1.0. Section I - Introduction and General Information
This Performance Work Statement (PWS) describes the Engineering Support Services (ESS) to be provided by the Contractor of the C-21A program. The services of the Engineering support that are required are divided into recurring and nonrecurring activities.
1.1. Contractor Responsibility
The Contractor is responsible for the content and work direction as stated in this PWS.
NOTE: Procuring Contracting Officer's (PCO) Authority. The PCO is the only person authorized to approve changes to any of the requirements of this PWS or any provisions contained in the contract. In the event the Contractor implements any such change at the direction of any person other than the PCO, the change will be considered to have been made without authority.
1.2. Acronyms
The Contractor shall find acronyms in Attachment 2, Acronyms.
1.3. Platform Description
The C-21A performs its worldwide missions similar to its commercial counterpart, the
Learjet Model 35A. In peacetime, the fleet is used for pilot seasoning, high priority cargo transport, passenger transport, and medical evacuation support. These aircraft were originally leased by the USAF and later purchased in April of 1984 as an FAA type certified aircraft in accordance with Type Certificate Data Sheet A10CE to CFR 14 Part 25 requirements. The USAF has maintained this certification by contractually mandating that all C-21A maintenance and modification efforts be accomplished strictly in accordance with
FAA requirements, in accordance with AFPD 62-6.
1.4. Program Requirements
The purpose of this contract is to support the Government in maintaining Operational Safety, Suitability, and Effectiveness of the United States Air Force C-21A fleet. The Contractor shall accomplish both "Recurring" and "Non-Recurring" services in support of the task requirements. “Recurring” service shall consist of but not be limited to Contractor action to update/provide input to technical manuals and provision of status reports as required by this PWS. "Non-Recurring" service shall include but not be limited to engineering inquiries as well as Engineering Assignments (EA). Except for Inquiries, “Non-Recurring” service shall be accomplished only upon specific requests of the Procuring Contracting Officer (PCO).” The Contractor shall provide the resources to accomplish the requirements of this contract.
1.5. Point of Contact
The Contractor shall provide a point of contact that will be available to the C-21A Engineering/Program Management Office eight hours a day between the hours of 6 am and 6 pm Central Standard Time (excluding Government holidays) in all matters related to the support services provided under this PWS. This point of contact shall maintain cognizance over properly submitted requests, Engineering Assignments, and coordinate the technical and administrative aspects of this PWS to ensure timely accomplishment of activities required to fulfill the requirements of this contract. Points of contact for the Government are provided in Attachment 4. This list is subject to change and will be updated as required.
Note: “Government holidays” means Veteran’s Day, Thanksgiving Day, Christmas Day, New Year’s Day, Columbus Day, Presidents’ Day, Martin Luther King Day, Labor Day, Memorial Day, and Independence Day.
1.6. Electronic Data and Correspondence Exchange
The Contractor shall provide electronic data transfer capabilities in accordance with Government-approved industry standard techniques. The Contractor shall deliver data in electronic format that is accurate, secure and timely, as agreed to by the Program Engineer. Electronic data transfer capability support will be required in two areas:
a) Data/information on electronic media
b) Implementation/maintenance of electronic data transfer
1.7. Engineering Data
The Contractor shall use its own standard practices to ensure that new data and drawings prepared under this contract are of production quality, unless otherwise specified by the Program Engineer.
1.7.1. Non-Recurring Engineering Data
The Contractor shall provide engineering data and drawings developed to describe all C-21A peculiar items. The drawings shall be developed per the Contractor's commercial practices and shall be accessible to the Government. The Contractor shall update, revise and maintain C-21A engineering data/drawings developed under this contract in accordance with standard commercial practices.
1.7.2. Data Rights
The Contractor shall afford data rights to the Government In Accordance With DFARS 252.227-7013, 252.227-7015, and 252.227-7037.
1.8. Quality System Provisions
The Contractor shall maintain an approved Quality Management System that complies with ISO 9001 and AS9100.
1.8.1. Quality Assurance Provisions
The Contractor shall be ISO 9001 and AS9100 compliant. Government will continue to use
Defense Contract Management Agency (DCMA) oversight to further enhance the overall quality management process.
1.9. Mission Essential Contractor Services: N/A
1.10. Contractor Manpower Reporting
The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the USAF via a secure data collection site. The Contractor is required to completely fill in all required data fields at https://www.ecmra.mil/Default.aspx . Reporting inputs shall be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk (http://www.ecmra.mil).
2.0. Section II – Activities to be performed
2.1. Recurring Engineering/Data Services
The Contractor shall perform the following engineering/data services.
2.1.1. In-Flight Emergency Support
The Contractor shall provide a 24-hour per day focal point for in-flight emergency assistance with required resources to assure quick response to aircrew experiencing in-flight emergencies in accordance with commercial practices. The Contractor shall ensure the instructions for obtaining support for in-flight emergencies, are current at all times and disseminated to the Program Engineer.

