Sustaining Engineering and Technical Order Update Support C-21A Aircraft (A/C)
This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for Sustaining Engineering and Technical Order Updates for the C-21A A/C for use by United States Air Force (USAF) personnel. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.
The government will not reimburse participants for any expenses associated with their participation in this survey.
INSTRUCTIONS:
1. This document contains a general description for the requirement and a Contractor Capability Survey, which allows you to provide your company’s capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)

3. Both large and small businesses are encouraged to participate in this Market Research.
Joint ventures or teaming arrangements are encouraged.
PURPOSE/DESCRIPTION
The government is seeking sources that may be capable of providing Sustaining Engineering and Technical Order Update support for nineteen (19) C-21A aircraft beginning in Calendar Year CY 2020. The C-21A is derived from a commercial Learjet 35A and modified to supply passenger, med-evac and cargo airlift support for military operations. Learjet, Inc. and/or its subcontractors retain all rights to commercial data. The contractor will be required to conduct recurring and nonrecurring engineering, including investigation and evaluation of accidents and service related deficiencies, system and sub-system design engineering, prototyping and testing for modifications and replacement equipment.
The contractor will also be required to maintain all C-21A engineering data including aircraft drawings, schematics, wiring diagrams and engineering reports. The contractor will be required to maintain and update technical order manuals, maintenance manuals, wiring manuals, illustrated parts catalogs and develop repairs and resolve deficiencies uncovered by the Operating Commands (AMC and USAFE) and their maintenance organizations.
Note: There is no solicitation package at this time.

Part II. Capability Survey Questions
A. General Capability Questions:
1. Does the company have access or the ability to obtain access to Original Equipment manufacturer (OEM) data for the Learjet 35A aircraft, specifically the C-21A?

2. Does the company have access or the ability to obtain access to C-21A Data?

3. Describe your current knowledge and ability, or plans to acquire the knowledge and ability, to provide Sustaining Engineering for the C-21A A/C and its subsystems.
4. Do you possess detailed knowledge of the C-21A A/C design configuration and A/C operating characteristics?
5. Do you have established relationships or can you demonstrate a clear ability to establish relationships with the associated subcontractors, including the C-21A engine OEM?
