About this file

This document is a Data Item Description (DID) that provides the format and content requirements for a Diminishing Manufacturing Sources and Material Shortages (DMSMS) Health Assessment Report. The report is used to support DMSMS management activities as part of the Department of Defense (DoD) Total System Life Cycle Management responsibilities.

The report must be provided in an interactive Microsoft Excel file that presents system elements, fiscal years, and the risk associated with predicted impact dates of known and projected DMSMS issues. The report must contain data elements such as OEM item number, nomenclature, status, end of life date, and impact statement. The report must allow the user to view lower level assemblies and identify root causes of DMSMS impacts. The report is required for all items, except commercial items, down to the component level.

DATA ITEM DESCRIPTION

Title: DIMINISHING MANUFACTURING SOURCES AND MATERIAL

SHORTAGES (DMSMS) HEALTH ASSESSMENT REPORT

Number: DI-MGMT-82273 Approval Date: 20190702 AMSC Number: 10039 Limitation: N/A DTIC Applicable: N/A GIDEP Applicable: No Preparing Activity: OSD-SO Proj Number: MGMT-2019-016 Applicable Forms: N/A

Use/relationship: Data delivered using the DMSMS Health Assessment Report will be used to support DMSMS management activities as a part of the Department of Defense (DoD) Total System Life Cycle Management responsibilities.

a. The DMSMS Health Assessment Report will be used to develop an understanding of the health of the system and subsystems being reported. It will also aid in determining the scope of DMSMS issues within systems and subsystems and will aid in determining optimal mitigation strategies.

b. The data may be obtained during any program life cycle phase.

c. The word “item” is used throughout the document to refer to anything in the system and includes parts, software, materials, chemicals, etc.

d. This DID contains the format, content, and intended use information for the data deliverable resulting from the work task described in the contract.

Requirements:

1. Reference Documents. The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.

2. References. Electronic Code of Federal Regulations (CFR) 48 CFR 2.101 – Definitions.

Available from the Government Publishing Office, https://www.govinfo.gov/app/details/CFR- 2016-title48-vol1/CFR-2016-title48-vol1-sec2-101

3. Format. The DMSMS Health Assessment Report shall be provided in an electronic Microsoft Excel (.xls or .xlsx) file as an interactive object similar to Figure 1. The DMSMS Health Assessment Report shall present the requested information in a tabular format with system elements (Table 1, Data elements 1 – 3), as the first three column headers and Fiscal Years (FYs) as the remaining column headers. The report will contain data for 10 FYs from the date of the report. The data in the related cells for each FY column shall specify by color

the risk associated with the predicted impact date (Table 1, Data Element 8) of unmitigated Known DMSMS Issues and Projected DMSMS Issues as defined in Table 1, Data Element 6.

Green cells shall indicate years in which there is no impact, Yellow cells shall indicate years in which an impact will occur within two years. Red cells shall indicate the year in which the impact will occur and all future years in that row. The cells shall indicate, using text, the number of DMSMS issues being reported in the lower level assemblies. The report shall provide DMSMS impact information for items rolled up from the lowest hierarchical hardware level in a single row at the level just below the top level. The report shall provide the ability to step through the lower levels to identify the item which is the root cause of an impact. The report shall provide a mechanism to view either Known or Predicted DMSMS Issues separately or together based on data in Table 1, Data Element 6. The report shall provide a mechanism for the user to view the additional data in Table 1, Data Elements 4 – 7 when the row of the lowest level item is clicked. The report shall have a legend that lists the risk colors and their meanings. Figure 1 shows a notional report example with the lower levels expanded to show the item that is the root cause of the impact.

4. Content. The DMSMS Health Assessment Report shall contain a health assessment of the systems specified by the contract using the Date Elements in Table 1. The information shall be included to the lowest indenture level (component level) for all items, including subcontractor items, which are not commercial items. Commercial items are defined in 48 CFR 2.101 – Definitions.

Table 1 DMSMS Data Elements

Data Element Number

Field Name Definition Notes and Instructions Data Type

1. OEM Item Number The item number assigned by the Original Equipment Manufacturer (OEM). This may be the same as the Manufacturer’s number but more often than not it is different. Sometimes referred to the Configuration Part Number or the Drawing Number.

Required. Referred to as the “Referenced Item” hereafter.

Alphanumeric

2. NHA Item Number The OEM Item Number of the referenced item’s parent (Next Higher Assembly (NHA)). If the referenced item is software or firmware then the NHA is the item the software is used on.

Required for all items except the top level assembly.

Alphanumeric

3. Nomenclature The name or designation of the referenced item.

Required for all items. Alphanumeric

4. Status The current DMSMS status of the referenced item. Choose from: In production, Discontinued, or Pending Discontinuance.

Required. Choose from: In production, Discontinued, or Pending Discontinuance.

Text

5. EOL End of Life (EOL) is the known or predicted last production date (month/year) of the referenced item. This date is provided by some commercial sources for electronic items, can be found in some manufacturer’s product roadmaps, or may be obtained by direct contact with the manufacturer.

Required.

For predictions which in the opinion of the contractor are not firm use January as the month.

Date (mm/yyyy)

Field Name Definition Notes and Instructions Data Type

6. EOL Type EOL Type establishes whether the EOL date (Data Element 5) originated from the item manufacture or was based on a prediction.

Choose from: Known or Predicted

Text

7. Statement of Impact

Describe the impact the issue will have on the affected system if the issue is not resolved.

Required if a DMSMS issue has been identified for the referenced item.

Text

8. Impact Date DMSMS impact is defined as the inability to produce or sustain the NHA because of a known or Projected DMSMS issue. The impact date is the estimated date that the impact will occur.

Required if a DMSMS issue has been identified for the referenced item.
