. The contractor shall ensure that the risks associated with lead (Pb)-free solder and finishes are fully considered and effectively mitigated. All requirements related to Pb-free Tin (Sn) items also apply to Pb-free Zinc and other metalalurgical alloys known to demonstrate whisker formation, when used for electronic soldering or electronic component finish.

1.14.2 The contractor shall avoid the use of alloys known to be susceptable to whisker formation in electronic soldering and finishing.

1.14.3 The contractor shall comply with GEIA-STD-0005-1, GEIA-STD-005-2, GEIA-STD- 0006 and IPC-J-STD-609 to assure the performance, compatibility, reliability, safety and verifiability of Pb-free product(s). This compliance requirement shall include special design considerations, manufacturing process controls, test and qualification requirements, quality inspection and screening, marking and identification, maintenance and repair processes, and other steps taken to mitigate risks to ensure the reliability and quality of hardware for the intended application.

1.14.4 The contractor shall establish a technical requirement for GEIA-STD-0005-2 control level into all configuration item level specifications.

1.14.5 Lead Free Control Plan

1.14.5.1 The contractor shall develop and implement a Lead-Free Control Plan (LFCP) to reduce the harmful effects of metal whiskers [LF001, Lead-free Control Plan (LFCP), DI-MGMT- 81772]. The LFCP shall encompass all the requirements of GEIA-STD- 0005-1 and GEIA-STD-005-2.

1.14.5.2 The LFCP shall meet the requirement set forth in GEIA-STD-0005-2 for Control Level 3.

1.14.5.3 As part of the LFCP, the contractor shall provide a plan for monitoring materials in their product in accordance with GEIA-STD-0005-2. This plan shall include a level of active inspection techniques (e.g., XRF or EDS) as outlined in of GEIA-STD-0005-2.

1.14.6 Lead Free Electronics Risk Management

1.14.6.1 The contractor shall manage the risks inherent with Pb-free soldering and finishing technologies to ensure that reliability is not adversely impacted should the use of Pb-free become unavoidable. Any adverse behavior shall be reported during risk management reviews and all major technical and programmatic reviews.

1.14.6.2 The contractor shall conduct risk assessments associated with the introduction of Pb-free solder and finishes into critical piece parts, assemblies, and subsystems to identify potential risks per GEIA STD-0005-2.

1.14.6.3 The contractor shall implement appropriate mitigation measures chosen from GEIA- STD-0005-2 or supply alternative measures with equal or better reliability.

1.14.6.4 The contractor shall incorporate GEIA-STD-0006 “Requirements for Using Solder Dip to Replace the Finish on Electronic Components” (or equivalent), when this technique will be utilized as a mitigation technique.

1.14.7 Lead Free Configuration Management

1.14.7.1 The contractor shall submit Engineering Change Proposals (ECP) for all changes to the Technical Data Package that involve material changes from Pb alloys to Pb-free alloys [CM004, Engineering Change Proposal, DI-SESS-80639D]. The ECPs shall include a complete package of drawing revision sheets, Notices of Revision (NORs), Specification Change Notices (SCNs) [CM005, Specification Change Notice, DI- SESS-80643D], revised parts lists, and other necessary technical data package change pages to document the proposed change.

1.14.7.2 The contractor shall identify Pb-free components, connectors and assemblies in Technical documents including Weapons specifications, Item specifications and Technical drawings per GEIA-STD-0005-2.

1.14.7.3 The contractor shall specify the approved/validated solder types on drawings, including industry standard designations for alloy content.

1.14.7.4 The contractor shall mark and label approved Sn solder or Sn finish components, Printed Circuit Boards (PCBs) and Print Circuit Board Assemblies (PCBAs) using industry standard IPC-J-STD-609 per GEIA-STD-0005-1. The contractor shall use only component suppliers that comply with IPC-J-STD-609.

1.14.7.5 The contractor shall implement IPC-J-STD-609 “Marking and Labeling of Components, PCBs and PCBAs to Identify Lead (Pb), Pb-Free and Other Attributes” to ensure identification of the interconnect metallurgy throughout the lifecycle.

