Performance Work Statement (PWS) for

Air Force Sustainment Center (AFSC)/Supply Requirements Branch (LGPS)

1.0 BACKGROUND

The Air Force Sustainment Center (AFSC) Logistics Directorate (AFSC/LG) is the functional owner of the Logistics Enterprise Architecture (LogEA) requirements processes that are at the core of supply chain planning and execution and are found within multiple Information Technology (IT) software systems such as D200A, also known as the Secondary Item Requirements System (SIRS). For example, as a part of the LogEA requirements processes, the IT systems determine the item (spare part) buy and repair requirements (D200A), determine budget requirements (peace and war) (D200N and ABCS), set base stock levels (D035E), and prioritize repair and distribution actions (EXPRESS). These spare parts are used to support maintenance actions on the AF’s major weapon systems (fighters, bombers, missiles, etc.).

D200A is the upstream IT system that sends data to D200N, ABCS, D035E, EXPRESS, and other multiple systems. Seventeen different IT systems (e.g., D043A, D035A, D035T, etc.) send data via data interfaces to D200A, plus there are other upstream systems that affect D200A. These IT systems and their embedded business processes are successful due to intense data quality activities (error analysis and resolution; researching, developing, and maintaining data management techniques, data quality industry research and application, etc.) focused on the data interfaces flowing to and from D200A and related supply chain management systems, and the proper functioning of the state of the art decision support models imbedded in all of these IT systems.

Multiple IT systems and decision support models are involved in the LogEA requirements processes.

These include the Secondary Item Requirements System (SIRS/D200A), Requirements Item Identification Data (RIID/D200E), Applications, Programs and Indentures (API/D200F), and Central Secondary Item Stratification (CSIS/D200N); the Readiness Based Leveling (RBL/D035E) system; the Reutilization/Disposition System (D035G); Sustainability Assessment Module (SAM/D087C), Weapon

and all associated systems and imbedded models, [e.g., Aircraft Availability Model (AAM) found in various forms in D200A, D035E, D087H, and D087X].

AFSC/LG is undergoing transition from the legacy software system D200A environment to an enterprise software-as-a-service environment, the Enterprise Supply Chain Analysis Planning and Execution (ESCAPE) system that is scheduled to replace D200A in 2020. AFSC must continue to operate the supply chain while endeavoring to make the transition to these new environments as seamless as possible.

The new interfaces to ESCAPE will be real time versus the scheduled point-in-time interfaces received by D200A. The new interfaces are being developed by the ESCAPE Program Management Office (PMO).

Once implemented, a completely new set of data quality management activities must be researched and developed to support these new interfaces.

The AFSC Supply Requirements Branch (LGPS) manages the D200 suite of systems (D200A, D200N, D200E, D200F, D200H) and the RIPIT team. The team is responsible for providing the data quality activities described above and the modeling expertise for the decision support models imbedded in the LogEA IT systems mentioned above. LGPS also manages the RIPIT System containing web applications and associated software requirements. The mission of the RIPIT System is to provide D200 data to users, primarily equipment specialists and inventory management specialists, via a suite of web applications developed, sustained and managed on the RIPIT System (e.g., knowledge management and information services, web applications, etc.). The system also acts as a file server to provide a means for RIPIT personnel to store data and user files; and consists of a collection of web accessible reports, applications, and websites. The reports and applications provide data primarily from the D200/Requirements Management System (RMS) Suite, with additional data from D043A, D035T, D035K, and the Defense Logistics Information Services (DLIS) systems. The RIPIT System provides massive data bases for research and analysis and provides the analytical software tools the RIPIT team must have to perform its data quality activities and modeling consultation function (see Section 10). The RIPIT team is involved in the program management of the RIPIT Server System for LGPS and in the functional management of the D200A suite of systems.

1.1 Mission Essential Contractor Services. N/A.

2.0 OBJECTIVE AND SCOPE

2.1 Objective

The Contractor shall form a “Requirements Integration Process Improvement Team” (RIPIT) that shall 1) proactively identify erroneous data and its causes, and 2) monitor the data to ensure validity, accuracy, consistency, completeness, and currency using the web applications and software requirements identified in Section 10.2, RIPIT Web Applications and Associated Software Requirements. This includes identifying missing data and recommending solutions to address customer concerns regarding business process rules for the Requirements Management System (RMS) Suite. The RMS Suite includes the Secondary Item Requirements System (SIRS/D200A), Requirements Item Identification Data (RIID/D200E), Applications, Programs and Indentures (API/D200F), and Central Secondary Item Stratification (CSIS/D200N); the Readiness Based Leveling (RBL/D035E) system; the Reutilization/Disposition System (D035G); Sustainability Assessment Module (SAM/D087C), Weapon System Management Information System/Requirements Execution and Availability Logistics Module (WSMIS/REALM/D087H); Execution and Prioritization of Repairs Support System (EXPRESS/D087X);

and all associated systems and models, [e.g., Aircraft Availability Model (AAM)]. The Contractor shall provide services to sustain, maintain, operate, and modify the RIPIT System managed by AFSC/LGPS.

The RIPIT system is not the same as the RIPIT team referenced at the top of this paragraph. The RIPIT system is listed in Section 10. The above support functions will extend to the Enterprise Supply Chain Analysis Planning and Execution (ESCAPE) system when it subsumes SIRS/D200A and other modernization efforts that may occur during the contract timespan (e.g., affecting or replacing systems mentioned above).

This will involve conducting research to resolve identified problems in interfacing systems, internal databases and any outputs. As necessary, the data corrections must be accomplished in a timely and accurate fashion in order to maintain system schedules and data integrity. This system maintenance facilitates data accuracy in budget projection and program execution activities to ensure support is available to the warfighter. This includes providing timely data queries, research and analysis of requirements data, business rules, training to users, assistance in business process and software testing, internet web reporting, model analyses, and attending/providing input to planning/strategy sessions. With the planned replacement of D200A and other Air Force Sustainment Center (AFSC) legacy systems, RIPIT will ensure that legacy system lessons learned and business best practices are incorporated into the data/business rule issues associated with transitioning these systems to an enterprise platform.

2.2 Scope

2.2.1 Requiring Activity and Partners. The work for this effort is being done principally for AFSC/LGPS at the locations set forth in Section 9.0. RIPIT provides information and analysis support to AFSC and other agencies, as needed, to include the Air Force Life Cycle Management Center (AFLCMC), Air Force Audit Agency (AFAA), Air Force Nuclear Weapons Center (AFNWC), Air Force Institute of Technology (AFIT), Air Force Materiel Command (AFMC), Headquarters Air Force (HAF), Office of the Secretary of Defense (OSD), other major commands (MAJCOMs), and others.