2.1.2. Service Information and FAA Directive Review
The Contractor shall provide publications pertaining to FAA compliance, Operational Safety, Suitability and Effectiveness (OSS&E) and system/component OEM information or suggested actions.
The Contractor shall provide a list to include these items every quarter. This list shall include:
a) Type of service information communication
b) Date of publication
c) Applicability to the C-21A fleet
d) Contractor recommendation (optional, recommended…)
Contractor shall notify the Government in the event that a lack of data precludes publication evaluation and recommend an appropriate method (i.e. inspection, documentation review, etc.) for determining resolution.

2.1.3 Engineering Activity Reporting
The Contractor shall provide a monthly report that includes a summary of efforts supported and the estimated or actual completion dates. The Contractor shall provide a weekly status report showing the status of Engineering Inquiries.

2.1.4. Data Requests
The Contractor shall provide reference service to the Program Engineer including furnishing of an electronic copy reproduced from the best available master of nonproprietary and releasable proprietary data. Requests for such data will be limited to that required for support of C-21A aircraft.
2.1.4.1. Commercial Manual Revision Services
The Contractor shall provide the Government complete continuous revision service for all
Learjet Model 35A commercial manuals delivered in indexed PDF on CD ROM. The
Contractor shall provide recommendations identifying specific data within the Learjet
Model 35A commercial manuals as applicable to the C-21A fleet.

2.1.4.2. FAA Records
The Contractor shall track and maintain FAA certification data and records by tail number or individual aircraft from the best available data as previously generated, or provided by the
Government and Government contractors.
2.1.5. Safety
The Contractor shall develop and maintain a safety engineering program with responsibility for oversight and review of engineering development activities. The Contractor's safety engineering program shall meet the requirements of CFR Part 25 and MIL-STD 882E (or latest version). The Contractor shall review recurring and non-recurring efforts for safety issues and provide a safety evaluation (in contractor’s format), Safety Hazard Rating per MIL-STD 882E (or latest version), and technical/risk management recommendation to the Program Engineer as soon as possible upon discovery of a safety situation. The Contractor shall attend designated System Safety Group meetings at the request of the Government.
The Contractor shall support pro-active planning to ensure safety issues are addressed.
SSGs are held in conjunction with the Program Management Review (PMR). (See paragraph 2.1.7.)
2.1.6. Meetings
The Contractor shall support annual Program Management Reviews (PMR) and other conferences as requested by the Government. The Government and Contractor shall mutually agree upon agenda items. The Contractor shall prepare and provide a proposed agenda and presentation materials as requested by the Government prior to the meeting.
The Contractor shall also furnish the necessary facility when the meeting is held at the Contractor’s location. All PMRs will be held in the continental United States.
2.1.7. Systems Engineering Approach (ref Table 4-1)
The Contractor shall include a disciplined engineering approach that ensures full spectrum integration and systems engineering principles are applied when performing all nonrecurring and recurring tasks in this PWS. The Contractor shall develop, maintain and update the Contractor's Systems Engineering Management Plan (SEMP) and provide it to the Program Engineer. The Contractor shall provide for technical planning, integrate Government and Contractor practices and processes, and conduct continuous process improvement consistent with corporate improvements and program needs. The Contractor shall quantify and formally review identified requirements through the System Engineering Process, as defined in the SEMP. The SEMP shall include a description of the key technical and technical management processes. At a minimum, the SEMP will address the metrics defined in AFLCMC/WVV’s Systems Engineering Plan (SEP) and this PWS. The SEMP shall include a matrix that correlates AFLCMC/WVV’s SEP and this PWS with the Contractor's SEMP.

2.1.8. Operational Risk Management Program
The Contractor shall provide their Risk Management Plan, developed in accordance with FAA Order 8900.1, to the Government for review within 60 calendar days after contract award.
Additional submissions shall occur in the event that the Risk Management Plan is updated. The Risk Management Plan shall be provided to the Program Engineer(s) as listed in Attachment 4.

2.2. Non-Recurring Engineering/Data Services
The Contractor shall respond to inquiries as requested by the program engineer.
Contractor shall perform all other non-recurring engineering/data services as prioritized and directed by the Engineer.
2.2.1. Engineering Inquiries
The Contractor shall support requests for engineering, substitute parts and general inquiries in support of aircraft/engine logistics efforts and government objectives. The Contractor shall maintain cognizance over requests, directions and requirements to ensure that planning, programming, accomplishment of events and delivery meet Government objectives. An Inquiry may be marked as Urgent or Routine. Urgent inquiries may consist of, but not be limited to, aircraft on ground (AOG), discrepancies/inquiries that affect safety, depot schedule, or any other inquiries requiring an immediate response. All other inquiries shall be considered routine. Urgent inquiries shall be due within 5 working days. Routine inquiries shall be due within 30 calendar days. Any Inquiry not delivered within 5 working days shall be considered to be Routine for invoicing purposes.
2.2.1.1. Authorization
The Contractor shall support requests from the Program Engineer and Equipment Specialist for Engineering Inquiries. The Contractor shall obtain written/verbal approval from the Program Engineer prior to responding to requests originating outside of the Program Engineer and Equipment Specialist. In the event that the Government provides a verbal approval, it will be followed up in writing.
2.2.1.2. Safety Inquiries
The Contractor shall investigate, analyze and report to the Government on any situation that may affect ground and flight safety of the aircraft and/or associated aircraft personnel, when requested by the Program Engineer, or when notified by the Contractor and approved by the Program Engineer. The Contractor shall provide a safety evaluation, Safety Hazard Rating per MIL-STD 882E (or latest version), and technical/risk management recommendation to the Program Engineer as soon as possible after receipt of safety inquiry. During the initial evaluation of the Safety Inquiry, if the Contractor determines a safety of flight issue exists, the Contractor shall notify the Government immediately by the most expeditious method. In the case of a newly-discovered hazard/issue, the Contractor shall provide a notification within 2 working days of validation. In the case of a Safety Inquiry, the Contractor shall follow the timelines for an Inquiry as noted above in paragraph 2.2.1.
2.2.1.3. Substitute Parts
The Contractor shall provide engineering support to resolve substitute part requests.
The Contractor shall document engineering decisions and provide a recommendation to the Program Engineer within 30 calendar days. The Contractor shall request an Engineering Assignment (EA) for substitutes requiring considerable effort to obtain engineering or FAA approval. The Contractor shall notify the Program Engineer in writing with appropriate rationale if an approved part is not available and a redesign or nonstandard component is required.
2.2.1.4. Maintenance Program Support
The Contractor shall develop and propose to the Program Engineer changes to the
Customized Maintenance Manuals as applicable based on Airworthiness Directives (AD's), Service Bulletins (SB's), Service Letters and changes to the Corrosion Prevention and
Control Program (CPCP) document. The Contractor shall propose changes based on changes to the operational profile, safety or mission critical failures experienced by
Government and specific Government requests as information is provided by the
Government. The Contractor shall review available maintenance data, support maintenance review meetings and provide recommendations for changes to aircraft maintenance programs.

2.2.2. Engineering Assignments (EA)
The Contractor shall perform Engineering Assignments.
2.2.2.1. Authorizations
The Contractor shall accomplish work on EAs only upon receipt of authorization from the PCO. Government contract action will include formal work authorizations for each EA and will identify or define the EA problem, task description or Performance Work Statement
(PWS).
2.2.2.2. EA Performance
EAs shall be governed by the same requirements as stated within this PWS. Any exceptions or deviations shall be stated within the EA. The Contractor shall submit deliverables as specified in each EA.
2.2.2.3. EA Reporting
The Contractor shall report the status of each active EA in the Monthly Activity Report.
The Contractor shall also include a list of completed EAs and the completion dates in the Monthly Activity Report.

2.2.2.4. EA Completion/Closure
The Contractor shall provide written notification to the requiring activity when an EA has been completed and is closed. The notification should include/reference documentation evidencing completion. The requiring activity will provide written concurrence that all activities have been satisfactorily completed or specific identification of areas of nonconformance.
2.2.2.5. Scope of EA Activities
The Contractor shall be prepared to perform non-recurring engineering/data services similar to, but not limited to, the tasks listed below when authorized by the PCO through an EA.
2.2.2.5.1. Aircraft Prototype Modifications
The Contractor may be requested to perform any and all activities (i.e. site surveys, engineering design, technical data development, TCTO preparation, fabrication, kit procurement, installation, test, certification standards, and delivery) necessary to complete prototype modifications. Prototype modifications shall be defined as the first modification performed for a specified aircraft configuration. Multiple configurations for a single aircraft may result in multiple prototype modifications for that aircraft. Prototype modifications may include, but not limited to, modifications to airframe, aircraft systems, aircraft avionics and mission equipment. Prototype modifications may be required to support correction of deficient systems as well as the development of new and enhanced systems. As requested, the Contractor may be required to provide a depot facility to induct, preserve, modify, depreserve and deliver the aircraft in accordance with established and approved FAA procedures. The contractor may also be required to install the system on a Verification Aircraft. As requested, the Contractor may be required to provide spares provisions as necessary to support the prototype installation and testing.
2.2.2.5.2. Tech Data Review/Update
The Contractor may be required, as a result of work conducted, to review and update existing technical data. The Contractor may be required to provide a list of impacted technical data.
The Contractor may be required to develop technical source data in response to new operational, maintenance or logistic procedures/requirements.
The Contractor shall use engineering source data and Air Force requirements when developing updates for existing technical data or when developing technical source data.
2.2.2.5.3. Engineering Studies
The Contractor may be required to conduct engineering studies to determine system definition and modification requirements for enhancements to airframe or mission systems. The Contractor may be required to coordinate with the Program Engineer and the Government Aircraft operator/maintainer to develop enhancements that satisfy Government requirements and capabilities, or resolve performance issues.
2.2.2.5.4. Engineering Support
The Contractor may be required to provide engineering support to ensure successful integration of systems onto the aircraft. Contractor may be required to support by attending design reviews, technical demonstrations, and Technical Interchange Meetings (TIM). In addition, the Contractor may be required for system level studies and resolution of technical problems.
2.2.2.5.5. Test Support
The Contractor may be required to provide test support to ensure successful integration, functionality and operation of existing, new and modified aircraft hardware and software.
Contractor may be required to support by attending design reviews, technical demonstrations and Technical Interchange Meetings (TIM). In addition, the Contractor may be required to perform system level studies and resolution of technical problems.
2.2.3. Deficiency Reporting
The Contractor shall have an internal deficiency reporting process for identifying, reporting and tracking system deficiencies identified during Test and Evaluation. The process shall contain sufficient data to be compatible with the government reporting process, TO 00- 35D-54. The Contractor shall report Category I deficiencies within the timeframe specified in TO 00-35D-54. The Contractor shall meet the intent of the "Watch Item Process" in TO 00-35D-54 (section 2.5), using Contractor systems. The Contractor shall report unresolved Watch Items (or Contractor equivalent) to the Government with final test reports following Test and Evaluation. The Contractor shall flow these deficiency reporting requirements to subcontractors and suppliers, as applicable. The Contractor shall submit reports IAW TO 00- 35D-54 (section 2.5).
NOTE 1: "Test and Evaluation" is considered to encompass that portion of nonrecurring efforts in which aircraft modifications are verified for the government, and includes modification acceptance tests; final publication validation; and FAA testing and test flights as a minimum.
2.2.4. Cost Estimates
The Contractor shall, as requested, develop and provide price data to support Government cost estimates of EAs and other contracting efforts, and in support of decision making and the planning, prioritization, identification, and capture of funding for future efforts. The Contractor shall receive requests for estimates from the PCO. The Contractor shall prepare and provide the Program Engineer and PCO an Effort Impact Statement that describes the activity to be performed, the period of performance, labor, travel and material cost estimate to perform the work specified. The Contractor shall submit all estimates to the originator of the request with a copy to the Engineering Support Services Program Manager and the PCO.
2.2.5. Processing of Aircraft at Facility
The Contractor shall arrange for induction of aircraft into a maintenance facility as required to accomplish work under this PWS. The Contractor shall induct, preserve, modify, de preserve and deliver the aircraft IAW the contractor's FAA approved repair station license, to include Preflight, Flight Test and Post Flight.
2.2.5.1. Forms Preparation
The Contractor shall ensure the complete set of aircraft records, forms and publications received with aircraft will be delivered to the ferry crew at the time of aircraft delivery.
Upon completion of requirements of this work specification, the Contractor shall issue a "Certification of Completion", specific by aircraft serial number or an FAA Form 8110-3 approving data and installation, to the Government Quality Control representative stating that the aircraft meets all work specification requirements. The certificate shall contain a list of all modifications accomplished.
The Contractor shall provide FAA Airworthiness and Return to Service documents.
The Contractor shall prepare aircraft/missile equipment transfer/shipping list (AF Form 2692) in accordance with AFI 21-103 and record equipment installed, relocated or removed as directed in the work specification.
2.2.5.2. Program Engineer Acceptance
The aircraft will be inspected and accepted at the Contractor's facility. Aircraft shall not be accepted for delivery with equipment and part shortages which affects crew safety of flight or any other shortage except those listed in aircraft forms at time of input, or as approved by Program Engineer or designated Government representative.
2.2.6. Preliminary Hazard Analysis
The Contractor shall perform investigations and identify aircraft system safety issues as requested by the Program Engineer through the PCO. The Contractor shall perform and provide a preliminary hazard analysis in accordance with MIL-STD 882E (or latest version) when requested by the Program Engineer through the PCO. The Contractor shall tailor the MIL-STD 882 risk probability and frequency definitions as directed by AFI 91-202, USAF Mishap Prevention Program, AFLCMC Supplement to the AFMC Supplement, dated 10 April 2018 (or latest revision).

2.3. Technical Order/Manual Sustaining Support
2.3.1. Master Copy File
The Contractor shall maintain a current master copy of digitized data as appropriate for all T.O.s listed in Attachment 1 to support preparation of future revisions, changes or supplements.
2.3.1.1. Delivery to Government
The Contractor shall deliver the current digital file to the Government when requested by the C-21A PCO. The Contractor shall furnish a digitized database of all T.O. change and revision data in the form of Indexed Portable Document Format (IPDF) on Government approved media when requested by the PCO.

2.3.1.2. Data Resources
The Contractor shall make use of all resources available to ensure the technical accuracy, adequacy, compatibility, completeness, and suitability of the T.O.s specified in Attachment 1 for Government use.
2.3.1.3. Technical Order Development Services
The Contractor shall develop source data in association with a modification or a configuration change. This data shall meet the existing commercial ATA style and format of existing text in the delivered manuals. This development shall also include pertinent lay-in data i.e., figure, index, chapter, section, page and existing matter which needs to be relocated.
2.3.2. Deliverable Commercial Data
2.3.2.1. Learjet Commercial Manual Revision Services
The Contractor shall provide to the Government continuous revision service for all Learjet commercial manuals listed in Attachment 1.

2.3.2.2. Other Manual and Revision Services
The Contractor shall provide other commercial manuals, revision services, and other data services, including vendor products, when requested by AFLCMC/WVV through the PCO.

2.3.3. Reprints
The Contractor shall accomplish the following when requested by AFLCMC/WVV (Note that all reprints shall be in digital form (i.e. CD or other approved media)):
2.3.3.1. Assembly
The Contractor shall update digital database of the T.O.s listed in Attachment 1 for reprinting by merging all previous changes into the basic issue of the technical manual.
2.3.3.2. Title Page Statement
The Contractor shall prepare a new title page, ensuring the statement "BASIC AND ALL CHANGES HAVE BEEN MERGED TO MAKE THIS A COMPLETE PUBLICATION" is placed on the title page.
2.3.4. Stock-Storage-Distribution
The Contractor shall provide stock, storage, and distribution services for the following manuals: C-21A Customized Maintenance Manuals.
The Contractor shall provide updates to the above documents shall be on a semi-annual schedule as agreed with AFLCMC/WVV through the PCO or more frequently as directed by
AFLCMC/WVV PCO.

2.3.5. T.O. Changes
The Contractor shall accomplish all research and source data acquisition needed to develop text and illustrations required for changes and supplements to the T.O.s listed in Attachment 1 and correctly integrate that data into the existing T.O. baseline. The Contractor shall accomplish the T.O. development and integration effort as follows:
2.3.5.1. Changes due to Squawk Sheet T.O. Change Requests
The Contractor shall develop T.O. changes for all Squawk sheet T.O. change requests provided by AFLCMC/WVV.
Note: Squawk sheet T.O. change requests or equivalent will be used as directed by Equipment Specialist.
2.3.5.2 Changes due to Commercial Changes
The Contractor shall develop T.O. changes for all revisions made to commercial manuals, i.e. Illustrated Parts Catalogues, maintenance manuals, vendor manuals, etc., without further direction. The Contractor shall limit changes developed to only those pages changed plus alphanumeric pages.
2.3.5.3. Incorporating Outstanding Changes
The Contractor shall incorporate applicable outstanding T.O. supplements for the maintenance manuals into the next T.O. change or revision without further direction from the Government.
2.3.5.4. Squawk Sheet T.O. Change Request Effects on Other Technical Orders (T.O.s)
When a Squawk sheet T.O. change request is received that affects another T.O. or an unidentified portion within the same T.O., the Contractor shall accomplish the required changes as needed. The Contractor shall notify AFLCMC/WVV of the additional impact by annotating and returning one copy of the Squawk sheet T.O. change request causing the action and a description of the additional changes within 15 calendar days.
2.3.6. Development Requirements
The Contractor shall develop, format and deliver applicable changes, revisions, and supplements to the T.O.s listed in Attachment 1 in accordance with the following:
2.3.6.1. Use of Existing ATA Style
The Contractor shall use the existing Learjet ATA 100 style and format for changes, revisions, and supplements developed unless a deviation is specifically authorized in writing by AFLCMC/WVV through the PCO.
2.3.6.2. Title Page Preparation
The Contractor shall prepare title pages in accordance with MIL-STD-38784. Reflect incorporation of supplements on each title page in accordance with MIL-STD-38784. The
Contractor shall identify changes with sequential change numbers and accompanying change dates. Title page statements, including but not limited to Distribution Statements, Warning notices, and Handling and Destruction Statements, are required on all T.O. basics, changes, revisions, supplements, and other applicable documentation. Specific Distribution Statement, Warning notice and Handling and Destruction Statement for program will be provided by AFLCMC/WVV and are subject to change. The Contractor will be notified of any changes by AFLCMC/WVV letter or Squawk sheet T.O. change request.
2.3.6.3. Data Location
The Contractor shall determine the proper location within T.O.s to add new data developed unless a location is specifically identified by the Government.
2.3.6.4 Review, Inspect, and Validate
The Contractor shall review, inspect and validate that applicable data delivered under this contract are accurate.
2.3.6.5. OSHA Guidance
The Contractor shall ensure all detailed operations specify the proper safety, health and fire prevention procedures and use of personnel protection equipment to adequately protect the worker. These shall be the same precautions issued in the commercial Learjet manuals.
2.3.6.6. Unsuitable Materials
The Contractor shall notify AFLCMC/WVV within 5 working days whenever any material furnished by the Government or by any commercial revision service is deemed inaccurate, inadequate, incomplete or otherwise unsuitable for inclusion in the T.O.s, for any reason other than minor inaccuracies of a non-technical nature. The Contractor shall not proceed after providing such notices until receipt of appropriate direction from the Government.
2.3.7. Specification Requirements
Data delivered for changes, revisions, and supplements to the T.O.s listed in Attachment 1 shall meet the following requirements:
2.3.7.1. Source data
Requirements for source data shall include text, supporting art work, and engineering assistance when required. Requirements for source data may result from engineering task assignments, Contractor recommendations, vendor manuals, etc. This data shall be submitted as a IPDF file on CD.
2.3.7.2. Manuals
For all manuals listed in Attachment 1, the Contractor shall deliver digital assembly sheets for changes, revisions and supplements developed under this contract.
2.3.8. Delivery Requirements
The Contractor shall deliver all T.O. changes, revisions, supplements and source data in accordance with the following:
a) The Contractor shall deliver T.O. changes and revisions in the form of Indexed Portable Document Format (IPDF) when requested by AFLCMC/WVV.

b) The Contractor shall furnish one reproduced copy of T.O. changes, revisions and supplements, concurrent or prior to shipment of digital data when requested by
AFLCMC/WVV.
c) For publications changes developed as a result of Squawk sheet T.O. change requests, the Contractor shall deliver the digital data reproduced copies and DD Form(s) 250 with the next scheduled publication of the Customized Maintenance Manual.
d) For publications changes developed without specific direction as a result of commercial manual changes (Illustrated Product Catalog (IPC), Structural Repair Manual (SRM), Non-Destructive Inspection (NDI)); the Contractor shall deliver the data with the next scheduled publication of the Customized Maintenance Manual.
e) For publications changes developed due to changes required to other T.O.s or sections of the same T.O., the contractor shall deliver the data at the same time as the change data that caused the development.
f) Pre-publication reviews shall be accomplished via email NLT 15 calendar days after receipt of Squawk sheet T.O. change requests from AFLCMC/WVV.
g) Evidence delivery by DD Form 250. The DD Form 250 shall be completed; the following special guidance is hereby provided:
Block 16:
(1) T.O. number (including supplement identification as applicable)
(2) T.O. change number
(3) T.O. change, revision or supplement date
Block 23:
(1) Identify each Squawk sheet T.O. change request incorporated
(2) Identify each supplement incorporated
(3) Identify TCTOs, SBs, ECPs, etc. data incorporated into the T.O.
(4) If DD Form 250 reflects delivery of a T.O. revision, identify the T.O. issue, basic date and change number/date being replaced
2.3.9. T.O. Status and Schedules (TOSS)
TOSS shall provide the status of applicable incorporations to include, but not be limited to:
Squawk sheet T.O. change request, TCTOs, SBs. The TOSS shall be in a format mutually agreed upon by the Government and the Contractor. The TOSS shall be delivered quarterly and received no later than the 10th day of the month. A report shall be provided quarterly until all the work that has been ordered against the contract has been delivered.

2.3.10. Additions/Deletions of T.O.s
The Government reserves the right to add or delete technical orders to Attachment 1.
3.0. Section III – Over and Above (O&A)
O&A covers non-routine actions discovered during the course of the contract and are considered within the general scope of the contract. Written authorization on the over and above CLIN(s) must be received from the ACO/PCO before performance. This authorization to proceed shall be in response to work requests submitted by the contractor and approved by the ACO/PCO. Work under these efforts shall be accomplished as directed by the PCO/ACO in accordance with DFARS 252.217-7028.
4.0. Section IV – Service Summary
The Contractor shall be aware that in the absence of any contract requirement from the Service Summary does not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract. The Contractor shall ensure the following service summary requirements are accomplished:
4.1. Service Summary (SS) Requirements
The Contractor shall ensure the performance objectives, performance thresholds, and support for surveillance methods are achieved as follows:
4.1.1. Performance Objectives and Thresholds
The Contractor shall achieve performance thresholds identified in Table 4-1 of this PWS.
NOTE 1: The performance thresholds are designed to:
a) Align Contractor performance with objectives
b) Focus on critical success factors in meeting performance objectives
c) Reflect performance goals
d) Promote continuous improvement in performance
NOTE 2: The appropriate Program Engineer, PCO, DCMA, and the ESS Program Manager will exercise surveillance over the performance thresholds.
4.1.2. Surveillance Methods
The Contractor shall support the Government’s surveillance methods as identified below:
a) Random sampling of recurring service outputs
b) One hundred (100%) percent inspection of the output
c) Periodic inspection of the process or output
d) Program Engineer, PCO, ESS PM, ES, COR, and Flight Manual Manager complaints
NOTE: Government may use a combination of surveillance methods, as defined above, to monitor the Contractor's performance even though the specific surveillance method is not called out in Table 4-1.
4.2. Contractor Performance Evaluation
Government will evaluate Contractor performance to determine whether or not performance thresholds are being met. In the event the performance threshold is not met, the Government will issue written notification to the Contractor. In such cases, the PCO will take appropriate actions.