1.14.7.6 The contractor shall provide a written Certificate of Conformance (CoC) as a part of the As-Built Configuration Data Lists (ABCL).

1.14.8 Repair Processes

1.14.8.1 The contractor shall use whenever possible Sn-Pb based solders and Sn-Pb part surface finishes (minimum 3% Pb by weight) for the assembly of electronics hardware (Components, Boards, Card Cages, Cabinets, Connectors and other electrical assemblies) for Weapons Systems Electronics per GEIA-STD-0005-2.

1.14.8.2 The contractor shall avoid the use of pure Sn (or other pure metals and alloys prone to whisker formation) piece part termination finishes to the greatest extent practical. In the event that pure Sn (or other pure metals and alloys prone to whisker formation) piece part termnination finishes are used, the contractor shall identify the affected parts to the Government and describe rationale for its use and and associated risks.

1.14.8.3 The contractor shall ensure piece parts being procured for assembly, rework, or repair are of the correct metallurgy intended .

1.14.8.4 The contractor shall use Standard Microcircuit Drawing Sn-Pb piece parts to the fullest extent practicable.

1.14.8.5 The contractor shall comply with the latest revisions of Soldering and Electronic Assembly standards for Class 3 Electronics as defined in IPC-A-610 and J-STD-001.

The contractor shall ensure that all technicians are certified and that they follow the approved standards.

1.14.8.6 The contractor shall use eutectic Sn-Pb solder for all rework and repair actions where the solder alloy cannot be verified as Pb-free through approved documentation and/or analysis.

1.14.8.7 The contractor shall manage repair, rework maintenance and sustainment activities to assure that Pb-free solder, finishes, or processes are properly applied and controlled to ensure that the end product continues to meet all requirements.

1.14.8.8 The contractor shall use Pb-free solder alloys only in rework actions where positive identification of the Pb-free alloy can be confirmed through approved documentation and/or analysis.

1.14.9 Lead Free Electronics Program Management

1.14.9.1 The contractor shall present to the Government Pb-free risks and issues at all technical reviews.

1.14.9.2 The contractor shall flow down applicable requirements of this SOW to contractors, sub-contractors, suppliers and grantees as outlined in GEIA-STD-0005-2.

1.14.9.3 The contractor shall provide support to the Government on surveys, audits, product inspections, qualification testing, risk assessments, and production line certifications to verify the capability and qualification of supply sources. The results of surveys, audits and product inspections performed by other centers, other Government agencies, accredited third-party organizations, or the private sector may be utilized on a risk-informed basis as supplement to, or a substitute for direct surveillance.

1.15 GENERAL WORK REQUIREMENTS

1.15.1 The instructions stipulated are brief, concise statements providing general requirements for repair of the B-52 High Pass and Low Pass Electrical Filter Assembly and AFSATCOM Electrical Filter Assembly. The work performed under this contract is to repair of the B-52 High Pass and Low Pass Electrical Filter Assembly and AFSATCOM Electrical Filter Assembly . The work must be accomplished IAW the TOs or OEM procedures listed in Section IV.

1.15.2 In the event that a situation develops where instructions conflict; this PWS will take precedence. The work encompasses the disassembly, cleaning, inspection, replacement of defective components, maintenance, reassembly, testing, and finishing actions required to return the items to a serviceable condition. Additional TOs, directives and other publications listed in Section IV will be used as guidance to support the repair stipulated in this PWS.

1.15.3 When a particular repair is constrained for lack of repair materials that are not, and shall not be immediately available, the Contractor may request authorization to cannibalize subassemblies or parts between failed inducted assets in order to expedite repair. Cannibalization requests shall be subject to the review and subsequent approval or disapproval of the cognizant engineering activity. Such cannibalization actions should only be considered upon exhaustion of all other sources of repair materials.

1.15.4 The Contractor shall not initiate any cannibalization action unless such action shall satisfy all repair material requirements for the item in question. The Contractor shall not remove any piece parts from serviceable units. The Contractor shall replace, at the Contractor’s expense, all cannibalized subassemblies with repaired or new subassemblies and replace all cannibalized parts with new parts. The Contractor shall ensure the contract delivery schedule is not negatively affected by the removal of any subassemblies or parts from any inducted end item. The Contractor shall not condemn cannibalized end items or subassemblies.

