The contractor shall accomplish the overhaul/re-core IAW applicable technical order(s) (TO) or the Original Equipment Manufacturer (OEM) specification. All designated components shall be overhauled/re-cored to the latest configuration. The work encompasses the disassembly, cleaning, inspection, fabrication of external and internal piece parts (known as Core Assembly), welding, brazing, heat treat, assembly, testing, and finishing actions required to return the overhauled/re-cored item to a like new condition. Additional TOs, directives and other publications listed in Attachment B will be used as guidance to support the overhaul/re-core stipulated in this PWS.

1.2.4 Engineering and Technical Services:

1.2.4.1 Engineering Services: The Contractor shall provide engineering support on an as-needed basis for the NSNs identified in this PWS to resolve shortfalls and deficiencies concerning safety, supportability, reliability, availability, and maintainability. Engineering efforts may include, but are not limited to: identifying and correcting obsolete parts and Diminishing Manufacture Sources and Material Shortages (DMSMS), performing engineering analysis, mishap/safety investigations, prototyping, assess and resolve materiel deficiencies, reverse engineering, modeling, simulation, and providing engineering data. Requirements will be detailed and cited in individual task orders accompanied by a task specific PWS and other applicable documents.

1.2.4.2 Technical Services: The Contractor shall perform as needed tasks/travel to provide technical and/or test support in assisting the Government with installation, integration, and test of relevant NSNs. Travel may be required to Government facilities or deployed locations.

1.2.4.3 Contractor Identification: Contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.

1.2.4.4 Engineering and Technical Data Requirements. The contractor shall delivery the following data as requested by individual tasks orders:

1.2.5.1 The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

1.2.5.2 Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. The contractor may direct questions to the Contractor Manpower Reporting Application (CMRA) help desk.

1.2.5.3 Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

1.2.5.4 User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.

1.2.6 Configuration Management:

1.2.6.1 The contractor shall ensure all repair or overhaul and replacement component parts are in accordance with the Air Force approved configuration control documents.

1.2.6.2 The contractor may request a deviation, either temporary or permanent, from the Air Force approved item configuration. This request shall include sufficient details, costs, and impacts to enable evaluation by the applicable Air Force cognizant engineering authority.

1.2.6.3 The Government will maintain configuration management and oversight of all end items.

All changes/modifications shall be authorized by Government Configuration Control Board (CCB).

1.2.6.4 Engineering Change Proposal (ECP): The contractor shall submit to the Contracting Officer (CO) who shall inform the USAF cognizant source authority of any change notice, design change notice, engineering order, engineering change order, engineering change notice, specification change notice that would affect the configuration of the item. Any changes made without written approval from the contracting agency shall require removal at the contractor’s expense. The contractor shall request government approval of all ECP changes, including substitute parts changes, through Notice of Revision (NOR). ECPs submitted shall be technically accurate, complete, clearly written, and systematically account for the proposed configuration changes (Engineering Change Proposals IAW DI-CMAN-80639C). The NOR is forwarded to the custodian of each specification, drawing, associated list, or other applicable document(s) so they can make the required documentation changes (Notice of Revision (NOR) DI-CMAN-80642C).

1.2.6.5 Configuration Change: Changes to the configuration shall be made only when appoved by the USAF cognizant source authority. Examples of such changes are ECPs generated as the result of diminishing sources, reliability and maintainability, safety, and preferred spares. Records shall be maintained which readily and systematically account for configuration changes from the baseline configuration.

1.2.6.6 The contractor shall keep records to allow traceability of the sourcing of replacement parts for each end item repaired and shall be furnished for inspection upon Government request.