1.16 TECHNICAL ORDER MAINTENANCE

1.16.1 The Contractor shall maintain all TOs and other technical directives applicable to the work requirements in an updated and current status according to TO 00-5-1, AF Technical Order System. The Contractor shall consider the impact of a TO change on costs, schedules, and any other pertinent factors. A written evaluation, along with specific backup data for those changes which impact the Contractor’s performance, shall be provided to the PCO within 10 workdays after receipt of updated TO and directives.

The Contractor shall not incorporate these technical order changes until approved by the

PCO.

1.17 SPECIFC WORK REQUIREMENTS

1.17.1 Scope of repair IAW Section IV

a. End-Item disassembly to facilitate cleaning, inspection, and replacement of component parts

b. NDI’s and dimensional inspection

c. One hundred percent replacement of all soft parts

d. Overhaul, refurbishment or replacement of all components not meeting parameters

e. Re-assembly of assemblies and subassemblies

f. Upgrading of end-item to the latest configuration.

g. Performance of all adjustments, alignments, and modifications

h. Test and calibration of assemblies and subassemblies IAW document 32-2518, using equivalent or better test equipment.

i. Final inspection to restore the end-item to a serviceable condition.

1.17.2 Receiving: The contractor shall perform a receiving visual inspection upon receipt of each B-52 High Pass and Low Pass Electrical Filter Assembly and AFSATCOM Electrical Filter Assembly for any shipping or packaging damage. The contractor shall report to the Procurement Contracting Officer (PCO) any received assemblies which were misidentified, misdirected or incomplete (missing parts); the contractor shall receive disposition instruction from the PCO.

1.17.3 Disassembly: The contractor shall disassemble the B-52 High Pass and Low Pass Electrical Filter Assembly and AFSATCOM Electrical Filter Assembly to the extent necessary to repair assets back to serviceable condition. Disassembly Inspection:

a. Perform inspection of items IAW TOs and drawings as identified in Tables 4.1.1, 4.1.2, and 4.2

b. Reuse all components of each item determined serviceable IAW applicable TOs.

1.17.4 Repair: A repair action is the complete end item disassembly, cleaning, inspection for repair requirements, tests on the operating components, assembled and basic structure to determine the support necessary to restore the item to a like new condition IAW OEM specifications and applicable listed Technical Orders, Directives and Technical Guidance listed in Section IV. Any component parts that do not meet specified inspection requirements, or if there is any doubt as to its serviceability or longevity shall be replaced at the contractor’s expense. This includes any part requiring replacement due to fatigue failure, or normal deterioration. The contractor is advised to include the cost of replacing a percentage of each recoverable part, as identified above, in their repair cost proposal.

NOTE 1: If the TO or SPEC does not address the repair of a recoverable part, this part shall be replaced with a new or repaired part by approved contractor’s developed procedures. In case of utilizing a developed repair for salvaging a part, contractor may propose their repair procedure along with substantiating documents for evaluation and possible approval. This request for evaluation must be submitted to the cognizant engineer office through the PCO for approval. The Government shall not be responsible for any costs associated with development of any repair procedures unless it has been negotiated and approved by the PCO.

1.17.5 Reassembly: The contractor shall reassemble the B-52 High Pass and Low Pass Electrical Filter Assembly and AFSATCOM Electrical Filter Assembly to the extent necessary to render the B-52 High Pass and Low Pass Electrical Filter Assembly and AFSATCOM Electrical Filter Assembly to a serviceable condition.

1.18 DEFICIENCY REPORT INVESTIGATION:

1.18.1 At the Government’s request, the contractor shall investigate and submit findings to include root causes and a corrective action against all Deficiency Reports submitted to contractor against items repaired by this contract which is reported to be defective. IAW USAF Deficiency Reporting and Investigating System (WEB Access Only) 00-35D-54- WA-1 & DLM 4000.25 Reporting of Supply Discrepancies, Vol 2, Chap 17.

1.19 CONDEMNED ASSETS:
